Helwig, City Manager SUBJECT: Elgin Cultural Arts Commission Proposal PURPOSE The purpose of this memorandum is to present to the Mayor and members of the City Council the Elgin Cultural Arts Commis- sion' s proposal for special 1995 $50, 000 funding from river- boat revenues . BACKGROUND The 1995 City budget has set aside $50, 000 to the Elgin Cul- tural Arts Commission (ECAC) to enhance arts programming and initiatives funded from riverboat revenues . This special funding is in addition to the $60, 000 that has been the cus- tomary annual support from the General Fund. The annual General Fund support is allocated in two catego- ries : Grants to local artists/groups, and significant fund- ing to the Elgin Symphony Orchestra (ESO) . In 1995 the ESO will receive $35,000 and the remaining $25,000 is awarded to groups such as : Bubotto, Children' s Theatre, Elgin Choral Union, Puerto Rican Parade, Independent Players and to indi- vidual local artists who 've applied for grants . Additional- ly, another $6 , 000 of funding for these local groups comes from the Illinois Arts Council . The ECAC has been very deliberate in their discussions to allocate this special riverboat funding with a particular focus on the City' s Five-Year Financial Plan. After two special meetings and two regular meetings, the ECAC deter- mined that funding for special events targets the broadest range of objectives of the financial plan, especially impact- ing: Youth Initiatives, Parks, Economic Development, Quality Services , Safe Neighborhoods, Education and Civic Infrastruc- ture. Elgin Cultural Arts Commission Proposal April 19, 1995 Page 2 The ECAC proposes 1995 funding of : "Art For Dessert" $10, 500 "Blast From the Past" 22 , 000 Youth Fest/Arts Addition 5, 000 Wing Concerts/Marketing 2 , 500 Total $40, 000 "Art For Dessert" and "Blast From the Past" are two new spe- cial events . The other two events are additional support: An arts component at Youth Fest and extra marketing for the Thursday evening Wing Park concerts . A synopsis of these events is listed below with details at- tached: "Art For Dessert" : 20 neighborhood 1-hour performances or demonstration art during the summer to introduce arts at a "grass-roots" level . The after dinner event will also bring families to parks or open space for a sense of community and showcase a real reinvestment of the riverboat ' s impact on the City. "Blast From the Past" : A city-wide celebration on the east side at Lords Park that capitalizes on the historic atmo- sphere of the park and surrounding neighborhoods . Activities focused on the 1900 to 1945 timeframe of big bands , barber shop quartets , story telling, old fashioned games for kids , museum participation, artists and art displays and pending compliance with necessary rules/regulations : An old fash- ioned (ground level only) fireworks show next to the lagoons . Youth Fest/Arts Component: The annual Elgin Youth Fest event is coordinated by the Parks and Recreation Department . An allocation of $5 , 000 is designated from riverboat proceeds to add visual and performing arts enhancements to the next Youth Fest. Wing Concerts/Marketing: Principally, this funding would be for a cable television ad that is changeable to promote our great Wing Park concerts that need a boost in attendance . Our recent experiences with cable ads have shown a signifi- cant increase in awareness . In all cases, the ECAC strongly emphasized that groups or individuals providing services be sought out at a local level first to further ensure that this special funding returns to Elginites in ways more than just the performance/display. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED The Elgin Cultural Arts Commission has put forth the recommen- dation in accordance with the Five-Year Financial Plan. Elgin Cultural Arts Commission Proposal April 19 , 1995 Page 3 FINANCIAL IMPACT Funds for this special ECAC proposal are included in the Elgin Riverboat Fund #275-0000-791-80 . 10 . The amount pro- posed is $40 , 000 of the $50, 000 budget, with the remaining $10,000 to be proposed at a later date. This funding is in addition to the $60, 000 budgeted under Boards and Commissions for the ECAC . LEGAL IMPACT None. RECOMMENDATION The recommendation is to approve the Elgin Cultural Arts Commission' s proposal for the special 1995 funding from river- boat revenues and to direct staff to develop the appropriate purchase of service agreement.
