RESOLUTION
AUTHORIZING EXECUTION OF A PROGRAM GRANT APPLICATION
UNDER THE ILLINOIS ARTS COUNCIL GRANT PROGRAM
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Robert O. Malm, Interim City Manager, be and is
hereby authorized and directed to execute a program grant
application for funding under the Illinois Arts Council Grant
Program to promote and assist Elgin' s artistic community, a
copy of which is attached hereto and made a part hereof by
reference.

SUBJECT: Illinois Arts Council Grant Request
PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council with information to consider
authorizing the application for grant funding from the Illi-
nois Arts Council .
BACKGROUND
Each year the Elgin Cultural Arts Commission and staff submit
an application to the Illinois Arts Council for matching funds
for the arts grant program. Historically 5 to 8 arts groups
and 2 to 4 individual artists have been recipients of these
grant dollars . The Commission is requesting $20,000 from the
Illinois Arts Council for fiscal year 1998, although typically
we receive between $5,000 and $6 ,000 . The Cultural Arts
Commission budget will contribute $10,000 in matching funding
to total $30, 000 of available funding to Elgin arts groups and
artists .
Examples of past grant recipients include: Elgin Choral Union
received funds for a special outreach program to the communi-
ty; Children' s Theatre of Elgin used grant dollars towards a
production of "Crazy for You" ; and the Elgin Children' s Chorus
hosted a community youth voice production workshop and con-
cert.
Due to time constraints, the grant application was submitted
for consideration to the Illinois Arts Council . If the Mayor
and members of the City Council decide not to apply for the
Illinois Arts Council Grant the application can be rescinded.

Elgin. Nearly all funds budgeted for the commission are granted to local art groups

Illinois Arts Council Arts Development Grant Application
Organizational History
Elgin Cultural Arts Commission
The Elgin City Council formalized its commitment to the growth and promotion of the arts in the
community by establishing, by ordinance, the Elgin Cultural Arts Commission in 1991. Its members are
appointed by the City Council, and serve terms of four years. No member may serve more than two
consecutive terms. The Cultural Arts Commission was created to:
• Foster an environment in which the cultural arts will flourish within the corporate limits of the
city.
• Foster educational opportunities and enhance the quality of life of Elgin residents by
encouraging the development of arts and cultural programs directed at various age, ethnic and
religious groups.
• Enhance the economic base in the city by promoting opportunities to combine arts and
economic development.
• Support and cultivate strong bonds between and among all arts organizations in the
community and nurture new arts organizations in a manner that will make the arts community
stronger.
• Provide a vehicle for publicizing all Elgin arts-related events as well as community, state or
national events related to the arts, and provide a strong public relations program for
communications the commission's goals and impact.
• Act as a resource center and clearing house for information and provide technical assistance to
Elgin arts organizations to enable them to improve the effectiveness of grant writing, planning,
audience development, funding research, as well as assistance in connection with
organizational concerns such as legal, tax, insurance and liability issues related to arts
programs and administration.
• Serve as a vehicle for regrants under the rules of the Illinois Arts Council and other agencies.
The Cultural Arts Commission began in earnest in 1992 with an operating budget of only $25,000,
provided by the Elgin City Council from general operating funds. (Commission administrative costs are
paid out of the city's operating budget rather than the commission's budget.) The city council soon
recognized the impact of this funding on local arts groups and the benefits it provided Elgin residents, and
as a result, more than doubled funding the following year. In 1995, the city council added funds generated
by the new riverboat to the commission's budget, and as a result, today's budget stands at $196,800, a
tribute to the vision and dedication of the Cultural Arts Commission and the art it makes possible.
Over the last five years, the commission has funded the Elgin Fine Arts Festival, Heritage Day, countless
concerts, dramatic presentations and children's art activities, supported local arts groups by providing
funding and technical assistance, helped renovate the Hemmens Cultural Center, an invaluable resource for
local arts organizations, and encouraged area artists by purchasing art for public display. The commission
funded the creation of a small art gallery, is developing a comprehensive plan for the maintenance of
outdoor sculpture and plans to purchase more public art as it continues to educate area residents about the
importance of the arts in the life of a community.

Illinois Arts Council Arts Development Grant Application Narrative
Elgin Cultural Arts Commission
The Elgin Cultural Arts Commission requests $20,000 from the Illinois Arts Council in support of its Art and
Culture Grant Program, to be matched with $10,000 by the commission. The geographic area served by
regranting funds is the corporate limits of the city of Elgin. The city of Elgin is growing exponentially, both in
numbers and cultural diversity. Although the 1990 census counted 77,010 residents in the City of Elgin, the
planning department completed a special census in August 1996 that determines the current population to be
85,068, with ethnic groups totaling 7% African American, 4% Asian/Pacific Islander, 25% Latino, 64% white
(non-Latino), and 1% other races. As the city grows, so does the need of its artists to serve this burgeoning
community, and it becomes even more imperative that the Elgin Cultural Arts Commission increase its
commitment to fostering the organizations that so enhance the cultural life of the city.
Due to staff turn-over, the commission missed the IAC deadline for regranting funds for fiscal year 1997, and
•
received none. Despite this, the commission has granted an unprecedented $19,525 to area artists and
organizations through its own "regranting program," the Arts and Culture Grants Program. Funds have been
designated to support:
• Bubotto, an organization dedicated to fostering artistic growth of area visual artists and promoting their
work; support of four fine arts salons and a festival.
• Children's Theatre of Elgin; support for a by-children, for-children production of Grease.
• Elgin Choral Union; support for a 50th season composition commission.
• Elgin Symphony Orchestra, support for a program to integrate homeschool children into their special
programming for children.
• Independent Players; support for a production of Oscar Wilde's A Woman of No Importance.
• James Hegarty; individual artist, support for a multimedia musical piece contrasting reality and
imagination.
• Gareth Sitz; individual artist, support for development of an original play on aging with area senior citizens.
In addition to this grant program, the commission will spend nearly $180,000 to support arts programming in
Elgin this fiscal year. Projects already funded or planned include:
• $35,000 in operating support for the Elgin Symphony Orchestra - (which was recently designated by the
Illinois Arts Council as one of the 39 Established Regional Arts Institutions of Illinois.)
• Continued development of the newly created Art Gallery in the Hemmens Cultural Center, which features
the work of professional area artists. Rotating exhibits are juried by an independent panel of arts
professionals and commission purchases are on rotating permanent display.
• Partial sponsorship of the Elgin Fine Arts Festival. Funds will support a variety of arts presentations,
including an afternoon concert by the legendary blues group, Roomful of Blues, a classical quartet and the
popular singing group, America. In addition, the commission plans to spend $3,000 to $5,000 at the
festival on arts purchases for permanent exhibition in The Art Gallery.
• Development and implementation of a comprehensive maintenance plan for existing outdoor sculpture.
• The development, with local teachers, of a walking arts tour for area schoolchildren that begins at The Art
Gallery and proceeds to various outdoor public art sites, and examines architecture of note in the
downtown area.
• The maintenance and coordination of a website featuring area artists and arts• organizations. The
commission will also provide workshops for artists and arts organizations on marketing themselves through
the Internet.
• Technical workshops for artists and arts organizations in the areas of organizational development,
marketing and fundraising.
• Support for Elgin's Heritage Day; fee support for musicians.

• Support for Elgin's Youth Fest which serves nearly 1,000 local children and teens. Funds will support
storyteller fees and dramatic presentations.
• Lord's Park Concerts; a series of six free Sunday afternoon concerts in a range of genres, performed in
beautiful Lords Park. Funds will be used to pay professional musicians and publicize the events.
• Sculpture on the Plaza, a celebration of outdoor sculpture. Stipends will be paid to professional artists
showcasing their work.
• Wednesday Evening and Friday Afternoon Concert series. Funds will support professional musicians' fees
for free concerts in downtown Elgin and Wing Park.
• An awards night, to recognize the contributions of individuals and organizations to the artistic and cultural
life of Elgin.
Iri addition to the above projects, the commission currently has other applications for operating and project
support for fiscal year 97 under review. Applications are reviewed bi-monthly.
The regranting program funded by the IAC's Arts Development Program serves as the catalyst by which many
of Elgin's arts groups and artists are introduced to the Elgin Cultural Arts Commission. The Arts and Culture
Grants Program (regrant) is intended to acquaint the entire community with a variety of art forms, and to
provide artists funding for special projects. This program encourages the development of projects that serve
special communities which may have had limited access to the arts.
The Cultural Arts Commission actively seeks out new artists and arts organizations in its effort to fund
imaginative, new endeavors and broaden the artistic base of the city. The commission encourages culturally
diverse participation in this program by actively marketing the grant program to targeted ethnic and cultural
groups. Press releases are sent and brochures mailed to a plethora of organizations, including service
organizations, clubs, churches, and local and area newspapers. The program is also announced in city of Elgin
publications and newsletters which are sent to all residences.
The regranting program is governed by a formal set of evaluation and review guidelines which are distributed
with the program applications. Workshops are conducted with potential applicants to facilitate understanding of
the process. Staff reviews all submissions to ensure accuracy and completion, 'and then submits applications to
the grants review panel for evaluation. Members of the Elgin Cultural Arts Commission serve on the panel as
do three citizen advisors. These citizen advisors are invited by the commission to serve based upon their
professional involvement with the arts, familiarity with granting procedures, and/or representation of a
particular segment of the population. The panel reviews all applications, and meets with applicants if
necessary. Recommendations for awards are based upon established criteria, and are submitted by the panel to
the entire commission for ratification. The commission's recommendations for funding for fiscal year 1998 will
be adopted at the commission's meeting scheduled October 13, 1997. These recommendations will be then
submitted to city council for final approval, November 12, 1997.
The Cultural Arts Commission is committed to providing the Art and Culture Grant program as a primary
focus of commission activities. The commission's mission --to foster an environment in which the cultural arts
will flourish within the corporate limits of the city, and to foster educational opportunities and enhance the
quality of life of Elgin residents by encouraging the development of arts and cultural programs directed at
various age, ethnic and religious groups -- requires that it encourage participation by all of Elgin's artists and
residents in its cultural life. This program is an especially effective vehicle for reaching emerging organizations
and artists, and providing for our residents a variety of cultural and artistic programming.

ELGIN CITIZENS ON PARADE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Robert 0. Malm, Interim City Manager, be and is
hereby authorized and directed to execute a Grant Agreement on
behalf of the City of Elgin with Elgin Citizens on Parade for
a $2 , 000 grant pursuant to the Cultural Arts Commission Arts
and Culture Grants Program, a copy of which is attached hereto
and made a part hereof by reference.

ARTS AND CULTURE GRANTS PROGRAM
GRANT AGREEMENT
The City of Elgin and Elgin Citizens on Parade agree as
follows :
1 . The City. of Elgin agrees to make a $2, 000 grant to Elgin
Citizens on 'Parade, hereafter called "GRANTEE" , for the j
following program:
Fourth of July Parade
2 . All monies granted for this program will be expended by
GRANTEE between January 1, 1997 and December 31, 1997 . All
monies awarded must be expended.
3 . Grant monies will not be paid out more than 30 days
prior to start of the program. - No funds will be paid to
GRANTEE until the City of Elgin has received the signed Grant
Agreement.
- 4 . GRANTEE agrees that all funds received for this program
will be expended only for the program as described above. In
the event GRANTEE changes the program without the prior con-
sent of the City of Elgin; all grant funds shall be refunded
to that City.
5 . GRANTEE agrees the credit will be given to the City of
Elgin and the Elgin Cultural Arts Commission on all public
notices , publicity, printed programs, public media and other
applicable materials . GRANTEE also agrees to supply the City
of Elgin with copies of the above-mentioned publicity.
6 . GRANTEE agrees to submit a Financial and Evaluation
Report . to the City of Elgin on forms provided, within two
weeks after the termination of the program period.

7 . GRANTEE agrees upon request to make available to the
City of Elgin financial records for the year in which a grant
was received from that Council. The City of Elgin will be
allowed to access to financial documents that pertain to
information stated in the previously approved application for
funding.
8 . GRANTEE agrees that no monies from this grant will be
used for payment of previous year' s deficit or subsidy for an
individual ' s academic study.
9 . GRANTEE agrees that no person shall, on the grounds of
race, color, religion, national origin, sex, handicap, sexual
preference, participation in, be denied benefits of, or be
otherwise subjected to discrimination under any activity
including employment, supported in whole or in part by funds
provided under this grant.
10 . GRANTEE agrees that the program described in Paragraph 1
and referred to in Paragraph 8 shall be conducted within the
geographical boundaries of the City of Elgin.
11 . GRANTEE does hereby agree to indemnify, save harmless,
and defend the City of Elgin, its agents, servants and employ-
ees , and each of them against and hold it and them harmless
from any and all lawsuits, claims, demands, liabilities,
losses, and expenses including, but not limited to, partici-
pants . and spectators, or any death at any time resulting from
injury or any damage to any spectators, or any death at any
time resulting from injury or any damage to any property
which may arise or which may be alleged to have arisen out
of, or in connection with, the program as described in Para-
graph 1 and referred to in Paragraph 8 .

Grant to Elgin Citizens on Parade
PURPOSE
The purpose of this memorandum is to provide the Mayor and

a grant to Elgin Citizens on Parade as recommended by the
Cultural Arts Commission.

The Cultural Arts Commission has been granting funds to local

purpose of the program is to broaden public access to the
arts, and to encourage organizations and individuals to be
more creative in artistic endeavors .
A group of Elgin residents interested in re-establishing a
4th of July parade have formed an organization, Elgin Citi-
zens on Parade. Many neighborhoods, ethnic and community
groups are represented in this organization. Their goal is to
create a greater sense of community and cultural awareness by
offering residents opportunities to celebrate together our
common heritage.
Elgin Citizens on Parade requested funds from the Elgin
Cultural Arts Commission to support a 4th of July parade
scheduled July 4 , 1997 .
