Malm, Interim City Manager, and Dolonna Mecum, City Clerk, be and are hereby authorized and directed to execute a Service Agreement on behalf of the City of Elgin with the Elgin Recreation Center for recreational activities, a copy of which is attached hereto and made a part hereof by reference. s/ Kevin Kelly Kevin Kelly, Mayor Presented: February 26 , 1997 Adopted: February 26 , 1997 Omnibus Vote: Yeas 6 Nays 0 Attest : s/ Dolonna Mecum Dolonna Mecum, City Clerk SERVICE AGREEMENT THIS AGREEMENT is made and entered into this ;VA- day of , 1997 , by and between ELGIN RECREATION CENTER, a not-for-p ofit organization, (hereinafter referred to as "Elgin R creation Center" ) and the CITY OF ELGIN, Illinois, a municipal corporation, (hereinafter referred to as the "City" ) . WHEREAS, the City of Elgin, Illinois has determined it to serve a beneficial public purpose to discourage criminal activity through the promotion of alternative activities for minors and to be in its best interests to aid the promotion of such activities; and WHEREAS, Elgin Recreation Center provides activities to minors; Now, therefore, in consideration of the mutual promises and covenants contained herein, the sufficiency of which is hereby acknowledged, the parties hereto hereby agrees as follows : 1 . The City shall pay to Elgin Recreation Center the sum of $20,600 . 2 . Elgin Recreation Center shall address all initial inquiries and requests made pursuant to this agreement to City' s Recreation and Facilities Superintendent. 3 . Elgin Recreation Center shall work with the City' s Finance Department to apply the aforementioned $20, 600 to rental and utility payments only. 4 . Elgin Recreation Center shall work with the City' s Finance Department in reviewing and establishing proper accounting and internal controls to insure that assets are safeguarded and procedures intact. 5 . Elgin Recreation Center shall provide a written report and fiscal accounting of the operation of the facility on or before December 31, 1997 , to the City' s Director of Parks and Recreation. 6 . Elgin Recreation Center shall indemnify and hold City harmless from and against any and all claims for damages, suits, causes of action or any and all other liability which may arise out of or in connection with the performance of this agreement or other operations as a result of any negligent actions by Elgin Recreation Center. 7 . Elgin Recreation Center shall offer a minimum of six cooperative programs between the City and Elgin Recreation Center during 1997 . 8 . This Agreement shall be in full force and effect from February 27, 1997 through December 31, 1997 . Malm, Interim City Manager SUBJECT: Elgin Recreation Center 1997- Purchase of Service Agreement PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider the 1997 Purchase of Service Agreement (PSA) with the Elgin Recreation Center. BACKGROUND The Elgin Recreation Center provides recreational and educa- tional programs to at-risk Elgin youth. The Center is locat- ed at 1080 East Chicago Street. The Center is drop-in-based and also offers coordinated programs such as the Elgin Boxing Club, weight training, tutoring, anti-gang programs and more, serving 150 participants daily ranging in ages 5 to 35 . Under the PSA, the City' s $20,600 is to be used only for facility rental payments and associated utility costs . In exchange for these operating costs, the Elgin Recreation Center will provide ongoing activities to at-risk youth and offer a minimum of six cooperative programs with the City Parks and Recreation Department as well as working coopera- tively with the City' s Gang Intervention Program Supervisor to program activities community-wide. In 1996 , the following were some of the programs offered: Polar Dome Ice Skating Trip; ongoing arts and crafts program held at ERC; 3 on 3 basketball team participating in league at Salvation Army; "Rec on the Streets" program held at ERC in August; swimming trips sponsored from ERC to Wing and Lords Park pools; established youth summer soccer program at ERC; provided 12 youth volunteers from ERC to assist with 1996 Easter Egg Hunt. One of the more popular ongoing activi- ties at the facility is the drop-in indoor soccer program. In November, 1996, the Mayor and members of the City Council formally accepted the Elgin Recreation Center Task Force' s recommendation, including the 1997 contribution of $20, 600 to the Elgin Recreation Center. FINANCIAL IMPACT The 1997 Boards and Commissions Budget, account number 010-1902-709 . 80-23 for Contractual Services, includes $20, 600 for this contract agreement. LEGAL IMPACT None. ALTERNATIVES The alternative for this Purchase of Service Agreement is to not fund the Elgin Recreation Center for 1997 for $20, 600 . RECOMMENDATION It is recommended that the proposed 1997 Elgin Recreation Center Agreement be approved to provide $20, 600 of funding toward youth gang intervention programs .
