Resolution No. 98-88
RESOLUTION
EXPRESSING THE SUPPORT OF THE CITY OF ELGIN, ILLINOIS
FOR THE CONTINUED VIABILITY OF THE
NORTHWEST SUBURBAN MASS TRANSIT DISTRICT
WHEREAS, the City of Elgin, Illinois, is included within
the Northwest Suburban Mass Transit District (the "District" ) ;
and
WHEREAS, the District has served the transportation needs
of its constituents by obtaining Federal and State grants and
acquiring and leasing to Metra and its predecessors various
equipment and facilities; and
WHEREAS, the District has prudently invested grant funds
and holds monies obtained from the earnings on such funds; and
WHEREAS, the projects originally described in its grant
agreement with the State of Illinois have been completed and
the District is in the process of negotiating with the Illinois
Department of Transportation ( "IDOT" ) the close-out of its
grant; and
WHEREAS, the City Council considers it necessary and
desirable for the District to continue its purpose of enhancing
the mass transit facilities of its constituents including the
residents of this City and thus to enhance the public health,
safety and general welfare of the City and its inhabitants; and
WHEREAS, it is intended that this Resolution shall
constitute an official action of the Corporate Authorities of
the City of Elgin to show its support for the District and its
continued function.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, as follows :
Section 1 . That this City Council finds that (a) the
District has enhanced the public health, safety, and general
welfare of the City of Elgin and (b) the District has a
continuing mission to serve the mass transit needs of its
constituents .
Section 2 . That the City supports the District in its
efforts to continue its mission and urges IDOT to permit the
District to retain, invest and utilize such monies held by the
District in excess of the grant funds needed for its original
projects in the fulfillment of its purpose.
Section 3 . That the officers and employees of the City of
Elgin are authorized to take such further action as is
necessary to carry out the intention and purpose of this
Resolution.
Section 4 . That all resolutions and parts thereof in
conflict with this Resolution are hereby superseded to the
extent of such conflict, and this Resolution shall be in full
force and effect from and after its passage as provided by law.

SUBJECT: Support for the Northwest Suburban Mass Transit District
Purpose
The purpose of this memorandum is to provide the Mayor and members of City Council with
information to consider adoption of a resolution supporting the Northwest Suburban Mass Transit
District.
Background
Incorporated in 1971, the Northwest Suburban Mass Transit District serves Elgin and 11 other
communities throughout the region. The District has managed $31 million in Federal, State and
local grant funds for enhancements to the region's mass transit system, specifically in rail
transportation. Projects that have been completed through this grant include the construction of
the Big Timber station and an improved Centralized Traffic Control system, which helped allow
for expanded rail service to Elgin. Attached is a letter from Northwest Suburban Mass Transit
District Chair Robert Frantz requesting the City of Elgin's support for the district's continued
viability. Currently, the Illinois Department of Transportation(DOT) is negotiating with the
District regarding approximately $6 million of funds earned through the district's investment over
the years of held grant funds. The District is requesting that it be able to retain these funds in
order to continue to address area mass transit needs. Without these funds, the District could
cease to operate.
The Northwest Suburban Mass Transit District is requesting that the City pass a resolution of
support for the district and for retention of funds currently held by the District. A suggested
resolution is attached for consideration.

Alternatives
The City Council could adopt the resolution as proposed, alter the resolution, or decline to adopt
a resolution in support of the Northwest Suburban Mass Transit District.
Recommendation
Due to the fact that the City of Elgin has benefited in the past and will likely benefit directly in the
future from the efforts of the Northwest Suburban Mass Transit District, it is recommended that
the City Council pass a resolution supporting the continued viability of the District.
