Parker, City Manager SUBJECT: Award Professional Service Contract for System Network Services PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider a contract extension for professional support services for our computer system network. BACKGROUND Since 1990 , the number of devices on the computer network that the Information Systems Division supports has more than quadrupled (from 83 devices to 351) . With continual expansion of our computer network and no change in staff, it is neces- sary to acquire additional support in maintaining the network in order to assure its dependable and efficient operation. In September 1997, bids were let for network services . At that time, Kissane Business Systems, Inc . submitted the winning bid from among three responding firms . The original contract called for services to be performed up to $20 , 000 . We are now reaching the upper limit of the contract . The work performed by Kissane Business Systems, Inc . has been extremely helpful and complete . They are familiar with our network construction and operation. This vendor employs a substantial base of expertise and has agreed to maintain the same unit cost rates as quoted in their bid of 1997 (the unit cost is set at three different levels of competency ranging from $85 . 00 to $125 . 00 per hour) . The majority of the servic- es have been performed by a Level 2 Engineer; however, Level 1 Engineers are available to perform both the basic required services as well as more sophisticated tasks . Kissane is experienced in supporting wide-area networks and specifically configuring and maintaining Cisco routers . This element is critical since the hub of the network backbone is a relatively large Cisco router in a network of Cisco routers connected to the Elginet fiber-optic network. Kissane is also a Novell Platinum Authorized Reseller and provides network . FINANCIAL IMPACT An extension of this contract will be for specific support t) based on departmental requested needs . Charges will be based on actual hours at the pre-specified rates, not to exceed a total of $20, 000 . (KBS) is a high quality systems integrator able to complete all of the tasks x and projects listed in the City of Elgin's(The City)RFP#97-085.KBS has in the past reviewed The City's configurations and has already assisted The City in some of these tasks. I In that light,KBS answers the RFP's requirements with the following information: I1)PersonneI to be involved in providing the described work. KBS currently employs seventeen network engineers and 10 PC technicians.KBS will ' deploy the following engineers to The City and back them up with the rest of our team. IThe Primary Engineer to be assigned to The City would be Fred Alburtis.Fred is an 18 year computer veteran.Fred is a CNE,is only the final lab test away from earning his I CUE (router certification)and should obtain his MCSE status by the end of calendar year 1997.Fred has experience in state government where he was the primary engineer at the State of Illinois Supreme Court in Springfield. While working for the State,Fred amaintained the entire Novell network as well as the Cisco Wide Area Network. The Secondary Engineer for the City would be Chuck Fuscone. Chuck has had extensive private experience with LANs in an AS/400 environment. Chuck is a CNE and is working towards his MCSE. Additional to his CNE, Chuck is also certified on Netware I for SAA which is an important piece of software for The City. I 2)Provide costs for the work to be undertaken.The costs shall be firm,fixed costs including any and all expenses(including any reimbursable costs.)All costs should be provided as unit costs(i.e. by category). I Costs will be based on a per hour basis and will be determined by the enclosed rate schedule.KBS assumes that we will work with The City in a prepaid basis so that the City can take advantage of the lowest possible rates that KBS offers. IAssuming that this is the case and that The City purchases$9,600.00 support agreements, the rates will be as follows: ILevel 1 Engineer-$125.00 per hour Level Engineer-$110.00 per hour Level 3 Engineer- $85.00 per hour IEngineering Levels are related to tasks. A Level 1 Engineer covers tasks such as configuration of routers and switches as well as network,NDS design, and Project Management. A Level 2 Engineer covers tasks such as network implementation, network changes, configuring servers and client workstations,monitoring network performance and recommend adjustments and changes,and general network assistance. A Level 3 Engineer covers repair of PCs and printers. I For Level 1 and Level 2 engineers minimum billing is two hours. The first thirty I minutes of the two hour minimum is for travel For Level 3 Engineers minimum billing is one hour with the first thirty minutes for traveL I I • 3)Provide a time schedule for performing regular support services and minimum response time assurances for emergencies. The time schedule for performing regular support services will be established by • working with the individual departments or if the departments are now under a single controlling entity with that entity based on the specific needs of the departments. Emergency response times for KBS are normally less than 1 hour. Factors such as"Acts • of God"can cause a response time longer than that. 4)Identify any additional services that should be provided to the City of Elgin o?•any additional services that will be needed through a separate contract to provide end support services.
