HomeMy WebLinkAbout96-23 Resolution No. 96-23 RESOLUTION AUTHORIZING EXECUTION OF A SERVICE AGREEMENT WITH THE ELGIN RECREATION CENTER BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Richard B. Helwig, City Manager, and Dolonna Mecum, City Clerk, be and are hereby authorized and directed to execute a Service Agreement on behalf of the City of Elgin with the Elgin Recreation Center for recreational activities, a copy of which is attached hereto and made a part hereof by reference . s/ Kevin Kelly Kevin Kelly, Mayor Presented: February 14 , 1996 Adopted: February 14 , 1996 Omnibus Vote: Yeas 7 Nays 0 Attest : s/ Dolonna Mecum Dolonna Mecum, City Clerk SERVICE AGREEMENT THIS AGREEMENT is made and entered into this /1- r/ day of 2i-u(-d',-. , 1996 , by and between ELGIN RECREATION CENTER, a not-for-profit organization, (hereinafter referred to as "Elgin Recreation Center" ) and the CITY OF ELGIN, Illinois , a municipal corporation, (hereinafter referred to as the "City" ) . WHEREAS, the City of Elgin, Illinois has determined it to serve a beneficial public purpose to discourage criminal activity through the promotion of alternative activities for minors and to be in its best interests to aid the promotion of such activities; and WHEREAS, Elgin Recreation Center provides activities to minors; Now, therefore, in consideration of the mutual promises and covenants contained herein, the sufficiency of which is hereby acknowledged, the parties hereto hereby agrees as follows : 1 . The City shall pay to Elgin Recreation Center the sum of $20, 600 . 2 . Elgin Recreation Center shall address all initial inquiries and requests made pursuant to this agreement to City' s Recreation Superintendent . 3 . Elgin Recreation Center shall apply the aforementioned $20, 600 to facility rental payments only. 4 . Elgin Recreation Center shall work with the City' s Finance Department in reviewing and establishing proper accounting and internal controls to insure that assets are safeguarded and procedures intact. 5 . Elgin Recreation Center shall provide a written report and fiscal accounting of the operation of the facility on or before December 31, 1996 , to the City' s Director of Parks and Recreation. 6 . Elgin Recreation Center shall indemnify and hold City harmless from and against any and all claims for damages , suits, causes of action or any and all other liability which may arise out of or in connection with the performance of this agreement or other operations as a result of any negligent actions by Elgin Recreation Center. 7 . Elgin Recreation Center shall offer a minimum of six cooperative programs between the City and Elgin Recreation Center during 1996 . v 8 . This Agreement shall be in full force and effect from January 25, 1996 through December 31, 1996 . Helwig, City Manager SUBJECT: Elgin Recreation Center 1996 Agreement PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider the 1996 agreement with the Elgin Recreation Center. BACKGROUND The Elgin Recreation Center provides recreational and educa- tional programs to at risk Elgin youth. The Center is locat- ed at 1080 East Chicago Street. The Center is drop-in based and also offers coordinated programs such as the Elgin Boxing 1 Club, weight training, tutoring, anti-gang programs and more. The City' s $20, 600 is to be used only for facility rental payments . In exchange for the rent money, the Elgin Recrea- tion Center will provide ongoing activities to at risk youth and offer a minimum of six cooperative programs with the City Parks and Recreation Department as well as working coopera- tively with the new Gang Intervention Supervisor to program activities community wide. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED None. FINANCIAL IMPACT $20,600 has been included in the 1996 Boards and Commissions Budget (Contractual Services account 010-1902-709 .80-23) .
