RESOLUTION
AUTHORIZING EXECUTION OF A GRANT AGREEMENT WITH
THE PIONEER MEMORIAL FOUNDATION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Robert 0. Malm, Interim City Manager, be and is
hereby authorized and directed to execute a Grant Agreement on
behalf of the City of Elgin with the Pioneer Memorial
Foundation for a $1, 800 grant for 500 copies of The American
Eagle pursuant to the Cultural Arts Commission Arts and Culture
Grants Program, a copy of which is attached hereto and made a
part hereof by reference.

ARTS AND CULTURE GRANTS PROGRAM
GRANT AGREEMENT - -
The City of Elgin and Pioneer Memorial Foundation agree as
follows :
1, The City of Elgin agrees to make a $1 , 800 grant to the
Pioneer Memorial Foundation for the following program:
Printing of 500 copies of Trygve Rovelstad' sart history
_ book, The American Eagle. - -
2 . All monies granted for this program will be expended by -
GRANTEE between January- 1, 1997 and December 31, 1997 . All
monies awarded must be expended.
3 .- Grant monies will not be- paid out more than 30 days
prior to- start of the program. No funds will be paid to
GRANTEE until the City of Elgin has received the signed Grant
Agreement. -
4 . GRANTEE agrees that all funds received_ for this program
will • be expended only for the program as described above. In
the event GRANTEE changes the program without the prior con-
sent of the City of Elgin; all grant funds shall be refunded
to that City.
5 . GRANTEE agrees the credit will be given to the City of
Elgin and the Elgin Cultural Arts Commission on all public
notices , -publicity, printed programs , public media and other
applicable materials . GRANTEE also agrees to supply the City
of Elgin with copies of the above-mentioned publicity.
6 . GRANTEE agrees to submit a L'inancial and Evaluation
Report to the City of Elgin ' on forms provided, within two
weeks after the termination of the program period.

7 . GRANTEE agrees upon request to make available to the
City of Elgin financial records for the year in which a grant
was received from that Council . The City of Elgin will be
allowed to access to financial documents that pertain to
information stated in the previously approved application for
funding.
8 . GRANTEE agrees that no monies from this grant will be
used for any purchase of permanent equipment, capital improve-
ments or construction, or payment of previous year' s deficit.
9 . GRANTEE agrees that no person shall , on the grounds of
race, color, religion, national origin, sex, handicap, sexual
preference, participation in, be denied benefits of, or be
otherwise subjected to discrimination under any activity
including employment, supported in whole or in part by funds
provided under this grant.
10 . GRANTEE does hereby agree to indemnify, save harmless ,
and defend the City of Elgin, its agents , servants and employ-
ees , and each of them against and hold it and them harmless
from any and all lawsuits, claims, demands, liabilities,
losses, and expenses including, but not limited to, partici-
pants and spectators , or any death at any time resulting from
injury or any damage to any spectators, or any death at any
time resulting from injury or any damage to any property
which may arise or which may be alleged to have arisen out
of, or in connection with, the program as described in Para-
graph 1 and referred to in Paragraph 8 .

SUBJECT: Cultural Arts Commission General Grant
to David Powers
PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council with information to consider a
grant to David Powers as recommended by the Cultural Arts
Commission.
BACKGROUND
The Cultural Arts Commission has been granting funds to local
arts groups and individuals fo-r special projects for the last
four years . The purpose of the program is to broaden public
access to the arts, and to encourage organizations and indi-
viduals to be more creative in artistic endeavors .
David Powers, acknowledged muralist and sculptor, has been
commissioned by Dr. Richard Demir to create a monument to the
performing arts, 7 At The Gates of Dawn. This large-scale
sculpture, to be loaned to the City of Elgin for a minimum of
five years, will feature seven representational human figures
placed in Foundry Park along Route 31 . The Parks Department
has approved the placement of this sculpture in Foundry Park,
and will provide labor for its installation and maintenance.
The sculptures will be placed outside of the right-of-way and
should not interfere with motorists ' line of site on the
expanded State Street.
David Powers requested funds from the Cultural Arts Commission
to transport, purchase installation materials, landscaping and
signage for the piece. The Commission approved funding the
installation costs, contingent upon execution of a minimum
five-year loan agreement with the City of Elgin.

The City of Elgin funding for this project would total $4 , 230 .
Sufficient funds are available within the 1997 Cultural Arts
Commission budget, account number 275-0000-791 . 80-10 . There
are no expected annual maintenance costs to be incurred by the
City. Please see attached summary highlighting the Elgin
Cultural Arts Commission' s expenditures to date.

It is recommended that this $4 ,230 grant to support the

Personal Narrative
A. Background:
1. A 9.5 foot by 16 foot Ja77 Mural using 25 larger then life figures representing
a New Orleans Ja77 bar for my client in South Barrington. Project budget
$10,660.
2. A sculptural representation of the Combat Infantry Badge for the City of Elgin
and the E.C.A. C.. (executing and coordinating all features of the project).
Project budget $16,000.
3. Founding member of Bubotto.
B. Purpose of funding request:
My project proposal ties in with the E.C.A.C. outdoor sculpture program, and
with their collaboration for the installation costs will help set standards for those projects
to come. E.C.A.C. endorsement of the 7 At the Gates of Dawn project and its willingness
to pay for the installation costs stretches the money the Demir Foundation is putting forth
($15,000.)to fund this project. This collaboration makes possible a new welcome to our
visitors at the entrance to The Gateway to Center City.
I have lectured at Larkin high school to Honors English sections for the last two
years. Larkin is to be the site of the New Arts Academy, so my visits fit in with U-46's
direction, and anticipates a visiting artist program. In my most recent lecture I told these
young people that Elgin is where I have chosen to live and raise a family, and be an artist.
I said, that my experiences have been rich and fulfilling and that it is a place
where things happen. My point was that here one person can-do much, but that
cooperation and collaboration expand ten-fold the efforts of a single person. I told them
that it was the process and interaction with groups, friends, and business that was the
most important element of any project, not just making something that was pretty. I said
that anyone can find and sell a client on an idea, but that working with others was the
unique and exciting part.
Dr. Richard Demir was convinced by me to give something back to the citizens of
Elgin, from whom he makes his living. He wanted to send a message that his business,
dedicated to women and children's health care, recognizes the value of the human spirit
as one of the primary building blocks of good health. He wants to symbolize this quality
of life by celebrating the performing arts using the visual arts.
The project, 7 At The Gates of Dawn, funded by the Demir Foundation for
Women and Children, is my eighth large scale production. They have all been made
possible by clients, volunteers, local business, and local government, with the ability to
dream and do more as a community.
My wish is for people driving by this figurative piece to ask many questions:
What is that? What does it mean? Who did that?How did they do that? But most of all I
want to hear: "I didn't expect that in this town."By our efforts now, I want to hear in the
future: "Have you seen what is happening in Elgin, they are always doing something."
This project is important for our town because it sends a message to our citizens
that they are worth the effort and expense to have a fine cultural experience. There is
more to life then work, taxes, and death. It is part of a symbol of rebirth for Elgin,
changing a perception of urban decay into the necessary work-in-progress that a thriving
city must be. It sets an example for our young people and fellow artists that the journey
to excellence and a higher standard of participation is possible, not somewhere else, but
here. The equation for a good life is not in flight to another place but here in their own
backyard, because our leaders have the insight and belief in this idea and are willing to
risk money and time to make it so.
A society that invests in the hearts and minds of it's citizens sends a message that
they value the quality of life of their fellowman, and are willing to sacrifice to make it
happen. This message is the cement that glues a community together in trust and common
purpose.
I have worked as an artist for 25 years in Elgin and each time I get to work it is a
privilege and honor. I risk everything by believing I can do what I say I can. My
longevity is a hope, but in lieu of guaranties I create thought provoking beautiful art
pieces about the world. These pieces, hopefully speak to us now and in the future. I feel
that our willingness to act and risk failure, sets an example and inspires our citizen's
participation in making a stronger community.
C. Project Evaluation:
The success of this project can be evaluated by its timely completion,public
feedback, and the media buzz about our cities new direction.

Proposition: To fabricate out of V4"plate steel and supporting 3"tubing, seven 7' tall male
and female figures joined at their hands in a linear chain dance celebrating the performing
arts: music, dance, and theater.
Location: Installation of this sculpture would be on a low sloping rise in the Foundry Park
on the west bank of the Fox River near the southern corner of the intersection of Kimbal
Street and Route 31, south of the fountain,parallel to the present walkway.

Characters: Silhouettes of 1/4" steel would be cut out and bent to capture the character and
gesture of each of the seven figures creating remembrances of the three disciplines of
performance: music, dance, theater. This linear grouping would utilize the river banks and
the Hemmen's Auditorium as a backdrop.
Erection: Upon completion, the figures would receive one coat of primer, one coat of finish,
and one coat of a special anti-graffiti clear coating,the same materials used for the C.I.B.
project. They would then be transported, hoisted into place,placed into anchoring holes,
welded together, cemented in place, and paint touched up.
Landscape: Two foot tall prairie grass would be used all around and among the figures, as
though the seven were dancing through a field on the prairie. This would soften the
starkness of the design and make interesting winter texture.
Benefits: Tens of thousands of cars go by this location everyday. Sculpture would enrich
our residents,reinforce the arts, and welcome our visitors.
Funding: Demir Foundation, a private healthcare group dedicated to women and children's
health care.

Personal Biography:
David Powers: Elgin artist, David Powers is an acknowledged muralist, sculptor,
and printer. David's early interest in art was nurtured in local School District U46. He
later attended Northwestern University in Evanston and completed his undergraduate
studies at the Art Institute of Chicago. David's work has been featured in numerous
galleries and one man shows in Chicago and the suburbs. As one of Elgin's distinguished
artists, David created a bronze which was presented by Mayor Kevin Kelly to
representatives of Elgin's Russian Sister City,Belgorod. Last year, David was
commissioned by the Elgin Cultural Arts Commission to create the replica of Rovelstad's
Combat Infantryman's Badge which is now located on the grassy knoll at Prairie and
Grove Avenue, in Elgin.
