RESOLUTION
ACCEPTING THE PROPOSAL OF STAN WHITE
TRUCKING & EXCAVATING, INC. FOR HAULING FILL DIRT
TO RANDALL RIDGE PARK
•
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Robert O. Malm, Interim City Manager, be and is
hereby authorized and directed to accept the proposal on behalf
of the City of Elgin of Stan White Trucking & Excavating, Inc.
for hauling fill dirt to Randall Ridge Park, a copy of which is
attached hereto and made a part hereof by reference.

SUBJECT: Randall Ridge Park Grading
PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council with information to consider
entering into a contract with Stan White Trucking and Exca-
vating to move overburden from the mining operation to the
Randall Ridge interior park site.
BACKGROUND
eft. The City is in the process of acquiring approximately 3 acres
of land in the Randall Ridge subdivision as part of the park
impact contribution from the developer, Colonial Enterprises,
Inc. The park property is located on Winchester Drive and
borders wetland, storm water management and floodplain areas
associated with the Randall Road tributary to Tyler Creek
(Sandy Creek) .
The developer is in the process of grading the Randall Ridge
interior park site in preparation for the transfer of the
property to the City for future park development. The site
must have approximately 3,000 yards of fill material added to
accomplish the final grading to allow for the park development
and positive drainage.
The City has access to overburden material at the Sports
Complex mining operation at no charge. The only cost to the
City would be to move the material to the park site. Five
quotes were sought for the hauling of the material with the
lowest bid received from Stan White Trucking and Excavating at
a cost of $8,700. The cost estimates are as follows:

The developer will grade the material as well as grade the
stockpiled topsoil on site and apply seed.

FINANCIAL IMPACT
Sufficient funds are available in the Park Impact Fund,
account number 010-0000-231. 15-10 ($8,000) and
010-0000-231. 15-32 ($700) to cover this $8,700 expense.

None.
RECOMMENDATION
It is recommended that the contract with Stan White Trucking
and Excavating to move 3, 000 yards of overburden from the
mining operation to Randall Ridge interior park at a cost of
$8,700 be approved.
