Professional Services Outline For The City of Elgin 1998-1999 Environmental Mosquito Management (EMM) Program Part I. General Service A. Survey and Mapping—Annual survey and update of all larval sites within the Cities boundaries. B. Computer System—Maintenance of a data base in which all sites inspected and treated within the city are logged. This information is then used to determine the "targeted" sites within the program. C. Communication—Verbal interaction between Clarke consultant and City representative regarding treatment methods, schedule and overall implementation of program. D. Mosquito Hotline Citizen Response—Maintenance of an 800 number hotline to handle all citizen inquiries. E. Insurance Coverage—Comprehensive insurance coverage for all work performed including the naming of the City as additionally insured. F. Program Reports—Monthly reports mailed to the City representative outlining all work performed and conditions affecting the program, including completion of an Annual Report summarizing all aspects of the Cities program. G. Program Staff and Quality Control—Highly educated staff in the fields of entomology and life sciences. Maintenance of a quality control staff supervising all work performed within the City. Part II. Surveillance and Monitoring A. Mosquito-Borne Disease Surveillance—Notification of any detection of St. Louis Encephalitis virus antigens in the wild bird population. B. Asian Tiger Mosquito Monitoring—Monitoring for the Aedes albopictus (tiger mosquito)within the Cities light traps. C. Floodwater Mosquito Brood Prediction—Notification of all flood water mosquito broods hatching within Kane County. D. New Jersey Light Trap Network: Operation of two (2) traps within the City of Elgin, including information from traps throughout North Eastern Illinois. D. Weather Monitoring - Operational Forecasts—Maintenance of a weather satellite dish to assist field operations. Part III. Larval Control A. Targeted Mosquito Management System(TMMS) computer data base and site management. B. Larval Site Monitoring: 1. Three (3) complete inspections of up to 127 sites. 2. A minimum of six (6) targeted inspections of up to 74 sites. C. Prescription Larval Control with Bacillus thuriengiensis israelensis (B.t.i.), 5%Abate pellets, Altosid briquets, and stocking of mosquitofish(Gambusia affinis) for biological control. D. Catch Basin Control: N/A treatments of up to N/A catch basins, inlets, and manholes with a slow release formulation of Altosid Insect Growth Regulator(IGR). E. Helicopter Application: Two (2) applications with 5% Abate pellets of up to 135 acres for floodwater mosquito control. F. Source Reduction Recommendation. Part IV. Adult Mosquito Management A. Adulticiding in mosquito harborage areas. 1. Scheduled truck Ultra Low Volume (ULV)treatments with a synthetic pyrethroid insecticide of a N/A mile route at N/A per application. 2. Scheduled backpack barrier applications with Permethrin of a N/A mile route at N/A per application. B. Adulticiding in Residential Areas. *1. N/A community-wide truck ULV treatments of up to N/A miles of streets with Mosquitomist 1.0 or a synthetic pyrethroid when migratory adult mosquito monitoring thresholds are exceeded or an encephalitis alert is issued. C. Adulticiding Operational Procedures 1. Notification of community contact. 2. Weather limit monitoring and compliance. 3. Community resident notification. 4. ULV particle size evaluation. 5. Insecticide dosage and quality control analysis. 6. ULV touch-up based on citizen complaints. 1998 EMM Program Total Cost For Parts I,II,III, and IV $23,080.00 1998 EMM Payment Plan: Four monthly invoices for$5,770.00 will be due on April 1, May 1, June 1, and July 1, 1998. The Clarke Environmental Mosquito Management, Inc. is committed to providing the City of Elgin with environmentally sound services, and guarantees program satisfaction. Clarke will respond and resolve all verbal or written concerns from community officials and residents over program effectiveness, and re-treat any areas not satisfactorily covered. II. EMM Payment Plan. As specified in the Cost Outline, the 1998 EMM program cost of $23,080.00 for the City of Elgin will be made in four equal installments. The City has the option to accept a two (2)year contract for 1998 not to exceed 6% over 1999 rates. Parker, City Manager SUBJECT: Proposal for 1997-98 Mosquito Control Program PURPOSE The purpose of this memorandum is to present for consideration by the Mayor and members of the City Council a proposal for mosquito control services for the 1997-98 seasons. BACKGROUND The intent of the proposed program is similar to what has been provided the City for over 20 years and cities and townships throughout the Fox Valley. The targeted mosquito management 016. service provides control of the mosquito at the larval stage in an environmentally sound manner. Optional adult mosquito control measures are available for use in parks, special events or in case of an encephalitis outbreak. Larval control includes : three complete inspections of up to 127 sites, and a minimum of six targeted inspections of up to 74 sites for monitoring larvae; two helicopter prehatch applications for up to 135 acres for floodwater mosquito control; prescription larval control with B.t . i . , 5% Abate pellets, Altosid briquets, and stocking of mosquitofish for biological control . Through surveillance and monitoring of standing water and the use of light traps to measure mosquito population levels, along with proven brood prediction methods, larval controls are initiated at the most effective time . This program is provided for the Kane County portion of Elgin. The Cook County portion is serviced by the Northwest Mosquito Abatement District . With the exception of adult mosquito management and the treatment of catch basins, this program is comparable with the Northwest Mosquito Abatement District ' s program. Clarke Environmental, Inc. has provided this service satisfactorily to the City for many years. { Mosquito Control Program February 16, 1998 Page 2 COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED The Board of Health has reviewed the proposal for consideration and has recommending accepting the program as presented. Y6'---- FINANCIAL IMPACT The cost of the program will be $23 , 080 . 00 for 1998 with an option for the 1999 season at $24 , 464 . 80 (a 6 percent increase each year) . Account number 010-2906-736 .45-03 , Pest Control, will be charged. The increase is said to be attributable to additional cost for materials and insurance . There are sufficient dollars budgeted ($23 , 500 . 00) to pay for this expenditure . The cost for the 1997 and 1996 seasons was $22, 016 . 00 and $20, 769 . 00, respectively. LEGAL-IMPACT None . ALTERNATIVES It was determined through phone inquiry to other possible vendors and other cities that Clarke Outdoor Spraying Company is the only vendor providing the desired scale and level of service in this area. 4 RECOMMENDATION The Board of Health recommends that approval be given to execute the contract submitted by Clarke Outdoor Spraying Company for the 1998 and 1999 seasons . Garden Ave. Roselle IL 60172 Exhibit 1 Controlling Mosquitoes The Problem and the Solution The Problem: For many years,the battle has been waged against the ravages of the mosquito. This persistent insect almost caused building of the Panama Canal to fail when thousands were infected by mosquito-borne yellow fever. Many more have died in other parts of the world from malaria and the dengue virus. In this nation,mosquitoes have infected many people with encephalitis viruses such as St. Louis(SLE), LaCrosse(LAC),Western(WEE)and Eastern(EEE)which can cause death or permanent disability. Mosquito-borne diseases cause more than a million deaths each year around the world. Closer to home,the Chicago metropolitan area in 1975 experienced the largest outbreak of SLE ever reported in the United States,with 47 deaths, 578 cases of the illness and another 700 suspected cases in a six county area. Each year,the dangers of SLE are closely monitored and in 1995 the Illinois Department of Public Health warned of an outbreak after 11 cases were suspected and two confirmed. What's more, everyone has had the experience of being driven indoors or retreating from a picnic in the park because the mosquitoes decided it was time to feast. Even our dogs face the threat of death from heart-worms which are spread by mosquitoes. Simply put,mosquitoes continue to be a major health and comfort problem. The Solution: An integrated pest management(IPM)approach to mosquito control and the use of new technologies offer much hope in reducing the mosquito population and with it,the threat to public health and discomfort. This multi-step process is a systematic approach to control all phases of mosquito development and infestation. There are four parts to the process: 1. General Services-Mosquito breeding sites--drainage ditches, swamps, areas of low or standing water are surveyed and mapped. The objective is to define, categorize and measure the total number of larval development sites. This information is then used by Clarke personnel to develop resource requirement planning,operational scheduling, larval site history and adult mosquito population monitoring. In addition, a 24 hour toll free hotline is maintained as well as the most comprehensive insurance coverage available in the industry. 2.Surveillance and Monitoring-The distribution and density of mosquito species in relation to human populations are defined in order to control the threat of disease or nuisance. In many communities,proven brood prediction methods,combined with the use of light traps to measure mosquito population levels, facilitate steps to prevent major infestations. 3.Larval Control-The environmentally sensitive control of larvae in their breeding sites prevents the development of adult mosquitoes,which can travel as far as 15 miles to invade a populated area. These proven larvicides do their job against the mosquito, and then biodegrade rapidly,leaving no accumulation in the soil,water or air. All treatments meet sound environmental standards. 4.Adult Control-Adult mosquito control often becomes necessary during encephalitis alerts or periods when the nuisance factor becomes excessive. This can follow periods of heavy rainfall which cause new mosquito broods to hatch. During these periods of excessive annoyance,Ultra- Low-Volume cold aerosol misting can be used to reduce the mosquito population in residential areas. In addition, adult mosquitoes can be eliminated in high-use recreational areas where they tend to congregate, such as parks, golf courses and baseball diamonds. The use of these areas thereby increases,providing a greater economic advantage to many communities. The process today includes the use of advanced technologies: 1. Computers-to assimilate data on breeding sites,map and provide strategic information of just about any community, and plan and develop resource requirements; 2. Helicopters--using state-of-the-art the Global Positioning System(GPS)and Geographic Information System(GIS)to identify mosquito breeding sites and then zero-in on treatment areas; 3. Teletrac System-to instantaneously dispatch and monitor control vehicles. These systems, coupled with Clarke's highly trained staff,provide your community with an unsurpassed level of service. The Results of a Good Program: A well-planned, integrated approach to controlling mosquitoes will help stop the spread of mosquito- borne diseases. The systematic approach will also enable us to enjoy the outdoors in comfort and it will help us maximize the use of our recreational areas. These are results we all want to see as we wage the battle against the mosquito. The following pages of our proposal detail how you can control mosquitoes in your community.
