RESOLUTION
AUTHORIZING EXECUTION OF AN AGREEMENT WITH
BOYS AND GIRLS CLUB OF ELGIN
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Richard B. Helwig, City Manager, and Dolonna
Mecum, City Clerk, be and are hereby authorized and directed
to execute an agreement on behalf of the City of Elgin with
Boys and Girls Club of Elgin for recreation programs, a copy
of which is attached hereto and made a part hereof by
reference.

SERVICE AGREEMENT
THIS AGREEMENT is made and entered into this ,,3/" day of
//1 , 1995, by and between BOYS AND GIRLS CLUB OF
ELGIN, a not-for-profit organization, (hereinafter referred to
as the "Club" ) and the CITY OF ELGIN, Illinois, a municipal
corporation, (hereinafter referred to as the "City" ) .
WHEREAS, the City of Elgin, Illinois has determined it to
serve a beneficial public purpose to discourage criminal
activity through the promotion of alternative activities for
minors and to be in its best interests to aid the promotion of
such activities; and
WHEREAS, the Boys and Girls Club of Elgin provides
activities to minors .
NOW, THEREFORE, in consideration of the mutual promises
and covenants contained herein, the sufficiency of which is
hereby acknowledged, the parties hereto hereby agree as
follows :
1 . The City shall pay to Club the sum of $30, 000 on or
before February 28, 1995 .
2 . The Club shall address all initial inquiries and
requests made pursuant to this agreement to City' s Recreation
Superintendent.
3 . The Club shall immediately apply the aforementioned
$30,000 toward payment of its outstanding debt to Amcore Bank
of $15, 000 and use the remaining $15, 000 for club operations
throughout the year.
4 . The Club shall provide a written report and fiscal
accounting of the operation of the facility on or before
December 31, 1995 to the City' s Director of Parks and
Recreation.
5 . The Club shall indemnify and hold City harmless from
and against any and all claims for damages, suits, causes of
action or any and all other liability which may arise out of
or in connection with the performance of this agreement or
other operations as a result of any negligent actions by Elgin
Recreation Center.
6 . The Club shall offer a minimum of six cooperative
programs between the City and Elgin Recreation Center during
1995 .
7 . This Agreement shall be in full force and effect
from February 23, 1995 through December 31, 1995 .

agreement on the date and year first written above.

AND SERVICES. DAILY AND WEEKLY PROGRAMS AND ACTIVITIES INCLUDES
AN OPEN GAMESROOM WHERE MEMBERS CAN ENGAGE IN PLAYING POOL, AIR
HOCKEY, FOOSEBALL, AND A VARIETY OF BOARD GAMES. ORGANIZED GAMES-
ROOM ACTIVITIES ARE ALSO OFFERED UNDER THE DIRECTION OF THE
GAMESROOM SUPERVISOR. OTHER PROGRAMS CONSISTS OF DAILY HOME-
WORK ASSISTANCE, ARTS AND CRAFTS, COMPUTER LITERACY, MUSIC
INSTRUCTION, SMART MOVES DRUG PREVENTION, VIOLENCE PREVENTION
TRAINING, JR. LEADERSHIP CLUB, KARATE, OPEN GYM WHICH INCLUDES
SOME ORGANIZED GYM ACTIVITIES AND A PARENTS COMMITTEE. THIS
YEAR, THE MEMBERS WILL HAVE THE OPPORTUNITY TO PARTICIPATE IN
MORE NATIONAL PROGRAMS AND CONTESTS, IE. SPOTSHOT, JUMPROPING,
MICHAEL JORDAN ESSAY CONTEST, BO KNOWS, FINE ARTS, ETC. HOLIDAY
PARTIES AND PROGRAMS ARE A FAVORITE FOR MOST MEMBERS. THIS
YEAR ACTIVITIES WILL INCLUDE A BLACK HISTORY PROGRAM, VIOLENCE
PREVENTION YOUTH RALLY, ACKNOWLEDGEMENT OF NATIONAL BOYS AND

SUBJECT: Elgin Boys and Girls Club 1995 Contract
PURPOSE
The purpose of this memorandum is to forward to the Mayor
and members of the City Council the 1995 agreement with the
Elgin Boys and Girls Club.
BACKGROUND
The Elgin Boys and Girls Club opened its doors November, 1993
and has provided recreational and educational programs to
over 400 youth. The Club works directly with the Elgin Hous-
ing Authority and the Parks and Recreation Department to
offer a variety of programs to youth living within the area
surrounding the Club at 355 Dundee Avenue. The Club is drop-
in based and also offers coordinated programs such as tutor-
ing and homework assistance, music lessons, field trips, anti
gang programs and more .
A program report is attached as Exhibit A.
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
The Boys and Girls Club Board Directory is attached as Exhib-
it B. The proposed agreement has been executed by the Club.
FINANCIAL IMPACT
$30, 000 has been included in the 1995 Boards and Commissions
Budget (Contractual Services account 010-1902-709 . 80-24 ) .

RECOMMENDATION
It is recommended that the proposed 1995 Elgin Boys and Girls
Club contract agreement be approved. The City's $30,000 is
to be used only for part time programming staff payments .
Current part time programming staff costs at the Club are
$2 ,613 per month. In exchange for the staff money, the Elgin
Boys and Girls Club will provide ongoing activities to at-
risk youth and offer a minimum of six cooperative programs
with the City Parks and Recreation Department.
