RESOLUTION
ACCEPTING THE PROPOSAL OF MOTOROLA, INC.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Richard B. Helwig, City Manager, be and is
hereby authorized and directed to accept the proposal on
behalf of the City of Elgin of Motorola, Inc. for 1994 radio
equipment, a copy of which is attached hereto and made a part
hereof by reference.

SUBJECT: 1994 Radio Equipment
PURPOSE
The purpose of this memorandum is to obtain Council authoriza-
tion to purchase sole source radio equipment from Motorola Inc.
BACKGROUND
f Because of the City's substantial investment in our Motorola
Public Safety Communications System (currently valued at over
$1,450,000) , staff continues to believe it is in the City's best
interests to continue to purchase only Motorola equipment for
replacement or additional radios in order to ensure compatibili-
ty and to facilitate both operational use and maintenance of the
system.
While Motorola has recently begun to allow certain of its radios
to be sold through authorized dealerships which now can be pur-
chased through the competitive bidding process as evidenced by
Bid #94-039 on tonight's regular agenda, they have retained
their long-standing policy of sole source sales on many of its
other radios, including the MTS 2000 portable.
In 1993, the Police Department selected the MTS 2000 portable
not only because it performs exceptionally well with the current
system but also because of its ability to migrate to the planned
800 MH2-trunked radio system with only a software change.
Seven of these radios were purchased last year at a cost of
$1828/unit. Because the replacement of forty (40) of these
radios has been budgeted this year, a decrease of 19% in the
cost of this radio to $1480/unit was able to be negotiated, as
described in Motorola's attached letter proposal.

FINANCIAL IMPACT
There is a total of $94,500 specifically set-aside for the pur-
chase of these portable radios in the Equipment Replacement Fund
(Acct #601-4800-796-9147 Project #489702 ) .
These budgeted monies were intended to replace all the portable
radios as part of a three year program. Motorola has agreed to
maintain this price throughout 1994 . Given the condition of the
existing radios, the City may wish to consider purchase of addi-
tional radios to accelerate the program later in the year, after
more complete actual expenditure and budget information is avail-
able.
LEGAL IMPACT
None.
RECOMMENDATION
The recommendation is to award a contract to Motorola Inc. for
the negotiated amount of $59,200 .00 for, the purchase of forty
(114 (40) MTS 2000 portable radios for the Police Department.

In follow-up to our discussion earlier regarding Motorola's MTS2000 portable radio for
the City of Elgin, please be advised that these portables are not a part of our dealer's
network offerings. These units are only offered through Motorola direct sales.
Regarding your sole source request for the MTS2000 portable radio, please be assured
that in my sales territory, the $1,480 pricing for the MTS2000 portable, with all the
options requested by Elgin, is the best offering given to public safety agencies. Should
you be interested in additional MTS2000 purchases for the City of Elgin, Motorola will
honor the $1,480 pricing for additional units, not included in system purchases,
throughout 1994.
In response to the issue regarding pricing for the other three portable and mobile radio
items that were requested by agencies in the City, I have verified that none of these
items will be offered on the Illinois State Contract for 1994. As we have already
discussed, since these items are not a part of the State Contract, you may be able to
purchase the items through our dealer network at a lower price. Therefore, I have
attached a list of the Motorola authorized dealerships for your review, to assist in your
purchasing decision.
