RESOLUTION
APPROVING CHANGE ORDER NO. 2 IN THE CONTRACT WITH
SINNETT BUILDERS, INC. FOR THE CENTER CITY PARKING LOT
WHEREAS, the City of Elgin has heretofore entered into a
contract with Sinnett Builders, Inc. for the Center City
Parking Lot improvements; and
WHEREAS, it is necessary and desirable to modify the
terms of the contract as is described in Change Order No. 2 ,
attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that Richard B. Helwig, City Manager,
be and is hereby authorized and directed to execute Change
Order No. 2 , a copy of which is attached hereto and made a
part hereof by reference.

PROJECT: CENTER CITY PARKING LOT
CHANGE ORDER NO.2
SCOPE:This Change Order Number 2 covers the extra work
necessary to complete improvements to the Center City Place
Parking Lot.
The consultant for this project is Johnson, Johnson and Roy of
Chicago and the contractor is Sinnett Builders, Inc. of Elgin.
REASONS FOR CHANGE: This change order is required to pay the
costs associated with the change in scope regarding the parking
lot construction.
This change order will adjust the contract to provide for
adjustments to the approved parking lot features .
The items included in this change order were not known and were
not reasonably foreseeable at the time the contract was awarded.
SUMMARY OF CHANGES IN CONTRACT AMOUNT: The amount of the
contract will be revised as follows :
ITEM ADD
1 . Elimination of 20 feet of 12 inch storm - $1, 000 . 00
sewer and appurtenant work.
2 . Lighting modifications . $ 450 . 00
3 . Additional landscaping to replace walls $1, 119 . 00
eliminated by change order #1.
4 . Modifying handicap ramps . $ 250 . 00
5 . Additional concrete driveway pavement to $ 792 . 00
match the building line on the south side
of the alley.
6 . Conduit to facilitate removal of overhead $2 ,224 . 00
utilities .
7 . Additional sidewalk and pavers to replace $ 956 . 00
deteriorated sidewalk.
8 . Removal of excess concrete along an $1,268 . 00
existing retaining wall .
9 . Delete landscaping due weather. - $ 868 .50
10 . Cost reduction for unit pavers not matching - $ 600 . 00
as specified in the contract.

The present contract with Sinnett Builders, Inc . is for
$200,060 . 00 . By reason of this Change Order Number 2 , the 1
contract for the construction of the Center City Parking Lot
will be increased in the amount of five thousand nine hundred
forty one and 00/100 dollars ($5,941. 00) , the total contract
value being two hundred six thousand one and 00/100 dollars
($206,001 . 00) .
OTHER CONTRACT PROVISIONS: All other contract provisions shall
remain the same. 1

SUBJECT: Authorization of Change Order No. 2 , Final Payment
and Acceptance of the Center City Parking Lot
Project (CC40)
PURPOSE
This memorandum will provide the Mayor and members of the
City Council with information to consider approval of Change
Order No. 2 , final acceptance, and authorizing the final
payment for the Center City parking lot project .
BACKGROUND
The City Council awarded to Sinnett Builders, Inc . , the
contract for the Center City parking lot project on June 9 ,
1993 . Sinnett Builders , Inc . has completed the project in
compliance with the plans and specifications, as verified by
the City' s consultant for construction inspection services,
Johnson, Johnson and Roy, and the Engineering Division.
Attached for your consideration is Change Order No. 2 .
Additional items, unforeseen at that time the contract was
awarded, were necessary in order to complete the project.
These items are detailed on the attached change order but
included conduit and removal of a concrete wall .
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
None.
FINANCIAL IMPACT
The original awarded contract was $207 ,450 . 00 . By reason of
Change Order No. 1, the contract was decreased $7 , 390 . 00 to
$200,060 .00 . Approval of Change Order No. 2 will increase the
contract amount $5, 941 . 00 to $206 , 001 . 00 . Copies of Sinnett
Builders ' final invoice and Johnson, Johnson and Roy' s letter
recommending final payment are attached for your
consideration.

LEGAL IMPACT
None.
RECOMMENDATION
It is recommended that the City Council approve Change Order
No. 2 and direct staff to execute the change order document .
It is further recommended that the City Council accept the
completed project and authorize the final payment to Tri-On
Construction Co.
