RESOLUTION
APPROVING CHANGE ORDER NO. 1 IN THE CONTRACT WITH
TRI-ON CONSTRUCTION COMPANY FOR NATIONAL STREET IMPROVEMENTS
WHEREAS, the City of Elgin has heretofore entered into a
contract with Tri-On Construction Company for National Street
improvements; and
WHEREAS, it is necessary and desirable to modify the
terms of the contract as is described in Change Order No. 1,
attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that Richard B. Helwig, City Manager,
be and is hereby authorized and directed to execute Change
Order No. 1, a copy of which is attached hereto and made a
part hereof by reference.

NATIONAL STREET IMPROVEMENTS
CHANGE ORDER No. 1
May 25, 1995
SCOPE: This change order covers additional work necessary to :
items 04x1 and 04x2 . expedite the opening of the portion of
National Street west of the Fox River. High-early concrete was
utilized instead of standard concrete on both the Concrete
Pavement and the Concrete Base because it reaches allowable
strength in shorter period of time.
item 04x3 . provide a handicap ramp at a location plans had not
included for sidewalk and curb improvements .
item 04x4 . remove buried railroad ties . Records were not
available to reflect locations of abandoned railroad ties . The
saw cutting was necessary to prevent disturbing good pavement .
item 04x5 . repair a portion of the reinforced concrete approach
slab to the National Street Bridge. The repair required the
installation of Epoxy-Coated reinforcement.
item 04x6 . provide signs warning motorists of the closing of
east-bound traffic.
item 04x7 . satisfy an IDOT request for additional signal work
at State Street ( ILL 31) and Walnut Avenue.
item 04x8 . replace a sanitary sewer manhole. The replacement
of a brick sanitary sewer manhole was not originally accounted
for because it was thought to be in good shape. However, during
construction it became evident that the mortar and brick had
deteriorated such that it could not be repaired.
item 9 . reduce the cost of concrete base course that failed
to pass strength testing.
REASONS FOR CHANGE: This Change Order number 1 will account for
the additional pay items which are due to circumstances not
reasonably foreseeable at the time the contracts were signed.

SUBJECT: National Street Improvements Authorization
for Change Order No. 1
PURPOSE
This memorandum will provide the Mayor and members of City
Council with information to consider Change Order No. 1 to
the contract with Tri-On Construction Company for the
National Street Improvements .
BACKGROUND
The subject project was awarded to Tri-On Construction Co. at
the May 25, 1994 Council Meeting in the amount of
$2,934,000.64 . The work on this project is substantially
completed. Some signal work remains at the intersection of
Route 31 and National Street.
The pay items added to the contract are necessary to complete
the project in a satisfactory manner and were not foreseeable
at the time the contract was signed. The additional items
were necessary to expedite the reopening of National Street
to two-way traffic and to complete work that became necessary
as the project progressed. High-Early Concrete is a faster
setting mix of concrete which allows the item, in this case
pavement, to be utilized sooner. Saw cutting, installation of
steel reinforcement and the sanitary manhole became necessary
when excavating revealed buried problems. Additional signal
work was provided at the request of the Illinois Department
of Transportation.

FINANCIAL IMPACT
Change Order No. 1 increases the awarded contract amount by
$14,939 .90 for a total of $2,948,940.54 . There are funds
remaining from the 1992 bond sale to cover the additional
costs. Account number 392-0000-795 .93-80, Project No. 339533
- 1992 Bond Project Fund Major Repairs Public Ways, will be
charged. A budget amendment is necessary. .
LEGAL IMPACT
None.
RECOMMENDATION
It is recommended that the City Council authorize the City
Manager to execute Change Order No. 1 in the amount of
$14,939. 90 to the contract with Tri-On Construction Co.
