Services will be provided on a time and materials basis (a copy of the current hourly billing rates is attached). The City will provide and maintain a dedicated data line with modem and communication software on a network 486 class PC to enable timely remote support. Helwig, City Manager SUBJECT: Management Information Services (MIS) Contractual Services PURPOSE The purpose of this memorandum is to provide the Mayor and City Council with information regarding data processing sup- port services . BACKGROUND Due to the resignations of two key people in the MIS Divi- sion, it has become necessary to request additional assis- tance in assuring that the MIS needs of all the City depart- ments do not become jeopardized. In addition, there are many open projects which need to be completed in order to keep departments and divisions moving forward with their tasks . The search to fill the two open positions is underway and expected to take a minimum of six weeks . However, requests continue to be made and additional assistance is necessary to maintain current operations . In order to secure immediate help, the use of outside support is being suggested. The contracts being requested are: 1 ) Enhanced/advanced follow-up training of the HTE software applications . Employees need the opportunity to become more familiar with the different applications . This in turn _will allow individuals to become more self-suffi- cient by learning more advanced aspects of the applica- tion, resulting in more effective and efficient use of time. The average cost of this training is $80 an hour for six weeks (240 hours) or $19 , 200 . 00 . With City employees becoming more proficient with the applica- tions , going directly to the vendor for questions will relieve MIS of being the sole conduit for such inquiries . I Management Information Services (MIS) September 8, 1994 Page 2 2 ) Accept a contract with Precision Systems Concepts, Inc. (PSC) based in Arlington Heights for analyst/programming work on the AS/400 . With two vacancies in the division, virtually no programming work .is being performed. De- ' partments throughout the City rely on the analyst/pro- grammer to keep the computer system running efficient- ly. Additionally there are specific programming require- ments that need to be met. This is a time and materials type of contract at $70 an hour for the estimated six weeks totaling $16 , 800 . 00 . 3) Accept a negotiated contract with BN Austin to assist the City in two areas : 1 ) Solve various departmental personal computer (PC) issues . These issues would involve communication problems we have been experiencing between the AS/400 and the PC ' s . 2 ) Assist various departments in establishing and maintaining Local Area Networks (LAN) and Wide Area Networks (WAN) . Establishment of the LAN and WAN is critical in getting PC ' s within a department as well as PC ' s from various departments to "talk" to each other. Maintaining an already established LAN will assure that processing critical information will continue. The cost for these services total $25, 600 . COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED City department and division heads . FINANCIAL IMPACT The total expense for items 1-3 is $61,600 . Funds are avail- able in the MIS Budget ($26 , 000) with the balance from sav- ings in other departmental budgets to be transferred to the MIS division through a year-end budget adjustment to cover these expenditures . Edelman a CPA who works with and consults for HTE based in Deerfield for a not-to-ex- ceed amount of $19 ,200 . 2 ) Accept a contract with Precision Systems Concept for an analyst/programmer for a period of six weeks at a cost of $16,800 . 3) Accept a $25,600 contract with BN Austin to solve cur- rent PC issues and keep City departments operational on the LAN/WAN environments .
