TO: Mayor and Members of the City Council
FROM: Richard B. Helwig, City Manager
SUBJECT: Special Event Co-sponsorship
Agreement with Prairie Rock
PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council with information to consider a
co-sponsorship agreement with Prairie Rock for a Brew Fest .
BACKGROUND
On April 24 , the City Council requested staff to work with
representatives of Prairie Rock to develop a co-sponsorship
agreement for the planned Brew Fest on June 14 , 15 and 16 .
Attached is a proposed agreement which is acceptable to Prai-
rie Rock. Key provisions of the agreement include:
1) Prairie Rock and the City will equally share the costs
to provide additional police for event security and for
paramedic and public works services .
2 ) The City will be responsible for posting of traffic
signs and for providing personnel to direct traffic .
The costs associated with traffic control would be paid
for by the City.
3) Prairie Rock will provide insurance naming the City as a
primary, non-contributing co-insured with excess cover-
age of not less than $5,000,000 covering general liabili-
ty, including personal injury and property damage. Dram
Shop insurance will be provided by Prairie Rock with
limits of not less than $1,000,000 .
The Police Department and Prairie Rock are in the process of
devising a security plan for the event. According to the
agreement, the security plan must be finalized five days
prior to the start of the event.

FINANCIAL IMPACT
The cost of providing traffic control for the three days of
the event are estimated to range between $3 , 000 and $6 , 000,
depending if the personnel assigned are reserve officers or
are on regular or overtime status . Since the security plan
for the event is still being developed, the cost of providing
security services cannot be calculated. Once the security
plan is finalized, the City Council will be provided a cost
report .
LEGAL IMPACT
None .
ALTERNATIVES
None.
RECOMMENDATION
It is recommended the City Council authorize the execution of
