RESOLUTION
AUTHORIZING THE DISPOSITION OF A CARDIAC MONITOR/DEFIBRILLATOR
WHEREAS, it is the opinion of the corporate authorities
of the City of Elgin that a certain surplus cardiac
monitor/defibrillator (LifePak 5) is no longer necessary or
useful to the City of Elgin; and
WHEREAS, said cardiac monitor/defibrillator is declared
surplus property without value; and
WHEREAS, said cardiac monitor/defibrillator is needed and
useful to the Community Health Center.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that the City Manager is authorized
and directed to transfer all right, title, interest and
possession of said cardiac monitor/defibrillator (LifePak5) to
the Community Health Center operated by the Community Crisis
Center.

SUBJECT: Donation of Surplus Equipment
to Community Crisis Center
PURPOSE
The purpose of this memorandum is to request City Council
concurrence to donate one surplus cardiac monitor/
defibrillator to the Community Health Center operated by the
Community Crisis Center.
BACKGROUND
The Fire Department has received a request from the Community
Crisis Center for donation of one of its surplus cardiac
monitor/defibrillator (LifePak 5) . The Department currently
uses an updated state-of-the art monitor/defibrillator on
ambulance units (LifePak 10) . There are three LifePak 5 ' s in
storage and only one unit is needed for backup purposes . The
donation of this unit will have no effect on operations and it
will benefit community health care through a not-for-profit
agency. The Community Crisis Center will be responsible for
training and certification of the equipment.

FINANCIAL IMPACT
None currently. The proposed LifePak 5 was originally pur-
chased in March 1986 for $3, 600 . The LifePak has no market or
trade in value.

ALTERNATIVES
If not donated, this unit would continue to be placed in
storage and eventually would need to be earmarked for dispos-
al .

I have received the attached request from the Community
Crisis Center for the donation of one of our surplus Cardi-
ac monitor-defibrillators (LifePak 5) to be used at their
Community Health Center. We currently are using a more
state of the art monitor-defibrillator on our Advanced
Life Support units (LifePak 10 ) and we have 3 other LifePak
5 ' s in storage . The Fire Department onley needs The Lof Pak maintain
1 unit in reserve for emergency purposes .

Scott Heinrich mentioned to a staff member of the Health Center of the
Community Crisis Center that you replaced the Life Pack 5 Portable Monitors
with a new' model . We are interested in having one of the old models if you
are able to donate one.
The Health Center is a free clinic for indigent patients in the Elgin area.
