RESOLUTION
APPROVING CHANGE ORDER NO. 2 IN THE CONTRACT WITH
MOTOROLA CORPORATION FOR THE LAW ENFORCEMENT FACILITY
WHEREAS, the City of Elgin has heretofore entered into a
contract with Motorola Corporation for the radio system at the
law enforcement facility; and
WHEREAS, it is necessary and desirable to modify the
terms of the contract as is described in Change Order No. 2,
attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that Robert 0. Malm, Acting City
Manager, be and is hereby authorized and directed to execute
Change Order No. 2, a copy of which is attached hereto and
made a part hereof by reference.

SCOPE:
This Change Order No. 2 will provide additional services necessary to complete the project. It
will amend the scope of work to add the following item:
1. Install an amplifier system in the law enforcement facility
REASONS FOR CHANGE:
Change order#2:
The radio system has poor coverage in the inner and below ground areas of the new Law
Enforcement Facility. The volume of brick and steel present in the facility due to its secure nature
makes it difficult for radio signals to penetrate the into the inner areas of the building.
Change order#2 $33,132.00
Change order total $33,132.00
Motorola is the only vendor able to provide this radio frequency specific equipment for this
application. It is the best interest of the City to approve the above changes.

2. Six no ground plane hard hat antennae

SUBJECT: Change Order No. 2 to the Motorola
Radio System Upgrade
PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council with information to consider
Change Order No. 2 to the Motorola radio system contract.
BACKGROUND
During design of the City's new 800 Mhz trunked radio system,
one design issue was signal coverage in uniquely (heavily
secured) constructed buildings such as hospitals and in the
law enforcement building itself. Reliable communication
within the building is necessary to ensure communication
between officers, the availability of officers, the supervi-
sion by commanders, and the safety of officers within the
building.
During construction of the building, prices were sought to
place amplifiers throughout the building to enhance radio
reception. Based upon these initial quotations and the need
to fully analyze what areas are affected, the recommendation
was to wait for occupancy before completing the work.
With the move of the Police Department into the new building
and the switch over to the new radio system substantially
complete, interior areas of the ground floor and the jail are
experiencing week reception. Motorola has surveyed the issue
and has recommended an amplification upgrade at a much small-
er scale then originally considered. Motorola has bid
$33,000 to provide coverage for the entire building, includ-
ing the below-round areas of the building. The upgrade pro-
vides the needed radio signal coverage.

The amplification upgrades proposed to be required are compat-
ible with the City's coded 800 MHz system. This particular
equipment is available only from Motorola and the change
order has therefore been approached on a sole source procure-
ment basis.
Work is planned to be completed within four to six weeks .
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
The City-wide radio committee has discussed this proposal and
concurs with the recommendation.
FINANCIAL IMPACT
Sufficient funds exist from the communication system project
to accommodate this change. Account number
220-0000-791.92-47, project number 239501, E-911 communica-
tions equipment,would be charged.
LEGAL IMPACT
None.
ALTERNATIVES
None.
RECOMMENDATION
It is recommended that the City Council authorize Change
Order No. 2 with Motorola.
