RESOLUTION
DEPICTING THE CORPORATE SEAL OF THE CITY OF ELGIN
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that the depiction of the corporate seal of the city
attached hereto as Exhibit A is a true and correct depiction
of such seal heretofore adopted and is hereby continued as the
corporate seal of the city.

SUBJECT: Restoration of the City Seal
PURPOSE
The purpose of this memorandum is to provide the Mayor and
the members of the City

BACKGROUND
New artwork consisting of clear, clean lines is needed to
have a replica of the Seal placed withon the new the new police

code. Through years of reproduction, elements of the Seal
have changed in appearance and an important element of the
Seal, the horn of plenty, as described in the Revised
Ordinances of 1859 , is missing. A copy of the Seal most
often used is shown in Attachment "A" .

SUBJECT: Restoration of the
City Seal
A copy of design work depicting restoration of the
Elgin City Seal is attached to this memo for your review.
Please present the artwork to the City Council for their
review.
The work by Elgin-based Heneise Design, is a
combination of an artist' s efforts and computer generated
graphics . It reflects impressions of seals that were in
existence shortly after the seal was adopted in 1858 .
Please note that this rendering is a draft and any finished
artwork created for the City' s use would be enhanced by the
graphic artist .
I began work on the seal when I was asked to have it
reproduced in a "ruby negative" . The negative is needed in
order to have a replica of the seal placed on the new police
facility. In order to complete the process, I needed to
have artwork that presented clean, clear lines .
I found that an important element of the seal, as
described in the Revised Ordinances of 1859 (see attached) ,
was missing. The horn of plenty has not appeared on the
seal at least since the early 1950s and probably much
earlier . Also, there was a question as to what the woman
pictured in the seal was holding in her right hand.
Through years of reproduction, elements of the seal
have changed in appearance over the years . None of my
investigation has indicated that the elements were changed
by official mandate.
