RESOLUTION
ACCEPTING THE PROPOSAL OF DTK COMPUTER, INC.
FOR PERSONAL COMPUTERS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Joyce A. Parker, City Manager, be and is hereby
authorized and directed to accept the proposal on behalf of the
City of Elgin of DTK Computer, Inc . for 34 personal computers,
a copy of which is attached hereto and made a part hereof by
reference.

The Company
Since 1981, DTK has been dedicated to the development, manufacture and marketing of innovative
micro-computer products. Recognizing the need for a flexible,yet practical system solution for its
customers, DTK introduced its pioneering Barebone system in 1988 which made DTK one of the

Networking Solutions
With its strength in R&D, DTK is able to offer networking solutions with the systems it ships. The
company's engineers work closely with leading software developers such as Microsoft, Novell, SCO
and IBM to vigorously test every system with Windows NT,Windows 95, Netware and SCO UNIX
respectively to ensure maximum compatibility across all major platforms. Furthermore, as a founding
member of the Novell Certification Alliance in early 1992, DTK was one of the first companies to have
an in-house Novell Authorized Test Center. This enables DTK to quickly test as many systems as
possible for Netware Certification. DTK is also authorized to test for FCC and Energy Star approvals
through its lab based in Washington DC.

SUBJECT: Bid Extension of 1996 Contract for
Purchase of Desktop Computers
PURPOSE
The purpose of this memorandum is to request that the Mayor
and City Council authorize the extension of the 1996 contract
with DTK Computers, Inc . for the purchase of desktop computers
(PC' s) for 1998 .
BACKGROUND
Over the past several years, the City has annually acquired
personal computers for use in support of City operations .
Historically, the award has been given to the low bid vendor,
during the last two years this vendor has been DTK Computers .
Over the years, the bidding process has resulted in a mix of
equipment from many different vendors . Now almost half of the
PC' s in the City are DTK machines.
The specifications for the PC' s are based on industry standard
architecture and components . Government Services
Administration (GSA) pricing for the Intel Pentium II 333MMX
based PC' s ranges from DTK' s low bid price of $1, 430 per
machine to Compaq' s price of $1, 833 . DTK is an Illinois
manufacturer with a worldwide market and a certified vendor
under GSA contract . Industry standard components are used in
all of their machines . The MIS staff and the end users have
been very happy with the quality of the machines . The new
machines have a processor that is twice as fast as those
purchased last year, with three times the storage capacity,
larger display screen, and preloaded with the latest Windows
NT operating system. These machines are certified Year 2000
compliant .
Approval of the purchase of PC' s budgeted for 1998 from DTK
Computer, Inc. would enable the City to standardize computer
equipment used by various departments . It would also allow us
to purchase faster and more efficient equipment, and save
money and time by purchasing all of the computers budgeted at
one time .

The machines scheduled to be purchased for the Water
Department SCADA system are part of the overall Riverside
Plant expansion. This was removed from the original contract
and bid separately to save money. The remaining computers
will be distributed to nearly every department within the City
and will be replacing existing machines that are
technologically inferior (capacity and memory) and are not
year 2000 compliant . The used computers will be included in
the next city-wide auction or donated to community
organizations .

FINANCIAL IMPACT
The total cost for 34 computers equals $48, 640 . Sufficient
funds exist in the Capital Improvements Fund, account number
EiZ 385-0000-795 . 92-46 , project number 209808 for the purchase of
twenty-eight PC' s totaling $40, 040 . Sufficient funds also
exist in the water portion of the 1995 Bond Sale, account
number 395-4000-795 . 92-36 , project number 409530 (Riverside
plant expansion-SCADA) for the purchase of six PC' s totaling
$8 , 580 .
LEGAL IMPACT
The proposed contract extension requires an exception to the
Orli
Procurement Ordinance .
ALTERNATIVES
1) Advertise for bids .
2) Extend the 1996 bid contract with DTK Computers, Inc . ,
and acquire the same make of PC' s as purchased last year.
RECOMMENDATION
It is recommended that the City Council award a contract
extension to the overall low bidder, DTK Computers, Inc . , for
the purchase of thirty-four PC' s at a total cost of $48 , 640 .
