RESOLUTION
AUTHORIZING EXECUTION OF A GRANT AGREEMENT WITH
THE ELGIN COMMUNITY COLLEGE FOUNDATION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Robert 0. Malm, Interim City Manager, be and is
hereby authorized and directed to execute a Grant Agreement on
behalf of the City of Elgin with the Elgin Community College
Foundation for a $4 ,000 grant for two performances of Up With
People pursuant to the Cultural Arts Commission Arts and
Culture Grants Program, a copy of which is attached hereto and
made a part hereof by reference.

ARTS AND CULTURE GRANTS PROGRAM
GRANT AGREEMENT -
The City of Elgin and Elgin Community College Foundation
agree as follows : -
1 . The City of Elgin agrees to make a $4 , 000 grant to Up
With People, with Elgin Community College acting as fiscal
agent, for the following program:
Two performances of Up With People, November 6 & 7 , 1997
2 . All monies granted for this program will be expended by
GRANTEE between January 1, 1997 and December 31, 1997 . All
monies awarded-must be expended. •

3 . Grant monies will not be paid out more than 30 days
prior to start- of the program. No funds will be paid to
GRANTEE until the City of Elgin has received the signed Grant
Agreement.
4 . GRANTEE agrees that all funds received for this program
will be expended only for the program as described above. In
the event GRANTEE changes the program without the prior con-
sent of the City of Elgin; all grant funds shall be refunded
to thatCity.
5 . GRANTEE agrees the credit will be given to the City of
Elgin and the Elgin Cultural Arts Commission on all public
notices , publicity, printed programs, public media and other
applicable materials-. GRANTEE also agrees to supply the City
of Elgin with copies of the above-mentioned publicity.
6 . GRANTEE agrees to submit a Financial and Evaluation
Report to the City of -Elgin on forms provided, within two
weeks after the termination of the program period. -

7 . GRANTEE agrees upon request to make available to the
City of Elgin financial records for the year in which a grant
was received from that Council . The City of Elgin will be
allowed to access to financial documents that pertain to
information stated in the previously approved application for
funding.
8 . GRANTEE agrees thatno monies from this grant will be
used for any purchase of permanent equipment, capital improve-
ments or construction, or payment of previous year' s deficit.
9 . GRANTEE agrees that no person shall, on the grounds of
- race, color,- religion, national origin, sex, handicap, sexual
preference, participation in, be denied benefits of, or be =
otherwise subjected to discrimination under any activity -
including employment, supported in whole or in part by funds
provided under this grant.
10 . GRANTEE does hereby agree to indemnify, save harmless,and defend the City _of Elgin, its agents, servants and employ-
ees, and each of them against and hold it and them harmless
from any and all - lawsuits,- claims, demands,- liabilities, _
losses, and expenses _ including, but not limited to, partici-
pants and spectators, or any death at any time resulting from
injury or any damage to any spectators, or any death at any time resulting from injury or any damage to any property
which may arise or which may be alleged to have arisen out _
of, or in connection with, the program as described in Para-
graph 1 and referred to in Paragraph 8 . -

Affairs for Up With People Program
PURPOSE
The purpose of this memorandum is to provide the Mayor and
Members of the City Council with information to consider a
grant to Up With People, as recommended by the Cultural Arts
Commission.
BACKGROUND
The Cultural Arts Commission has been granting funds to local
arts groups and individuals for special projects for the last
four years . The purpose of the program is to broaden public
access to the arts, and to encourage organizations and indi-
viduals to be more creative in artistic endeavors .
Elgin Community College ' s Office of Student Life will present
two performances by the internationally renowned performing
group, Up With People, on November 6 & 7 , 1997 . This popular
group, founded to foster understanding among people of all
nations and provide unique global learning experiences for
young people, will also visit local middle schools to promote
multicultural awareness and espouse a "No Drugs, No Gangs"
message.
Elgin Community College' s Office of Student Life requested
$4 , 000 in fee support from the Cultural Arts Commission for
this engagement on behalf of Up With People. The grant will
make possible the second performance, affording more Elgin
residents the opportunity to experience the signature blend of
music, humor, drama and dance of Up With People.

Up With People will be in Elgin from Nov. 5, 1-997 to November 7, 1997. On November 5th,they will
contribute a day of Community Service by visiting local middle schools to promote multicultural
awareness and espouse the"No Drugs,No Gangs"message. November 6th and 7th are the scheduled
performance nights. Funding from the Elgin Cultural Arts Commission will help make all this possible.
The UWP steering committee feels that our community can best be served by having two performances
instead of one; we therefore ask that the ECAC support our effort so that we may reach more people.

Proposal Narrative
A. Background
1. The Up With People project is being coordinated by the Elgin Community College
Office of Student Life. This office is responsible for student activities and entertainment,
student organizations, new student orientation, study abroad programs and volunteer
opportunities. Our primary goal is to provide a high quality extracurricular education for
ECC students. Studies show that students who get involved in campus organizations and
activities are more likely to perform well academically (Astin, 1985)*. The ECC Student
Life Office seeks to "connect"students to their college, thereby enhancing their learning
and increasing their chances for success (both in college and in subsequent careers).
ECC student groups have enjoyed many successes in recent years. Last year, the student
government won a Student-to-Student Grant referendum which effectively raised over
$50,000 per year in matching funds from the state for financially needy students. Our
chapter of Phi Theta Kappa honors society consistently earns national recognition for its
programs and services. Our multi cultural programs (from the Organization of Latin
American Students, the Black Students Association, the United Students of All Cultures,
and others) are among the best in the state. -
The Office of Student Life is uniquely qualified to oversee this project because of our
experience in planning and promoting a wide variety of campus events. We will work
with the Up With People steering committee to make this project a success!

B. Purpose of funding request
1. Up with People is a unique experiential learning program that encompasses three distinct,
but interrelated learning centers: Intercultural Education, Performing Arts, and Community
Service. By doing community service in six or more middle schools, we propose to
impact and introduce the Intercultural Education and Community Service to many youth,
at-risk as well as mainstream. Giving the message of No Drugs or No Gangs, we
anticipate that some youth who hear this will be deterred from entering into this nether
world. The UWP cast will work with school youth in activities designed to help develop
self-respect, tolerance of others, and an understanding of the value of service. By example,
cast members demonstrate how young people from many different cultures can work
together to bring about positive change, and by experience, learn how they might service as
catalysts to encourage people to take an active role in improving the quality of life in their
own communities.
UWP is an international, nonprofit organization founded in 1965 to encourage

education, volunteer community service, on-stage musical performance, and extensive
world travel,participants develop leadership skills, global perspective, and a commitment
to service.

show blends humor, drama, and music to create a theme that encourages people to accept a
heightened sense of responsibility for their families, communities, and the world in which
they live. The two hour show is not only the vehicle by which the students travel the
world, it also allows them to bring something of value to each community they visit.
By the end of a year with UWP, students have gained a global perspective, a mature vision
of the needs of people in many different cultures, a heightened sense of commitment, and •
the self-confidence necessary to become active leaders in their own communities,
companies, countries, and families.
UWP is an independent, educational organization that is not affiliated with any religion,
political group, or nations. UWP actively seeks participants from all races, religions,
nationalities, cultures, and backgrounds.
UWP will be in Elgin from November 5, 1997 to November 7, 1997. By then they will
have accomplished a day of Community Service and also have completed two
performances.
Funding from the Elgin Cultural Arts Commission will help make all this possible. The
UWP steering committee feels that the community can best be served by 2 performances
instead of one. We ask that the Elgin Cultural Arts Commission support our effort so that
more members of our community can be reached.

C. Evaluation
1. The effectiveness of this event will be measured by (a) audience participation,
(b) feedback from audience members, volunteer host families, ECC student volunteers,
and the middle schools at which the community service was performed.
2. Criteria for success include: (a) did we reach our goal of selling out both shows?
(b)were we able to appeal to a diverse audience with regard to ethnicity, age, gender,
socioeconomic status, etc.? (c) did the host families have a positive experience with
their UWP cast members? (d) did the middle school children appear to integrate learning
from the community service day? (e) did the ECC student volunteers learn from the
UWP cast members with whom they worked? -
3. By the time Up With People departs the Elgin area, we expect that over 2,000 community
residents will share a heightened awareness and appreciation for the diverse world in which
we live. UWP's message of optimism and hope will undoubtedly have a ripple effect. At
ECC, we hope that this project will open doors to similar projects involving college and
community collaboration.

UP WITH PEOPLE-AN EDUCATIONAL PROGRAM
Up With People defines itself as an international experiential learning program. The Up With
People education consists of helping students positively formulate and express their concerns in
the context of a real world of social, cultural, economic, and political realities. Experiential
learning is the methodology employed by Up With People. As a successful experiential learning
program, all of our curriculum is based on the principals of"learning by doing" coupled with
reflection and application. Each course is designed around a four stage process of preparation,
experience, reflection and application.
Students coming to Up With People are preparing themselves for the job market and formal
• education. The Up With People program accomplishes this by combining practical work and
theoretical instruction. The combination of practical experiences and learning opportunities
distinguishes Up With People among educational programs.
Up With People students will be developing their skills, knowledge and attitudes throughout the
following six(6) components of the program:
International Travel
Traveling over 30,000 miles(48,000 kilometers) in several countries; taking part in local
festivals; exploring landmarks and historical sites; learning about regional cultures,
politics, history, geography, education, religion, art, folklore and language.
Intercultural Living
Students will be working and living cooperatively with cast members from over 20
different countries; developing lifelong friendships; learning cross-cultural communication,
team-building and an appreciation of other cultures, traditions and points of view.

Living with 80 to 90 host families in several countries; learning about family structures,
values, traditions, parenting and cultural sensitivities.

participating in advance promotion, public relations, internships and career days; learning

Up With People participants end their year with a changed outlook, and will have matured with
greater vision, commitment and self-confidence to become more active leaders and contributors in
their countries, communities, companies and families.

More than 16,000 students from all 50 states and 64 countries have spent a year with the program
since its inception in 1965. Many of them consider their year in Up With People an important
turning point in their lives. They are now working in a variety of professions from education and
international affairs to media and medicine.
* BOARD OF DIRECTORS
The Board of Directors of Up With People are diverse and independent groups, consisting of
various leaders in bncinecs, education, and media. From the USA,they include: Peter Coors, Chief
Executive Officer, Coors Brewing Company;Eugene Cernan,ABC News Space Commentator and
former NASA astronaut; F. James McDonald, President-Retired, General Motors Corporation;
Barbara Taylor-Lawson, Senior Vice President, Lancaster Group; Bob Marbut, Chairman, The
Argyle Group; Tommy Sullivan, blind composer, author of If You Could See What I Hear; and
Spencer Christian,ABC TV's "Good Morning,America"weatherman.
* FOUNDER/ OF THE EXECUTIVE COMMITTEE
J. Blanton Belk, a former naval officer and a former congressional aide, was always active in
international affairs and public service. He was the primary organizer of a world youth conference
-out of which Up With People grew-in July of 1965. Under his direction and leadership, Up With
People evolved from an idea to the thriving international educational and cultural organization that
it is today.
* HOST FAMILIES
More than 300,000 host families in 50 countries have opened their homes and their hearts to Up
With People cast members during the past 30 years. The average stay is three days. During the
annual staging and orientation period, which lasts five weeks, some families in the Denver area
keep cast members for the entire period.

* OFFICE STAFF
The 100 office staff members work out of the World Headquarters in Denver and in regional
offices in Mexico City, Tokyo,Zurich,Amsterdam, Copenhagen, Stockholm,Vancouver, Brussels,
Bonn, and Oslo. They range in age from 20 to 65. Most of them were once cast or field staff
members themselves. Some of them travel 150,000 miles a year.

The 120 field staff of Up With People represent 20 countries and range in age from 20 to 35. Each
cast has a traveling staff of 20-30; which manages all aspects of the daily operation of the cast on
the road. Almost all of them have spent a year as a cast member.
• PRODUCTION STAFF
Every two years a team of 16 composers from six countries develop a brand new show. Fah new
show addresses current issues facing the entire global community, with international medleys,
popular songs and original material.
* STAGING AND ORIENTATION
Every year a brand new group of students join Up With People. All of them participate in an
intensive five-week staging and orientation period, at which time they learn the show and begin to
prepare for the unique cross-cultural experience ahead of them. They stage in the Denver area:
three casts in July and two in January.
PLACES
* During the past 30 years, Up With People has visited more than 4,000 cities and towns in 52
countries, including 850 cities in the USA.
* In 1978 Up With People became the first multi-national group to be invited to the People's
Republic of China since 1949. They returned for a second tour in 1985.

* Up With People casts had toured the former U.S.S.R. Republics on four separate occasions since
June of 1988. In 1990,they had stayed with host families in Russia for the first time.
* Up With People casts have visited tens of thousands of institutions, sites, and events that arc not
readily arrf-csible to most people—from refugee camps and Indian reservations to prisons and
hospices in many countries—from Australia and Japan to Estonia and Canada.
PERFORMANCES
During the past 30 years,Up With People casts have:
* Performed in Carnegie Hall and Radio City Music Hall (NYC), the Royal Albert Hall (London),

the Conservatory of Music (Beijing), the Bolseoi Theater (St. Petersburg), the Lenin Shipyards
(Gdansk), the Plaza de Toros (Mexico City), the Finlandia. Hall (Helsinki), the Olympic Arena
(Moscow), at Tivoli Gardens (Copenhagen),and at St. Peter's Square(Rome).
• Performed at major international events including: the 1972 Olympic Games (Munich); Expo '74
(Spokane), the World's Fair (Knoxville); the Jerash Festival (Jordan); the 1987 International
, Summer Special Olympics (Indiana); the World Expo '88 (Brisbane) and at Superbowls X, XIV,
XVI, and XX.
* Taken part in combined concerts with more than 15 symphony orchestras, including: the Belgian
National Orchestra, the Winnipeg Symphony Orchestra, the National Symphony Orchestra, and
the Boston Pops.
* Presented more than 10,500 full two-hour shows and given more than 33,500 informal
performances in hospitals, nursing homes, schools, prisons, homeless shelters, hospices, refugee
camps, and institutions for the deaf,blind,and disabled. Estimated audiences: 35 million

COMMUNITY INVOLVEMENT
Since its inception 30 years ago, a major part of Up With People's mission has been to spend
time interacting with a broad cross section of each community it visits. This focus on public service is
one of the aspects that most differentiates Up With People from other groups.
These informal events are typically not promoted or publicized. They take place in centers and
schools for the handicapped, at refugee shelters, in homes for the elderly, in prisons, in elementary and
high schools, and at specially arranged occasions. An estimated 40,000 locations have been visited by
Up With People casts since 1965 before 36 million people.
In addition to performing at each location, the cast members participate in a wide range of
service activities which demonstrate care and concern for others as well as provide the forum for an
exchange of ideas.
There is a vital interaction between this community service activity and the other elements of
Up With People's program. In addition to helping meet community needs, it gives cast members a
greater understanding of themselves and their abilities, and helps develop sensitivity to people,
awareness of the global community and a commitment to service.

Called "Community Involvement Days," this time is generally funded by local banks,
businesses, media or service organizations.
A key to leaving a lasting impact is the inclusion of area students with the cast as they visit local
institutions. In many cases, this often repress the first time these local young people have been
exposed to, and become involved in, the needs and opportunities to be found in their own
communities.
As a result, students at some schools have launched community service clubs; others have
proposed that their school's organizations undertake two or three public service tasks each semester.
In this way, cast members can see the effects of their visit continuing.

A DAY IN THE LIFE OF AN UP WITH PEOPLE CAST
Currently there are 700 students (age 18-26) from 45 of the United States and 30 countries traveling
the world in one of Up With People's five international casts. These include students from: Fa stern
Europe,Mexico, Poland, Australia, Canada and numerous countries in Western Europe.
Students travel an average of 30,000 miles on two continents. Each cast member stays with an average
of 85 host families throughout the world. Their days are long and full; often beginning at 7:00 am. and
ending after midnight. Cast members jokingly say Up With People's motto is: You can sleep next
year!
During any 24-hour period, one of the five casts will most likely be:
* Traveling to the next community by bus, train, boat or plane. Trips range from three to 10
hours.
* Spending the evening or a free day with their host families.
* Setting up, operating, or striking the more than 11 tons of staging, lighting, and sound
equipment needed for the two-hour public performance.
* Touring local historical sites, facilities, institutions, plants, factories, and numerous other places
of local and international interest.
* Meeting and often participating in discussions with local, national, and international dignitaries,
elected officials, and leaders in business, education and the media.
* Listening to a speaker and/or participating in discussions with numerous experts in a variety of
fields.
* Performing assemblies for, and visiting with, people in institutions such as: cancer centers;
prisons;hospitals;homes for the aged, disabled,blind or deaf.
* - Participating in classroom dicrnicsions or seminars with students of all ages — elementary
school through college.

* Participating in "community service days". Helping out at a local homeless shelter. Spending
time with lids in drug rehab programs. Delivering food to elderly shut-ins. Very often the cast
members are teamed up with students from the local community in an effort to show those
students how they can help people in their own backyards.
* Rehearsing. Learning the show in a new language; or learning the favorite song of the next
country on the schedule.
* Learning to handle various aspects of cast operations, including: financial management;
educational programming;admissions;public relations;promotion; show production.
• Interviewing prospective cast members. More than 6,000 students apply annually for 700
positions. Cast members conduct initial interviews, iisimlly following public performances.
Talent is not a prerequisite. Applicants are accepted on the basis of maturity, ability to
communicate, motivation, their curiosity about the world, and their potential to respond to a
challenging program.
* Setting up the next city on tour. Cast members take turns going ahead to scheduled cities to
do advance preparations. They typically spend three weeks in a city before the cast arrives,
working as part of a two-six member team. They work with the local sponsor, secure host
families, generate publicity, participate in media interviews, and develop the schedule (with
input from the field and office staff).

professional who's working in a field that's of interest to the student.
