RESOLUTION
AUTHORIZING EXECUTION OF AN EMPLOYMENT AGREEMENT
WITH NASAKHOUNE SIPHENGPHONE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Richard B. Helwig, City Manager, and Dolonna
Mecum, City Clerk, be and are hereby authorized and directed
to execute an Employment Agreement on behalf of the City of
Elgin with Nasakhoune Siphengphone for her services as a
community outreach worker, a copy of which is attached hereto
and made a part hereof by reference.

EMPLOYMENT AGREEMENT
WHEREAS, the City Council of the City of Elgin,
Illinois, a municipal corporation (hereinafter referred to as
"City" ) desires to employ Nasakhoune Siphengphone as a
Community Outreach Worker for the City; and
WHEREAS, Nasakhoune Siphengphone is willing to
accept appointment as a Community Outreach Worker for the City
upon certain terms and conditions; and
WHEREAS, the employment of Nasakhoune Siphengphone,
as a Community Outreach Worker for the City upon the terms and
conditions recited herein, is in the best interests of the
City.
NOW, THEREFORE, for and in consideration of the
mutual covenants contained herein, the City, and Nasakhoune
Siphengphone agree as follows :
1 . That for and in consideration of the salary
established by the City as it may be amended from time to
time, and the other terms and conditions contained herein,
Nasakhoune Siphengphone agrees to act as a Community Outreach
Worker for the City and to exercise all the powers and to
carry out to the best of her ability all the duties imposed
upon her as a Community Outreach Worker. The Community
Outreach Worker shall :
a. Provide social services to residents of the
City of Elgin with emphasis on those requiring bilingual
Lao assistance.
b. Provide translation/interpretation for
Southeast Asian victims, families and offenders as
assigned.
c. Inform Elgin Southeast Asian refugee
community of victim and witness rights and victim
compensation programs .
d. Assist with domestic violence and child
abuse cases .
e. Provide liaison and referral service with
other community agencies .
f. Conduct youth outreach and provide criminal
justice system diversion through intervention, counseling
and education.
g. Provide intercultural awareness and educa-
tion activities .
h. Maintain detailed files and records .
i . Submit monthly, quarterly and annual reports .
j . Perform other duties as assigned.
k. Begin providing services on December 6, 1993 .
2 . The City shall provide the following:
a. A monthly salary in the amount of $1,814 . 80
to be paid in equal biweekly installments .

b. All benefits currently provided to Elgin
Management Group "C" employees, except that the Community
Outreach Worker shall not be provided a 401A plan.
3 . Further, the Community Outreach Worker shall be
governed by the City' s Personnel Manual, except that the
benefits received shall be those herein identified.
4 . This agreement shall terminate at 5 : 00 p.m. on
December 31, 1994, commencing October 1, 1994; provided,
however, that this agreement shall be terminable at will upon
written notice by either party.

SUBJECT: Laotian Outreach Worker Employment Agreement
PURPOSE
This is to request the employment contract of Nasakhoune
Siphengphone, Community Outreach Worker, be extended to the
end of 1994 .
BACKGROUND
The City of Elgin has participated with the Elgin YWCA in a
grant from the Illinois Department of Public Aid since Janu-
ary of 1993 . The Elgin Police Department currently employs
Nasakhoune Siphengphone as a Community Outreach Worker under
the terms of this agreement. On September 30 , 1994 , the
current agreement with the YWCA will expire. No additional
funding is available through the YWCA for this program.
Ms . Siphengphone acts as a liaison to the Lao community. Ms .
Siphengphone works out of the juvenile division and has been
instrumental in our dealings with Laotian gangs and other Lao
community issues . Elgin has the largest population of Lao
refugees in the State of Illinois , including the City of
Chicago, with more than 3, 000 residents .
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
The Laotian community would like this program maintained.
FINANCIAL IMPACT
The contract period which the City of Elgin will enter into
with Nasakhoune Siphengphone is from October 1, 1994 through
December 31, 1994 . For that time period, the City will ex-
pend the following amount:
Community Outreach Worker Salary $5,444 .40
Fringe Benefits 2 , 357 . 25
Total Agreement Costs $7 , 801 . 65

This expenditure can be financed from anticipated savings in
the 1994 Police Department budget.
LEGAL IMPACT
None.
RECOMMENDATION
Given the importance of continuing this program, it is recom-
mended that the Elgin City Council approve the employment
agreement for Nasakhoune Siphengphone.
