RESOLUTION
AUTHORIZING EXECUTION OF A GRANT APPLICATION UNDER THE
ILLINOIS ARTS COUNCIL ARTS DEVELOPMENT PROGRAM
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Robert Gilliam, Mayor Pro Tem, be and is hereby
authorized and directed to execute a grant application for
funding under the Illinois Arts Council Arts Development
Program for a $9, 000 grant pursuant to the Cultural Arts
Commission Arts and Culture Grants Program, a copy of which is

AN ORDINANCE
ESTABLISHING A CULTURAL ARTS COMMISSION
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS:
Section 1. That Title 3 entitled Board and Commissions
of the Elgin Municipal Code, 1976, as amended, be and is
hereby further amended by adding Chapter 3.75 to read as
follows:
Chapter 3.75
Cultural Arts Commission
3.75.010 Cultural Arts Commission created.
. There is hereby created a Commission, to be
known as the Cultural Arts Commission (hereinafter
referred to as "Commission") .
3.75.020 Membership; appointment and term of office.
The Commission shall consist of nine (9)
members, all of whom shall be appointed by the Mayor
with the advice and consent of the City Council.
A. Seven of said nine members shall be.
residents of the City of Elgin who are known to have
an interest and expertise in the functions of the
Commission and who shall be voting members of the
Commission.
B. Two of the members of the said Commission
shall be non-voting ex-officio members, one of whom
shall be a member of the City Council of the City of
Elgin, and the other shall be a member of the
Hemmens Advisory Board.
3.75.030 Term of members.
A. Upon creation of the Commission and the
initial appointment of the residents of Elgin as
voting members, two such members shall be appointed
for terms of four (4) years, two members for terms
of three (3) years, two members for terms of two (2)
years, and one member for a term of one (1) year.
B. After the initial appointments as provided
above, each subsequent appointment shall be for a
term of four (4) years, provided that no Commission

member shall serve for more than two full
consecutive terms.
• C. All vacancies occurring in the membership
of the Commission shall be filled by appointment for e
• the remainder of the unexpired term in the same
manner as the original appointment. Each member
shall hold office as a member of the Commission
until a successor has been appointed.
3.75.040 Meetings; by-laws.
A. The Commission shall have the power to
adopt its own by-laws and schedule of regular
meetings, and determine the place that such meetings
shall be held. These rules shall include procedures
for the election by the members of a Vice-Chairman
and Secretary from among the membership of the
Commission,• provided that no such officer shall
serve for more than two consecutive one-year terms.
The Chairman shall be appointed by the Mayor and
City Council.
B. Special meetings of the Commission may be
called by the Chairman or any three (3) members
provided that notice is given as provided in the
Illinois "Open Meetings Act".
C.
Robert's Rules of Order, Revised, shall
govern theprocedures of the meetings of the

Commission, except as same may be specifically
modified by the by-laws of the Commission.
3.75.050 Functions of the Commission.
The Cultural Arts Commission shall:
A. Make recommendations to the City Council of
the City of Elgin for the provision of an
• environment in which the cultural arts will flourish
within the corporate limits of the City of Elgin.
B. Foster educational opportunities and
enhance the quality of life for all of the residents
of the City of Elgin by making recommendations to
develop arts and cultural programs directed at
various age, ethnic, and religious groups.
C. Enhance the economic base in the City of
Elgin by promoting opportunities to combine arts and
economic development.
D. Cooperate with the professional city staff
to administer all Commission programs and activities.

E. Support and foster strong bonds between and
among all arts organizations in the community and
encourage new arts organizations in a manner which

individual parts, which shall include working
cooperatively with other city boards, commissions
and committees, and other public and private
agencies.

REGRANTING PROGRAM
FY-1994
APPLICATION NARRATIVE
The Elgin City Council formalized its commitment to the growth
and promotion of the arts in the community by establishing, by
ordinance, the Elgin Cultural Arts Commission in 1991 . Its
members appointed by the City Council, the Commission was
given the responsibility of encouraging the arts and local
artists so that the entire community could benefit from in-
creased knowledge and appreciation of artistic and cultural
endeavors . The Commission was provided a budget to facilitate
its work. The budget approved for the Cultural Arts Commis-
sion in FY1994 is $60,000 . 00 . These funds were approved in
order to allow the Commission to undertake projects in pursuit
of its mission. This budget includes funds for a regranting
program, contribution to the Elgin Fine Arts Festival, pur-
chase of public art, and publication of a newsletter, as well
as other activities . Activities in 1993 included funding nine
projects through the regranting program, sponsorship of the
entertainment activities of the Elgin Fine Arts Festival,
making "purchase award" as part of local juried art show, and
developing arts newsletter.
Regrantinq The primary activity of the Cultural Arts Commis-
sion is the planning and administration of a regranting pro-
gram to assist Elgin artists in implementing art programs
which will have a community benefit. This program, referred
to as the Arts and Culture Grant Program, is intended to
acquaint the community with various art forms and to provide
the artist with a vehicle through which to become better
known. The program encourages projects to serve "special
communities" which may not normally have access to the arts .
These "special communities" would include minorities, seniors,
low income populations and children (especially youth at-
risk) . Participation by artists which are diverse in cultural
identification is aggressively pursued by contacting civic and
cultural organizations representing ethnic and cultural inter-
ests about the program. Indeed, the Commission has contacted
social service agencies serving a specific target population,
such as Hispanics, to ensure that all possible points of
contact have been reached. Solicitations are made annually
and include direct mailing to known artists and art groups as
well as organizations serving target populations, press re-
leases in area newspaper and City of Elgin publications . The
regranting program is governed by a formal set of evaluation
guidelines and review criteria which are distributed with the
program applications . Workshops are held with potential
applicants in order to explain the program and application
procedures," as well as possible projects . The Cultural Arts
Commission receives completed applications and assigns their
review to the Grant Application Review Panel which is appoint-

ed by the- Commission. The Review Panel, composed of six
'appointed members (voting) and two Commission members (nonvot-
ing) , is responsible for reviewing applications for complete-
ness and projects which address the goals of the regranting
program. The Panel members are selected based upon personal
or professional involvement with the arts, familiarity with
granting procedures and/or representation of a segment of the
community's population. The Panel reviews all applications
and meets with applicant representatives, if necessary.
Recommendations for award based on established criteria, are
made to the Cultural Arts Commission who, in turn, make final
funding recommendations to the Elgin City Council .
The Cultural Arts Commission is committed to providing the
regranting program as the primary focus of Commission activi-
ties . The Commission reviews the program twice a year, simul-
taneous with the mid-year and year-end evaluation of current
grantees . One purpose of such reviews is to identify any
revisions needed in program operation. Perhaps more important
is the use of these reviews to identify areas where artists
and art groups may need assistance in effectively and respon-
sibility carrying out their activities . For example, the
Commission may determine that there is a need for assistance
in financial management. The Commission has determined, as
part of its mission, that it will help local artists and art
groups to better manage their activities through workshops,
etc. if the need is evident. Such assistance serves both the
artist and the community by ensuring a quality product and
continuity in delivery.
The geographic area served by the regranting program is the
corporate limits of Elgin.
In summary, the Arts and Culture Grant Program is designed to
benefit both the local artist and the community. The artist
is provided a means by which to showcase their talent and to
receive assistance necessary to ensure continuity and profes-
sional management of their activity. The community is served
by providing new opportunities for access to the arts .

ARTS AND CULTURE GRANTS PROGRAM
1995 GRANT GUIDELINES/REVIEW CRITERIA
The City of Elgin Cultural Arts Commission wants to create
projects and broaden public access to more arts activity and
encourage organizations to be more creative in pursuing their
artistic endeavors . It is the intent of the program to pro-
vide an incentive for new art programming. It is not the
purpose of the program to provide ongoing support to a specif-
ic project.
This year, $ is available through this grant
project and will be awarded to not-for-profit organizations .
Merits of project proposals will be determined by a review
panel .
I . PURPOSE AND DEFINITION
Grant awards fund projects which provide direct
service to the citizens of Elgin, and which bring
Elgin-based arts to greater public attention.
Funded projects will include visual, performing,
literary and interdisciplinary projects of artis-
tic merit.
These grants provide partial funding for locally
planned and sponsored arts projects and activities
in the City of Elgin. All funded projects must
occur between January 1, 1995 and December 31,
1995 .
For the purpose of this program, a "project" may
be defined as an arts activity, program, artist-
in-residence, event or series of events . General-
ly, the total operation of an organization will
not be considered under this grants program.
II . ELIGIBILITY
A. Any not-for-profit organization, institution
association may apply. The applicant need not
be an arts organization.

III . DEADLINE AND CALENDAR
A. Deadline for application is 5 :00 p.m, Monday,
August 29 , 1994 . Applications should be deliv-

Incomplete or late applications will not receive
consideration.
B. Applications must be received at the City of
Elgin - Assistant to the City Manager by the
deadline date.
C. Interested persons will be notified of a work-
shop which will be held to explain the applica-
tion and review process . Attending this work-
shop is not mandatory, but is strongly recom-
mended. A list of workshop attendees will be
provided to Review Panel members .
D. Grant applications will be reviewed and grants
announced by October 26 , 1994 . Applicants who
wish to attend the workshop should contact the
City of Elgin to confirm the time and place.

E. Funded projects and expenditures of monies must
occur between January 1, 1995 and December 31,
1995 .
IV. APPLICATION AND FUNDING
A. Applications must be typed and submitted on the
appropriate forms with the required attach-
ments . Failure to adhere to Grants Program
Guidelines or to provide the required attach-
ments may result in the rejection of your
application.
B. A goal of the Regranting Program is to encour-
age the generation of locally raised funds
toward the purpose of increasing support for
the arts on a community level . Therefore, a
dollar matching of no less than 50 percent of
the amount requested from the City will be
required of organizations applying for funds .
Portions of the match may NOT be in-kind ser-
• vices and/or donations of goods .

C. Inclusion of in-kind services in preparing the
project budget of expenditures and income is
encouraged. These may be defined as any part
of a project (equipment, printing, materials,
postage, professional services, etc . ) that is
donated.
D. Organizations and individuals may submit only
one application per grant period.
E . Applications must provide one copy of the
following information/attachments with their
applications ( items 1 through 8 as applicable) :
1 . Proof of applicant ' s not-for-profit incorpo-
ration status, or an indication that appli-
cant is applying for such status . Include a
copy of Annual Report to the Secretary of
State.
2 . Copy of applicant ' s Internal Revenue Service
determination letter ( IRS tax exempt) .
3 . Copy of applicant' s approved bylaws (nonpro-
fit association) .
4 . Copy of applicant' s ordinance/enabling
legislation (government unit) , if applica-
ble.
5 . Financial statement for applicant ' s last
complete fiscal year.
6 . Complete budget for applicant' s current
fiscal year (total organization budget) .
7 . Current list of applicant ' s officers on
Board, including addresses and telephone
numbers .
V. SPECIAL CONSIDERATION
A. The program will give special priority to
projects which:
1 . Encourage new works or innovative projects .
2 . Introduce the arts to new audiences .
3 . Provide for opportunities for involvement in
the arts by youth, the elderly, the handi-
capped and minorities .

B. The activity should not duplicate any existing
program (in context and stated objectives)
serving the same population.
VI . ONGOING PROJECTS
The grant program will fund new features or expan-
sion of a project or program. For example, an
ongoing series of performances by a theater group
may not be supported. However a specific perfor-
mance not having been before performed directed at
a specific audience may be eligible.
VII . SUPPORT RESTRICTIONS
A. Grants will be awarded for arts activities in
the City of Elgin only. Organizations must
operate in and provide direct service to resi-
dents of Elgin.
B. The program generally will not fund:
1 . Permanent additions or improvements to
property.
2 . Construction.
3 . Purchase of permanent equipment/capital
expenditures .
4 . An existing deficit from a previous year or
previous project.
5. Primarily credit-producing, curriculum-ori-
ented activities . (Exceptions are school,
college and university projects that involve
widespread direct involvement by the commu-
nity and general public.
6 . Scholarships.
7 . Travel
8. Programs before the start or after the close
of the granting period.
9 . Projects that are part of curricula.
10. Hobbies or recreational projects.
Projects with no public or community arts
service will not be funded.
VIII . GRANTEE CONTRACT

A. Grantees will be required to:
1 . Sign a contract detailing terms with the
City of Elgin.
2 . Assure the Council that they intend to
comply with Title VII of the Civil Rights
Act of 1964, indicating that no person will
be excluded from participation or be denied
the benefits of any program, activity or
service on the basis of race, sex, sexual
preference, colcr, religion, ancestry, age,
national origin or handicap.
3. Acknowledgement must be given to the City of
Elgin, Elgin Cultural Arts Commission and
the Illinois Arts Council support in all
publicity and in all promotional or informa-
tional materials used in connection with the
funded project, i .e. , programs, handbills,
posters, radio and TV sports, etc.
4 . Submit to the Council, on appropriate forms,
final financial and programmatic reports
within 30 days following the completion of
the project.
B. The Cultural Arts Commission must be made aware
of outstanding grant applications currently
under consideration or recent awards in connec-
tion with the same or similar project.
C. The Application Review Panel may reject Grant
applications not complying with these guide-
lines will not be accepted.
IX. REVIEW PROCESS
Applications are subject to the following levels
of review and review criteria:
A. Project Director - has the responsibility for
initial analysis :

2 . Legibility and clarity.
3. Compliance with applicable guidelines .
4 . Fiscal accuracy.
B. Review panel - A Cultural Arts Commission and a

project.
5 . Applicability to Special Considerations

C. The Elgin Cultural Arts Commission will present
their recommendations for awards to the Elgin
City Council, which will give final approval .

X. OTHER INFORMATION
A. All questions concerning guidelines and eligi-
bility should be directed to Deborah Nier,

B. Applicants must submit fifteen complete copies
of applications, including addenda. Applicants
are urged to retain one additional complete
copy for their files and reference. Include
only one copy of each of the items listed in
Section 5, page 4 of the 1995 Grant Application
Form.
C. Written notification of Cultural Arts Commis-
sion action on grant applications will be made
within 30 days after the final decisions are
made.
D. Grant funds will not be allocated more than 30
days prior to the start of the project.
E. The Elgin Cultural Arts Commission holds regu-
lar meetings the second Monday of each month at
the Elgin Municipal Building, 150 Dexter Court,
Elgin, beginning at 7 :30 p.m.
F. Commission members will attend presentation of
projects as part of the evaluation process .
Grantees shall notifi Commission of the presen-
tation 30 days prior to scheduled performance,
exhibition, etc. Grantee shall also provide
Commission with two paid admissions to presen-
tation.

RESUME/BIOGRAPHICAL SKETCH OF PROJECT DIRECTOR
The regranting program will be jointly administered by the
Cultural Arts Commission and the City of Elgin staff assigned
to the Commission to provide support.
The City of Elgin staff person assigned to the Commission and
assisting in administering the program is Deborah K. Nier.
Ms . Nier is Assistant to the City Manager. She has been with
the City of Elgin in that capacity since March, 1989 and has
worked with the Elgin Cultural Arts Commission since its
inception in August, 1991 . Indeed, Ms . Nier assisted in the
original research on which the enabling legislation was based.
As support staff, Ms . Nier performs a variety of duties,
including, but not limited to, research on programs and proce-
dures of interest to the Commission, agenda preparation in
conjunction with the Commission Chairman, preparation of
meeting minutes and other duties as directed. Ms . Nier has
written a successful grant application under the Illinois Arts
Council Building-By-Design program as well as the 1993
Regranting Program Application. Administration of the 1993
Arts and Culture Grant Program has included publicity for the
program, providing assistance with application form comple-
tion, research and review of applications submitted, providing
staff assistance to Grant Application Review Committee, moni-
toring of grantees, projects and report preparation.
Ms . Nier has a variety of responsibilities as Assistant to the
City Manager, including contract and project administration
and coordination.

TIONS FOR 1994 ART AND CULTURE GRANT PROGRAM
The Elgin Cultural Arts Commission is see

program, partially funded by the Illinois Arts Council, pro-
0.) vides financial assistance for new arts projects with a commu-

Projects may involve all art fields, including visual, perfor-
itmance and literary presentations. Special consideration is
given to projects which are innovative and/or target special
populations, such as youth, seniors, disabled or minorities .
