RESOLUTION
APPROVING CHANGE ORDER NO 1 IN THE CONTRACT WITH
MOTOROLA COMMUNICATIONS & ELECTRONICS, INC . FOR THE
800 MHZ TRUNKED RADIO SYSTEM
WHEREAS, the City of Elgin has heretofore entered into a
contract with Motorola Communications & Electronics, Inc. for
the 800 MHZ Trunked Radio System; and
WHEREAS, it is necessary and desirable to modify the
terms of the contract as is described in Change Order No. 1 ,
attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that Richard B. Helwig, City Manager,
be and is hereby authorized and directed to execute Change
Order No. 1, a copy of which is attached hereto and made a
part hereof by reference.

SUBJECT: Authorization of Change Order No. 1 to Motorola
Contract for City-wide 800 MHZ Radio system
PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council with information to consider
approving Change Order No. 1 to the contract with Motorola
Communications for the city-wide 800 MHZ trunked radio system.
rBACKGROUND
The City Council awarded the contract for the city-wide 800 MHZ
trunked radio system to Motorola on June 28, 1995 in the amount
of $4 , 121 , 346 . Change Order No. 1 includes items totaling
$17 , 070 which are necessary to complete the radio system
project. The radio system project is 70 percent complete at
this time.
Item "A" is the installation of conduit from the ground floor to
the roof of the Elgin Housing Authority Building at 120 South
State Sreet . This building is one of the three radio system
sites . The City' s radio system equipment shelter is on top of
the roof at this location. The conduit is necessary for
Ameritech to run T-1 telephone cables to the roof of the
building for the radio system. Ameritech, by tariff, cannot
install this conduit. Staff requested Motorola to install the
conduit while they are in the building to complete their work on
the project. This work was not reasonably foreseeable and it is
in the best interest of the City to have this work done.
Item "B" of the change order includes labor and materials to
modify consoles in the new Emergency Communications Center.
Additional console bays were added to the workstations to
accommodate alarm monitoring and security system equipment. The
console bays will house computer and electronics equipment and
r the larger console writing surface will accommodate computer
monitors . These modifications were not foreseeable and it is in
the best interest of the City to make these modifications .

Item "C" of the change order is the installation of a gas line
from the propane gas tank to the emergency generator at the
equipment shelter at the Route 25/Tollway radio site. When
staff made arrangements to lease and install a propane gas tank
at this site, provisions for the gas line were overlooked . It
is in the best interest of the City to install this gas line to
fuel the emergency generator at the site .
Item "D" moves out the project completion date to September 30 ,
1996 from June 30, 1996 to allow sufficient time to complete
radio site construction work at the Elgin Housing Authority
building. The City did not receive site approval of this
location from the Elgin Housing Authority until April 10, 1996 ,
subsequently, construction work could not begin until after
that. Motorola has not charged the City for this change. This
change was not foreseeable and it is in the best interest of the
City to make this change .

The E-911 Board will be notified.
FINANCIAL IMPACT
Change Order No. 1 increases the awarded contract amount by
$17 , 070 , for a new contract total of $4 , 138,416 . A contingency
of $100, 049 was planned for this project (account number
220-0000-791 . 92-47 , project number 239501 ) . This change order
will be paid out of these contingency funds .
LEGAL IMPACT
Change Order No. 1 has been reviewed by the City' s Legal
Department .

It is recommended that the City Council authorize the City
Manager to execute Change Order No. 1 in the amount of $17 , 070
to the contract with Motorola Communications .
