RESOLUTION
APPROVING LOAN UNDER THE SPECIAL BUSINESS LOAN
PROGRAM FOR BUILDING IMPROVEMENTS IN ELGIN CENTER CITY
WHEREAS, the City of Elgin and certain banks and savings
and loan institutions have established a special business loan
program for building improvement in Center City Elgin for
revitalization purposes; and,
WHEREAS, Judith Hines has submitted an application to
Union Bank for loan under the special business loan program;
and,
WHEREAS, the Union Bank has approved this loan under the
special business loan program; and,
WHEREAS, the loan is for the improvement of a type of
business located in an area of the Center City of Elgin which
meets the eligibility requirements of the special business
loan program; and,
WHEREAS, the loan application meets the general
requirements concerning type of financing, contractor bids of
the special loan program; and
WHEREAS, the loan applicant meets the qualifying
standards as set out in the special business loan program; and
WHEREAS, it is determined that funds are available for
the loan, the development plans are compatible with the Center
City development plans, and the application is in adherence to
the objectives and regulations of the program.
NOW, THEREFORE, IT IS RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that Richard B. Helwig, City Manager,
and Dolonna Mecum, City Clerk, are hereby authorized to
approve the special business program loan as set forth in the
loan approval of the Union Bank attached hereto and made a
part hereof by reference, and to make monthly interest
payments in the amount of prime plus 1 (one) percent to a
ceiling of fourteen ( 14 ) percent minus six ( 6 ) percent so long
as the borrower continues to make regularly scheduled loan
payments .

Dear Judy:
At Steve' s request, I have put together a price to replace
the lower window on the North side of the building between
the New North entrance and the East entrance. This item
was inadvertantly left out of my prior bid. To provide
and install a new window with glass as specified will cost
an additional $1,700. 00.
Also, to eliminate all demolition from my price on the new
North entrance would reduce the price by $1, 200. 00 to
$35, 200. 00.

Dear Judy:
At your request, we have put together the following prices based on
the Dahlquist & Lutzow drawings dated October 8 , 1993 .
The price for revising the entrances on the East side of the
building (elevation D) is $49, 300. 00. This price includes the
demolition of the existing store fronts, new masonry low walls,
millwork for new entrances, insulated glass, two new light fixtures,
and painting of all new work as well as existing windows above to
remain. This price does not include cleaning or repairing of the
brick, repair or painting of the pediment and cornice (could not get
good inspection of existing condition) , sprinklers, HVAC, interior
work (except at new windows) , and flooring patch or repair.
The price for revising the North elevation for the new "North
Storefront" (sketch #1, elevation A) is $36, 400. 00. This price
includes demolition of the masonry, demolition of interior framing,
new masonry low walls, millwork, insulated glass, electric light
fixture wiring and installation, interior wall framing and drywall,
ceiling demolition and repair, painting of all new work, and
insulated glass. This price does not include cleaning or repairing
of the brick, sprinklers, HVAC, or flooring replacement or patching.
The price for revising the west entrances and windows at the North
elevation is $17 , 100. 00. This price includes exposing of the
windows, demolition of the existing doors and frames, patching of
window frames, installation of new wood trim, doors and frames,
insulated glass in new millwork, and painting of all new or patched
work. This prices does not include repairing and cleaning of the
masonry, sprinklers, HVAC, interior work, or flooring.
The price for revising the South and West sides of the building
(elevation C, E, and F) is $53, 600. 00. This price includes opening
up of windows and doors, installing 10 new windows with

trim, installing new doors, replacing the stair handrails,
replacement of a section of gutter, re-route of one conduit,
standard glazing, painting of new work and previously cleaned walls,
and re-route of furnace exhaust. Not included in this price is the
cleaning or repair of the masonry, and interior work beyond patching
at windows.
None of these prices include City permits or fees. If you have any
questions or would like to go over our scope of work in depth,

SUBJECT: Application for Small Business
Loan Interest Subsidization
PURPOSE
To provide information to the City Council in order to consid-
er subsidizing interest on a loan for building improvements
made to Judith Hines by Union Bank.
BACKGROUND
As a partner with local private financial institutions
bons in the
Special Business Loan Program for Building Improvements, the
City of Elgin has subsidized interests on loans made to tar-
get area businesses . At present, the City is involved in
four such loans made for projects undertaken by center city
businesses .
In order to participate in the program, the applicant must
seek financing through and receive approval from a participat-
ing lending institution. The applicant then files an applica-
tion for the interest subsidy with the City through the lend-
er. If approved, the City will subsidize the interest rate
between 6% and Prime plus 1% ( 14% ceiling) for ten years . A
bill for the interest payment is sent to the City from the
landing institution. The borrower is responsible for the
first 6% interest.
The applicant for the interest subsidy has been approved for
a loan of $90, 000 for renovation of the buildings at 22-24
Douglas by Union Bank.

FINANCIAL IMPACT
The City would be obligated to subsidize the interest rate on
a $90,000 loan by Union Bank between 6% and Prime plus 1% (to
14% maximum) for a period of ten years . There is funding in
the Downtown Development Fund (#350) for this program.
LEGAL IMPACT
None.
RECOMMENDATION
It is staff ' s recommendation to approve participation in the
loan to Judith Hines by subsidizing the interest at the lev-
els allowed.
