RESOLUTION
ESTABLISHING THE IMPLEMENTATION OF AN
800 MHz TRUNKED RADIO SYSTEM
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that it will design, acquire, and implement an 800
MHz trunked radio system pursuant to the attached
implementation schedule.
BE IT FURTHER RESOLVED that the City Council will provide
funding for the 800 MHz trunked radio system pursuant to the
attached implementation schedule.

IMPLEMENTATION SCHEDULE
CITY OF ELGIN 800 MHz TRUNXED RADIO SYSTEM
February 28, 1994 Complete application for NPSPAC frequencies. Begin
writing Request for Proposal Specification.
July 1, 1994 RFP specification completed. Approval of frequen-
cies received by the City. Send RFP for radio
system out for proposals.
December 1, 1994 Proposals received and evaluated. Award recommenda-
tion to the City Council and award made. Contract
executed with radio manufacturer.
July 1, 1995 Some fixed location radio equipment installed to
meet the construction under way milestone of one
year after approval of frequencies.
January 1, 1996 Begin installation of radio consoles and network
controller equipment in new police building.
March 1, 1996 Fixed location equipment installed. Begin testing
and debugging system using a minimum number of
portable radios.
June 1, 1996 Testing and debugging phase complete. Basic system
accepted by the City. Begin installation of mobile
radios.
August 31, 1996 City accepts delivery of and ' accepts invoices for
at least 490 mobile radios, portable radios, and
control stations although not all mobile radios
will have been installed.. City sends copy of in-
voices to Illinois NPSPAC committee to show that
the delivery of at least 70 radios per channel has
been achieved.
After August 31, 1996 Remaining mobile radios are installed before June
30, 1999. City is invoiced for and pays for mobile
radio installations as they are completed. Remove
old fixed location radio equipment, and give back
unused existing frequencies after all of 800 MHz
mobiles are installed.

SUBJECT: Resolution for Implementation Schedule for City-
wide 800 MHz Trunked Radio System
PURPOSE
The purpose of this request is to pass the attached resolu-
tion regarding the implementation schedule for the City-wide
800 MHz Trunked Radio System so that the resolution can be
submitted with the City' s application for radio frequencies
to the Region 54 Radio Frequency Licensing Committee.
BACKGROUND
In order to implement the City-wide 800 MHz Trunked Radio
System, the City will be applying for seven (7 ) radio frequen-
cies through the Region 54 Radio Frequency Licensing Commit-
tee on March 1, 1994 . The City is competing against other
cities for the remaining seven (7 ) 800 MHz radio frequencies
allocated to our geographical area. It is strongly recommend-
ed by the City' s consultant for the project, Vegemast Engi-
neering, Inc. , that the City pass the attached resolution to
submit with our application for frequencies . Vegemast Engi-
neering, Inc . , has recommended that we submit this resolution
to strengthen our application by demonstrating the City' s
commitment to the implementation schedule and funding of the
project.
FINANCIAL IMPACT
None at this time. The system cost is estimated to be
$4,471,500 .

RECOMMENDATION
Staff recommends that this resolution be passed so that it
can be submitted with the City' s application for radio fre-
quencies on March 1, 1994 .

SUBJECT: Replacement City-wide Radio System
PURPOSE
The purpose of this memorandum is to transmit a report from
Vegemast Engineering, Inc. regarding the City' s communica-
tions system.
BACKGROUND
The City of Elgin hired Vegemast Engineering, Inc. , in April,
1993 to evaluate all City radio communications systems .
Vegemast Engineering has completed their study (attached) and
made a recommendation. In order to proceed with the proposed
800 Mhz trunked radio system, the City should apply for the
few remaining 800 Mhz frequencies at the next opportunity,
March 1, 1994 .
The City of Elgin currently is operating on three separate
radio systems . The Police Department is on a non-trunked
800 Mhz system and a 100 Mhz channel, the Fire Department is
using two simplex 400 Mhz channels and a 100 Mhz channel, and
the Public Works, Water, Parks and Code Administration Depart-
ments operate on yet another 100 Mhz channel . The wide varia-
tions in frequencies makes radio communications between City
departments impossible. The Police and Public Works frequen-
cies are overcrowded and dangerously congested. There is a
need to upgrade the entire City-wide radio system. It is
logical that any new system should be designed for expandabil-
ity and the ability to cross communicate between City depart-
ments . In the event of a serious natural event, or to help
in the event of other major problems, the ability to have any
equipped employee communicating with all others is highly
desirable.

The current radio systems used by all City Departments are
approaching the end of their useful life. Seventy one per-
cent of the Police Department radios are in need of replace-
ment, forty-four percent of the Fire Department radios have
reached the end of their useful life and sixty-three percent
of the Public Works radios must also be replaced. With re-
placement of virtually all City radios a necessity, this is
the logical time to coordinate a complete radio changeover.
The possibility of a new police facility has made the timing
of this project optimum, but the system needs must be ad-
dressed regardless of any new building. The current communi-
cations center can not be expanded to hold the necessary
equipment.
The cost of this project does not include the expected imple-
mentation of the Computer Aided Dispatch System. The Comput-
er Aided Dispatch System is expected to be implemented in
coordination with this project, with the majority of the
costs paid through E911 funds (estimated total cost of $1 . 55
million, with City portion estimated at $50, 000) .
Should the City decide to proceed with this system, it is
imperative that the City apply for the required frequencies
before the March 1, 1994 application deadline. To qualify
for the frequency licenses , the City must demonstrate to the
Federal Communications Commission their intention to imple-
ment and fund the requested radio system. The City would be
competing for six of the seven remaining 800 Mhz frequencies
available in this area. No frequencies are available in
other band widths at this time.

The total cost for this project is estimated at $4 ,471,500 .

Costs for the facility necessary to house this system are not
included above.

RECOMMENDATION
Staff recommends that this project be approved as proposed to
allow the City to apply for the necessary radio frequencies
in March, 1994 . Funding options, including possible gradual
migration options, will be pursued, if authorized.

RECOGNIZE PERSONS PRESENT
Richard Propp, 890 Barbara Avenue, South Elgin, addressed the
Council regarding what he considered extremely high water bills
for property he owns in Elgin. He asked if he could obtain some
relief regarding these charges . Finance Director Nowicki was
directed to investigate the matter.
Judy Browne, 636 Park Street, urged the Council to consider
passing an adult business use ordinance to set a standard for
any future development that could be considered adult
entertainment. She furnished the Council with a copy of codes
developed by Aurora regarding adult business usees, location,
and liquor restrictions .
LAW ENFORCEMENT FACILITY CONSTRUCTION CONTRACT APPROVED FOR
BID PACKAGE #06A - GENERAL TRADES & FLOORING
Councilman Walters made a motion, seconded by Councilwoman
Popple, to award this contract to the overall low responsive
bidder, Fisher, Albright & Masters of Elk Grove Village for a
total amount of $1, 739 , 000 . 00 . Yeas : Councilmembers Fox,
Gilliam, Popple, Schock, Walters and Mayor VanDeVoorde. Nays :
Councilmember Yearman.
BID 94-069 AWARDED FOR COMPUTER AIDED DISPATCH (CAD) SYSTEM
Councilman Fox made a motion, seconded by Councilwoman Popple,
to award this contract to PRC Public Sector, Inc . at a base cost
of $1,498, 735 . 00 plus system enhancements of $186 , 707 for a
total award of $1,685,442 . 00 . Yeas : Councilmembers Fox,
Gilliam, Popple, Schock, Walters, Yearman, and Mayor
VanDeVoorde. Nays : None.
RESOLUTION 95-15 ADOPTED AUTHORIZING CITY MANAGER TO
NEGOTIATE CONTRACT WITH MOTOROLA COMMUNICATIONS FOR CITY-WIDE
RADIO SYSTEM
Councilman Walters made a motion, seconded by Councilwoman
Yearman, to adopt the following resolution. Yeas :
Councilmembers Fox, Gilliam, Popple, Schock, Walters, Yearman,

AUTHORIZING CITY MANAGER TO NEGOTIATE CONTRACT WITH
MOTOROLA COMMUNICATIONS FOR CITY-WIDE RADIO SYSTEM
WHEREAS, it is necessary and desirable to establish a new
city-wide radio communications system; and
