RESOLUTION
AUTHORIZING EXECUTION OF A LOCAL SHARE AGREEMENT WITH THE
. SUBURBAN BUS DIVISION OF THE REGIONAL TRANSPORTATION AUTHORITY
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that George VanDeVoorde, Mayor, and Dolonna Mecum,
City Clerk, be and are hereby authorized and directed to
execute a Local Share Agreement on behalf of the City of Elgin
with the Suburban Bus Division of the Regional Transportation
Authority for 1994 dial-a-ride services, a copy of which is
attached hereto and made a part hereof by reference.

LOCAL SHARE AGREEMENT
This Agreement is made this J1 day of..2..":"11-1.. 1994 by and between
the Suburban Bus Division of the Regional Transportation Authority (RTA),
operating under that name and hereinafter referred to as "Pace", an Illinois
municipal corporation, and the City of Elgin, an Illinois municipal
corporation, hereinafter referred to as the "Municipality".
The parties, in consideration of the mutual promises hereinafter set forth,
hereby agree to the following:
1. This agreement will be in effect beginning January 1, 1994, and ending
December 31,1994.
2. The Municipality will participate in a project which provides curb-to-
curb bus service within the City of Elgin an4 surrounding areas.
3. Pace will arrange to provide the following seirvice:
A. Dial-gide services for seniors 65 years of age and older, and
persons with disabilities will be provided in the City of Elgin
and surrounding areas, Monday through Friday from
approximately 9:00 AM to 2:30 PM and from approximately 4:00
PM to 4:30 PM. On Wednesday, one round trip is provided to
Spring Hill Mall in West Dundee leaving at approximately 1200
PM. the return pick up is at 4;00 PM. This trip is only provided if
3 or more trip requests are received. Additional service may be
provided as mutually agreed upon by Pace and the Municipality.
B. Dial-a-ride services for subscription riders will be provided
Monday through Friday from approximately 7:30 AM to 9:00 AM
and from approximately 2.30 PM to 4:00 PM.
C There will be no transpoxtttion service on New Year's Day,
Memorial Day,Independence Day, Labor Day, Thanksgiving Day,
and Christmas Day.
D. Rides for services described in Section 3A above will be scheduled
by calling the dispatcher up to one week prior to the week before a
trip is being requested. Requests for service the day of the trip
= will be honored to the extent that the request can be
accommodated within the framework of the day's schedule. The
dispatcher will notify the passenger of the approximate pick-up
time.
4. Fares for the services are listed below. All fares are subject to change at
the discretion of Pace.

DAILY SUBSCRIPTION SERVICE $30.00 per month
The applicable fares listed above are defined as follows:
The reduced fares category includes senior citizens (Age 65+) and
persons with disabilities. Children under the age of 7 can only ride
when accompanied by a fare paying passenger (a maximum of two
children per fare paying passenger). The first two children under the age
of 7 can ride free, with any additional children paying the reduced fare
rate.
If the Municipality desires that fares be lower for any fare categories, the
passenger will be charged the lower fare and the Municipality will be
charged the difference between the fares specified in this Agreement and
the lower fares.
5. Pace will provide to the Municipality on a monthly basis, a report with
the following:

A. Number of one way trips ;
B. Vehicle service hours ;
C A bill for services provided as outlined in Section 6 of this
Agreement.
6. The Municipality agrees to reimburse Pace monthly for the Local Share
incurred in operating the service described in this Agreement. The Local
Share will be calculated in the following manner.
A. The Total Expense of the project will be calculated by multiplying
the actual number of vehicle service hours delivered per this
Agreement by the hourly rate for providing service.
B. The Pace Contribution will be $2.00 per trip or 70% of Operating
Deficit, whichever is less, subject to the maximum local share
stated in Section 6C below.
C The annual local share shall not exceed $12,500. Subject to the
maximum amount, the local share shall be calculated by
deducting fares and total Pace contribution from Total Expense as
described in Section 6A,, above. The Municipality shall pay Pace
within 30 days of receiving the monthly bill.
7. This Agreement constitutes the entire Agreement between the parties
hereto. Any proposed change in this Agreement shall be submitted to
Pace for its prior approval No modification, addition, deletion, etc., to
this Agreement except as to minor service changes shall be effective
unless and until such changes are reduced to writing and executed by the
authorized officers of each party.
6. This contract can be terminated upon thirty (30) calendar days written
notice by Pace, if: 1) sufficient funds have not been appropriated to cover
the estimated requirements by Pace or by any other agency funding the
service; or, 2) Pace develops alternative public transportation services
which, as determined by Pace, will better meet the transportation needs
of the public; or, 3) the Municipality fails to make payments as required
by Section 6 of this agreement.
9. Pace will not be responsible for any failure to provide service due to
circumstances beyond the reasonable control of Pace. However, Pace
shall make every reasonable effort to have service restored as soon as
= practical under the circumstances. No fees will be charged for
unperformed service.

SUBJECT: 1994 Local Share Dial-A-Ride Agreement
PURPOSE
The purpose of this memorandum is to submit to the City Coun-
cil the 1994 Pace Dial-A-Ride Local Share Agreement.
BACKGROUND
In 1993 Elgin Township had entered into an agreement with Pace
for the Township to provide local funding to maintain the
operation of the Elgin area Dial-A-Ride service. Due to
financial difficulty experienced by the Township, the City
agreed to loan the Township $6,741.00 late in 1993 in order
for the Dial-A-Ride service to operate through the end of
1993. Elgin Township did not budget funds in 1994 to provide
for the local share necessary to maintain the operation of the
Dial-A-Ride program.
If a local share funding source is not identified the service
would cease operation.
FINANCIAL IMPACT
Initially Pace anticipated that the local share would be
approximately $63,000. Following a review of the method of
allocating certain expenses and the transfer of certain ele-
ments of the operation to the Dundee Township Dial-A-Ride
service, the local share for 1994 has been set at $12,500.
The expenses for the local share will be charged to fund
010-6902-719-84-01 (General Fund contingencies) .

RECOMMENDATIONS
It is recommended that the Mayor be authorized to enter into a
local share funding agreement with Pace.
