RESOLUTION
ACCEPTING THE PROPOSAL OF DTK COMPUTERS, INC.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Robert O. Malm, Interim City Manager, be and is
hereby authorized and directed to accept the proposal on
behalf of the City of Elgin of DTK Computers, Inc . for the
purchase of fifteen ( 15) personal desktop computers„ a copy
of which is attached hereto and made a part hereof by
reference .

SUBJECT: Extension of 1996 Contract for Purchase of
Desktop Computers
PURPOSE
The purpose of this memorandum is to request Mayor and City
Council authorization to extend the 1996 contract with DTK
Computers, Inc . for the purchase of desktop computers (PC ' s) for
1997 .
BACKGROUND
Over the past several years the City has annually acquired
personal computers for use in support of city operations .
Historically the award has been given to the low bid vendor.
Over the years the process has resulted in a mix of equipment
from fifteen different vendors .
A majority of the PC ' s are from vendors that are not mainstream
manufacturers . Various machines are from vendors no longer in
business . Furthermore, nonstandard components are used in
one-third of the computers . These nonstandard components sub-
stantially limit the ability to upgrade to a more functional
configuration. Additionally, significant support problems result
from the above issues .
In 1996 , the specifications were tightened and nine vendors bid
six different brands of PC ' s . Quotations ranged from $1, 351 to
$2 ,407 . DTK Computers, Inc . , the low bid vendor, was recommended
after completely checking out the proposed PC' s . The experience
with this vendor has been exceptionally satisfying. DTK is an
Illinois manufacturer and markets world-wide. Additionally, they
are a certified vendor under a General Services Administration
(GSA) contract. Standard components are used and the machines
are designed to be upgraded as needs change. Users have been
very happy with the quality of the machines . DTK Computer, Inc .
has quoted a price of $1,284 per personal computer, which is a
savings of $67 per device from the 1996 bid price and includes
twice the hard disk capacity and a faster processor. This
pricing is less than the current published GSA schedule. The
quoted price reflects current market costs of components rather

than the costs at the time the annual GSA contract was negotiated
with the Federal government.
Approval of the purchase of fifteen PC ' s budgeted for 1997 from
DTK Computer, Inc . would enable the city to standardize computer
equipment used by the various departments, purchase faster and
more efficient equipment, as well as realize a savings over last
year' s low bid price.

FINANCIAL IMPACT
Sufficient funds exist in the Elgin Riverboat Fund, account
number 275-0000-791 . 92-50, project number 209808 for the purchase
of fifteen PC ' s totaling $19 ,260 .
LEGAL IMPACT
None.
ALTERNATIVES
1 ) Continue past practice and advertise for bids as in previous
years .
2 ) Extend the 1996 bid contract with DTK Computers, Inc . and
acquire the same PC' s purchased last year.
RECOMMENDATION
The recommendation is to award a contract extension to last
year' s overall low bidder, DTK Computers, Inc . without seeking
new bids . DTK' s bid is for a total of $19 ,260 for fifteen PC' s
which meets all essential bid specifications .
