RESOLUTION
AUTHORIZING EXECUTION OF A CUSTOMER WORK AGREEMENT WITH
COMMONWEALTH EDISON COMPANY
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Richard B. Helwig, City Manager, be and is
hereby authorized and directed to execute a Customer Work
Agreement on behalf of the City of Elgin with Commonwealth
Edison Company for the installation of electrical service
along Crispen Drive, a copy of which is attached hereto and
made a part hereof by reference.

CITY OF ELGIN ("Customer") and COMMONWEALTH EDISON COMPANY ("Company")
agree that the Company will furnish at the Customer's expense the labor and
materials necessary to do the work for the Customer on or adjacent to the
Customer's premises at FOX BLUFF CORPORATE CENTER, ELGIN, ILLINOIS,
described below. COST DIFFERENTIAL OVERHEAD V UNDERGROUND
$ 79,430.19
Base Tax $ 0.00
Regulatory Tax $ 79.43
Municipal Tax $ 0.00
Total Customer Charge $ 79,509.62
The Customer agrees to pay to the Company the sum of $ 79,509.62 ,
according to the payment option selected below:
Payment in full prior to beginning of Company work.
Payment in full due as specified on a separate bill to be submitted
to the Customer following completion of Company work.
The sketch, if any, attached hereto is hereby made a part of this Agreement
and expressly designates ownership of the facilities referred to.
This charge reflects only the work performed by the Company. There may be
additional costs required by other utility or communication companies. They
should be contacted for their associated charges. For Ameritech, call
1-800-244-4444. (•
Work will be done during the Company's regular working hours, unless
otherwise specified.
This Agreement shall be void if not accepted by the Customer within ninety
days from date submitted.
Transformers and metering equipment installed in conjunction with this
work, shall in all cases, remain the property of the Company.
In the event the work covered by this Agreement cannot be completed within
one year from the above date as a result of delays on the part of the Customer
or because the Company has been denied access to the premises, the charge to
the Customer shall be recomputed based on the level of costs prevailing at the
time of completion of the work as stipulated in the Company's General Company
Order No. 25.
This agreement is subject to the provisions of the Company's Schedule of
Rates and Information and Requirements for Electric Services as on file with
the Illinois Commerce Commission.

SUBJECT: Fox Bluff Corporate Center Crispen Drive
Electrical Utility Service Installation
PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council with information to enter into a
contract with Commonwealth Edison Company for the installa-
tion of the electrical service along the Crispen Drive right-
of-way.
BACKGROUND
The construction of Crispen Drive between Bowes Road and
McLean Boulevard will begin in July of 1996 . In order to
continue the sale of lots at the Fox Bluff Corporate Center,
electrical service must be installed to serve the lots adja-
cent to Crispen Drive. All utility wires will be installed
underground.
Commonwealth Edison has engineered the installation of the
service . The cost of the work is figured to be $79 , 509 . 62 .
The Commonwealth Edison Customer Work Order for the project
is attached.

None.
FINANCIAL IMPACT
The 1996 budget includes $1 . 2 million for the construction
and related expenditures of Crispin Drive. This expenditure
will be charged against account number 270-0000-791 . 92-32 ,
project number 179529 , Fox Bluff Corporate Center Fund-
Crispin in Drive. Sufficient funds remain to cover the cost of

Enclosed please find a copy of your revised Customer Work Agreement. To ensure
prompt processing of your agreement, please do the following:
Review, sign, and date the Customer Work Agreement. Return the signed copy of the
agreement in the enclosed envelope. The extra copy is for your records until an
authorized copy is returned to you for your files.
Work cannot proceed until we have received the signed document with your remittance
and a call from you letting us know your easements have been staked and final grade has
been established. Upon approval by our company, one copy of the document will be
returned to you for your records.
If this contract is not returned within 90 days, it will be canceled.
