Helwig, City Manager SUBJECT: Elgin Cultural Arts Commission Fund Disbursement PURPOSE The purpose of this memorandum is to convey requests by the Cultural Arts Commission for the funding of two projects from their 1995 budget. BACKGROUND Through the Cultural Arts Commission community grant project, priority is given to the funding of visual and performing arts involving living artists of various disciplines . Howev- er, the validity of art works with historical and cultural significance to us both as Americans and as the community of Elgin is also recognized. The first recommendation is to allocate $15, 000 for the "Bring Back the Fountain" project at the Lords Park Pavil- ion. The Cultural Commission wishes to emphasize that the funding approval is to cover $15, 000 of the $20, 000 needed for the sculptural restoration and casting portion of the project. Secondly, the Commission would like to use $2,500 to purchase the Trygve Rovelstad Indian figure for placement in the Parlasca Room of the Elgin Historical Museum. The Rovelstad figure is a national award-winning piece which has special significance to Elgin because it was sculpted in tribute, to Carl Parlasca ' s "Hiawatha" pageant. The Historical Museum has a room devoted to Mr. Parlasca's pageant artifacts . COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED The Cultural Arts Commission, Lords Park Association, "Bring pIIII Back The Fountain" Committee, and the Elgin Historical Museum. • I Cultural Arts Commission Funds Disbursement October 19, 1995 Page 2 eiht FINANCIAL IMPACT Since the programs that were funded this year by the Cultural Arts Commission ( "Arts For Dessert" summer program and the fall "Heritage Day" project) have come in under budget, funds are available from the general Cultural Arts Commission budg- et ( 010-1902-709 . 80-10 ) and from Riverboat funds allotted to the commission (275-0000-791 .80-10) for these two additional projects : "BRING BACK THE FOUNTAIN" $15,000 (sculptural/casting component of figures ) TRYGVE ROVELSTAD INDIAN FIGURE PURCHASE $ 2,500 (to be placed in Elgin Historical Museum) LEGAL IMPACT None .
