McKevitt Ed Schock John Walters Marie Yearman CITY OF ELGIN CULTURAL ARTS COMMISSION ARTS AND CULTURE GRANTS PROGRAM GRANT AGREEMENT The City of Elgin and Lorelei Riddle agree as follows : 1 . The City of Elgin agrees to make a $1,500 grant to Lorelei Riddle, on behalf of her minor child, hereafter galled "GRANTEE" , for the following program: "Trygve, " a short play on the life and work of Elgin artist Trygve Rovelstad, performed by Ashlee Keltner Riddle in Washington, DC. 2 . All monies granted for this program will be expended by GRANTEE between January 1, 1997 and December 31, 1997 . All monies awarded must be expended. 3 . Grant monies will not be paid out more than 30 days prior to start of the program. No funds will be paid to GRANTEE until the City of Elgin has received the signed Grant Agreement. 4 . GRANTEE agrees that all funds received for this program will be expended only for the program as described above. In the event GRANTEE changes the program without the prior con- sent of the City of Elgin; all grant funds shall be refunded to that City. 5 . GRANTEE agrees the credit will be given to the City of Elgin and the Elgin Cultural Arts Commission on all public notices , publicity, printed programs, public media and other applicable materials . GRANTEE also agrees to supply the City of Elgin with copies of the above-mentioned publicity. 6 . GRANTEE agrees upon request to make available to the City of Elgin financial records for the year in which a grant was received from that Council . The City of Elgin will be allowed to access to financial documents that pertain to information stated in the previously approved application for funding. 8 . GRANTEE agrees that no monies from this grant will be used for any purchase of permanent equipment, capital improve- ments or construction, or payment of previous year's deficit. 9 . GRANTEE agrees that no person shall, on the grounds of race, color, religion, national origin, sex, handicap, sexual preference, participation in, be denied benefits of, or be otherwise subjected to discrimination under any activity including employment, supported in whole or in part by funds provided under this grant. 10 . Malm, Interim City Manager SUBJECT: Cultural Arts Commission General Grant to Ashlee Keltner Riddle PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider a grant to Ashlee Keltner Riddle as recommended by the Cultural Arts Commission. BACKGROUND The Cultural Arts Commission has been granting funds to local arts groups and individuals for special projects for the last four years . The purpose of the program is to broaden public access to the arts, and to encourage organizations and indi- viduals to be more creative in artistic endeavors . Ashlee Keltner Riddle recently won local and state history competitions performing a short play she developed on the life and work of Elgin artist Trygve Rovelstad. She has performed the play for school children at The Hemmens, and before several Elgin civic groups . After winning at the Illinois History Exposition on May 14 , she was invited to per- form Trygve at the National History Exposition in Washington, D.C. June 12-20 . The set for her presentation is comprised of large panels that feature renderings of Rovelstad' s work that are most economically transported by van. Ashlee Keltner Riddle requested funds from the Elgin Cultural Arts Commission to support the project Trygve and offset travel expenses to Washington. RECOMMENDATION It is recommended that this $1 ,500 grant to support Ashlee Keltner Riddle ' s project, Trygve, and travel expenses to Washington, D.C. be approved.
