RESOLUTION
AUTHORIZING EXECUTION OF A PRELIMINARY DEVELOPMENT AGREEMENT
WITH JOHN DWYER, STEVE WASILOWSKI AND PATRICK FITZGERALD
BE TT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Kevin Kelly, Mayor, and Dolonna Mecum, City
Clerk, be and are hereby authorized and directed to execute a
Preliminary Development Agreement on behalf of the City of
Elgin with John Dwyer, Steve Wasilowski and Patrick Fitzgerald
for the development of the Borden Building at 200 Brook Street,
a copy of which is attached hereto and made a part hereof by
'reference.

This resolution was initially considered on Novmeber 5, 1997 , at
which time it was tabled to the November 19, 1997, meeting. At
the November 19 , 1997, meeting, a motion to adopt the resolution
failed on a 0 to 7 vote.
