RESOLUTION
AUTHORIZING EXECUTION OF AN AGREEMENT WITH
INTEGRATED COMPUTER SOLUTIONS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Richard B. Helwig, City Manager, be and is
hereby authorized and directed to execute -an agreement on
behalf of the City of Elgin with Integrated Computer Solutions
for utility billing application conversion, a copy of which is
attached hereto and made a part hereof by reference.

Integrated Computer Solutions (ICS) proposes to provide analytical and programming services to
the City of Elgin (City) for the purpose of converting the existing City utility billing computer data
files to the Hit utility billing system. ICS agrees to provide the following deliverables within sixty
(60) days of receipt of a purchase order for a fixed fee of$12,000. This proposal is contingent upon
the City providing the items listed under City Responsibilities.
City Responsibilities
1) Provide ICS access and use of the AS/400 both on-site and off-site through use of
PC/Anywhere.
2) Provide ICS access to all City utility billing information necessary to complete project,
including both electronic and hard copy.
3) Provide ICS use of the HTE Utility Billing Conversion Guide and Utility Billing Installation
Training Guide.
4) Insure that ICS will receive support from HTE for clarifying issues which may arise.
5) Insure that no file design changes will be made in either the City or HTE systems after the
purchase order has been issued.
6) Make a 10% payment at issuance of purchase order with the balance due upon delivery of
items listed as 'Deliverables'.
Deliverables
1) RPG source and object code necessary to convert the City utility billing data files to the HTE
system.
2) CLP source and object code necessary to automate the conversion process.
3) DDS source and object code of all displays and files necessary for the project.
4) Detailed documentation of the steps necessary to perform the conversion.
5) Eight hours of on-site support during actual conversion of data.
ICS warrants to the City that the analysis, programs and services to be delivered will be of the
highest quality and will be performed by qualified personnel. ICS makes no other warranties,
whether written, oral or implied.

SUBJECT: Management Information Services (MIS)
Utility Billing Conversion Contractual Services
PURPOSE
The purpose of this memorandum is to provide the Mayor and
City Council with information regarding the software conver-
sion necessary to implement HTE 's Utility Billing Application.
BACKGROUND
In conjunction with the software implementation schedule, the
Utility Billing software package is the next application to
go on-line. In the early 1990 's the City agreed to purchase
several HTE software applications for the AS/400, one of
these being Utility Billing. This conversion involves analy-
sis of both the current utility billing application and the
new utility billing application. The contracted programmer
must determine what the current information provides and then
convert (program) it to the new application after deciding
how the information/data will be managed. A computer applica-
tion conversion is a very detailed process .
HTE performs this type of work and after being contacted,
submitted a quote to do the conversion programming for
$20,400 (240 hours at $85 .00 an hour) . This, however, does
not include the analysis of the project which would have to
be undertaken by a consultant regardless . Integrated Comput-
er Solutions ( ICS) was contacted and has agreed to perform
both the analysis and programming work for a fixed fee of
$12,000. ICS ' s main principal is Carol Schambach. Her famil-
iarity and knowledge of the existing utility billing software
provides the City with a positive advantage.

' FINANCIAL IMPACT
The total expense for this project is $12 ,000. Funds had
been encumbered when the computer hardware and software were
originally purchased and are available to cover this expendi-
ture.
LEGAL IMPACT
The contract will require review.
RECOMMENDATION
Accept a contract with Integrated Computer Solutions ( ICS) to
perform the Utility Billing application conversion for
$12, 000 .
