The sketch, if any, attached hereto is hereby made a part of this Agreement and expressly designates ownership of the facilities referred to. This charge reflects only the work performed by the Company. There may be additional costs required by other utility or communication companies. They should be contacted for their associated charges. For Ameritech, call 1-800-244-4444. Work will be done during the Company's regular working hours, unless otherwise specified. This Agreement shall be void if not accepted by the Customer within ninety days from date submitted. Transformers and metering equipment installed in conjunction with this work, shall in all cases, remain the property of the Company. In the event the work covered by this Agreement cannot be completed within one year from the above date as a result of delays on the part of the Customer or because the Company has been denied access to the premises, the charge to the Customer shall be recomputed based on the level of costs prevailing at the time of completion of the work as stipulated in the Company's General Company Order No. 25. This agreement is subject to the provisions of the Company's Schedule of Rates and Information and Requirements for Electric Services as on file with the Illinois Commerce Commission. Malm, Interim City Manager SUBJECT: Utility Options for Kimball St. Project PURPOSE The purpose of the memorandum is to provide the Mayor and members of City Council with information regarding utility options on the Kimball Street Project. BACKGROUND In the February 21, 1997 Friday Report package, staff included a memorandum which outlined several options to address the overhead utility lines on the north side of Kimball Street. A copy of this memorandum is attached as Exhibit A. Commonwealth Edison (ComEd) developed four options to eliminate the overhead power lines . From the attached 2/20/97 memo, only Options 3 and 4 required further investigation. Working with ComEd Public Affairs Director, Dan Kowalewski, it was determined that option 4 would be the only practical option to pursue if it is decided to relocate the overhead lines . Option 4 is the lowest cost option of the four options, estimated at $305, 000 . It does not impose any costs on adjoining property owners to rewire buildings due to relocated services . ComEd has provided a proposal outlining their plan to implement option 4 . A copy of this correspondence is attached as Exhibit B. A location map illustrating the elements of ComEd' s proposal is attached as Exhibit C. Option 4 will provide alternate routing of ComEd' s power feeds to allow abandonment of overhead power along the north side of Kimball Street between Dundee Avenue and the Fox River. The existing power will be routed from Dundee Avenue to an alley north of Kimball Street which parallels Kimball Street between Dundee Avenue and Center Street. From the alley, power will be routed south on existing overhead poles to Kimball Street. From this point the power will be placed in underground conduit to Brook Street. At Brook Street and at Douglas Avenue, power will be routed south of Kimball Street via under ground conduit to existing Utility Options for Kimball St . Project Page 2 overhead power located at Water Street and Brook Street and at North Street and Spring Street. Additional work is required to provide service to 260 Center Street and to the businesses on the north side of Kimball Street between N. Grove Avenue and Brook Street . The overhead service to these locations will be relocated off of Kimball Street . The cost for the relocated services is included in the estimate from ComEd and will be paid for by the City. At N. Grove Avenue, Brook Street, Douglas Avenue and Spring Street overhead power crosses Kimball . Option 4 includes provisions to route all crossings, except N. Grove Avenue, underground. ComEd ' s proposal includes cable and conduit to complete these crossings . The City' s contract for Kimball Street includes pay items to install the conduit at a lower cost than ComEd. The contractor, R.W. Dunteman, can be directed to complete these additional crossings so that ComEd need only install new cable in the conduit. At N. Grove Avenue, the overhead power crossing Kimball Street will remain in place until the building at 56 Water Street is demolished. The building is owned by the City and is being leased until the end of 1998 when the building will be scheduled for demolition. At that time the overhead power crossing Kimball Street at N. Grove Avenue can be removed in its entirety. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED None. FINANCIAL IMPACT As shown in Exhibit B, the total cost for ComEd to perform all work described herein is as follows : $397 ,500 Total Cost as outlined in Exhibit B. - 52,500 ComEd credit for cost of relocating poles as required by franchise agreement. - 32 , 000 Elimination of conduit crossings by ComEd. - 33, 000 Elimination of N.Grove conduit crossing. $280, 000 Net cost to be paid to ComEd for Option #4 . Additional costs will be incurred in our Kimball Street construction contract with R.W. Dunteman for the installation of conduit at three intersections . This is estimated to be $25, 000, a savings of $7, 000 from the ComEd proposal . Utility Options for Kimball St. Project Page 3 The total cost to complete all elements of Option 4 is $305, 000 ( $280, 000 + $25, 000) . A funding source will need to be identified if it is recommended to proceed with implementation of Option 4 . Funding source options are: Option #1 - Unallocated 1996 Riverboat Funds In 1996 , Riverboat proceeds exceeded projections by $2 . 25 million. Approximately $1 . 72 million of these funds have been earmarked for specific projects and programs, resulting in $528, 134 of Riverboat funds available for programming. Option #2 - General Fund Contingency The adopted General Fund budget contains a $540, 000 contingency to allow for unplanned expenditures and/or an unexpected revenue shortfall . LEGAL IMPACT A contract with ComEd will need to be approved by City Council . ALTERNATIVES None . RECOMMENDATION Direction is requested by staff regarding the removal of overhead power lines on Kimball Street. If Option 4 is selected, staff should be directed to execute an agreement between Commonwealth Edison and the City. Commonwealth Edison will prepare the "Customer Work Agreement" for staff review. As presented briefly to the City Council on February 12, 1997, the options are: OPTION #1 Leave the 2 power feeds over head and move north, within the right of way, to accommodate the reconstructed roadway. Cost to the City $0.00 Other factors -+ None OPTION #2 Bury the 2 power feeds within the Kimball Street right of way. Cost to the City $980,000 (estimated) Other factors Requires all property owners fed from Kimball to rewire and bury their services at a cost of approximately $5,000 each. OPTION#3 Bury one feed along Kimball Street and the other feed will be placed in an underground conduit already installed on Douglas Street. Cost to the City $520,000 (estimated) Other factors Requires all property owners fed from Kimball to rewire and bury their services at a cost of approximately $5,000 each. Robert O. Malm Page 2 March 10, 1997 OPTION #4 Reroute one overhead feed to the alley north of and parallel to Kimball Street and along the spur line right of way to ComEd's substation located at the northwest comer of Brook and Kimball. The other feed will be placed in the underground conduit already installed on Douglas Avenue. Cost to the City $310,000 (estimated) Other factors Use of the abandoned spur line right of way to place 2 poles has to be verified. Requires a change order to place all conduit beneath Kimball Street at the cross streets. This allows the burial of all lines crossing Kimball Street. Staff is only exploring options 3 and 4 further at this time. Option 1 does not cost anything and will not change the existing setup other than the poles will be placed 2 feet further north and the poles will be new. Option 2 costs almost twice option 3 and accomplishes the same goal, therefore we will not consider option 2 at this time. When all of the information has been received by ComEd and when staff has completed their review, the information will be presented to City Council for their consideration. Specific cost estimates, sketches and staffs recommendation will be included for Council consideration. It is our hope to have the information available for the March 12, 1997 City Council meeting.
