RESOLUTION
ACCEPTING THE PROPOSAL OF ALFRED BENESCH & COMPANY FOR A
BRIDGE FEASIBILITY STUDY FOR NORTH LYLE AVENUE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Richard B. Helwig, City Manager, be and is
hereby authorized and directed to accept the proposal on
behalf of the City of Elgin of Alfred Benesch & Company for a
bridge feasibility study for North Lyle Avenue, a copy of
which is attached hereto and made a part hereof by reference.

SUBJECT: North Lyle Avenue Bridge Feasibility Study
PURPOSE
The purpose of this memorandum is to provide the Mayor and
City Council with the results of the feasibility
investigation of extending North Lyle Avenue by bridging
Tyler Creek, and the METRA and SOO Railroad tracks .
r BACKGROUND
By letter dated April 25, 1994, METRA advised the City that
they rejected the City' s request for an at-grade crossing of
North Lyle Ave. at the Big Timber station. METRA suggested
that the City consider a grade separation at this location.
On June 22, 1994, City Council authorized a feasibility
investigation of such a grade separation. The investigation
has been completed, with the following salient conclusions .
1 . A grade separation is feasible by initiating the bridge
structure south of Tyler Creek and extending the bridge
structure past the existing entrance to the Big Timber
Commuter parking lot.
This will require removal of the existing Tyler Creek
Bridge and the reconstruction of a portion of the commuter
parking lot.
2. No adverse environmental impacts are anticipated.
3. Costs for the entire project from Lyle Avenue to Big
Timber Road are estimated at $6, 140,000 in 1994 dollars.

NORTH LYLE AVENUE BRIDGE
FEASIBILITY STUDY
ELGIN, ILLINOIS
INTRODUCTION
In June of 1994, the City of Elgin retained Alfred Benesch & Company to prepare a feasibility
study on construction of a bridge and approach road connecting North Lyle Avenue over the
Chicago and North Western, and over the Metra Milwaukee District West Line railroad tracks
(see Exhibit 1).
Under direction by city staff to complement city needs effectively, feasibility analysis was
limited to the following:
• Engineering design
• Cost
• Obvious environmental constraints
METHODOLOGY
The design was developed using city-provided contoured aerial photography dated 1973. This
photography was supplemented by uncontrolled aerial photography from 1993, a flood hazard
floodway boundary map and visual field inspection.
The proposed roadway cross-section (see Exhibit 2) developed in consultation with the City of
Elgin linked the existing Lyle Avenue north and south, and complemented its role as a
collector in the city's street system (see Exhibit 3). In keeping with this, we used a 40 mph
design speed.
The profile and roadway alignment developed (see Exhibits 4 and 5) provided the 23-foot
vertical clearance above the railroads and cleared the floodway for Tyler Creek. The pier
spacings shown provided 12-foot horizontal clearance from the tracks and kept the piers out of
the normal water for Tyler Creek. This new road would require that a new access road be
provided to the Big Timber commuter station, since the new Lyle Avenue would be elevated.
FINDINGS
There are no obvious major environmental constraints limiting feasibility of constructing the
proposed North Lyle Avenue. One noted impact is that access to the Big Timber Metra
commuter lot would have to be revised. The obvious impact and constraint would be the
commitment of$6.1 million of city funds (exclusive of right-of-way or legal fees) with no
identified funding source.

SUBJECT: Feasibility Investigation for Lyle Avenue Bridge
PURPOSE
To provide information for the Mayor and City Council for
their consideration of an agreement with Alfred Benesch and
Co. , for the feasibility investigation of a bridge on Lyle
Avenue crossing Tyler Creek, METRA railroad right-of-way and
the CNWRR right-of-way.
r BACKGROUND
The City Council has directed Staff to pursue the at-grade .
extension of Lyle Avenue from the existing bridge at Tyler
Creek, crossing the METRA right-of-way and CNWRR right-of-way
and tying into existing Lyle Avenue at the Big Timber METRA
station.
By letter dated April 25, 1994, to Erwin W. Jentsch, METRA
rejected consideration of an at-grading crossing and
suggested that the City consider a grade separation.
Preliminary investigations indicated that a bridge grade
separation was not possible. Alfred Benesch and Co. was asked
to review the site and render an opinion.
Alfred Benesch has concluded that a bridge may be feasible if
initiated south of Tyler Creek (existing bridge would need to
be abandoned and removed) and extended to Big Timber Road.
Alfred Benesch has submitted a proposal not to exceed $5,000,
to confirm the geometric feasibility of a bridge, and to
provide order of magnitude cost estimates.
FINANCIAL IMPACT
r A feasibility study has been proposed by Alfred Benesch and
Co. at a cost not to exceed $5,000. No moneys were
specifically budgeted in 1994 for the Lyle Avenue Railroad
Crossing project, however, monies will be made available in
the General Engineering budget through cost savings during
the year.

LEGAL IMPACT
An agreement will require legal review and funds must be
appropriated.
RECOMMENDATION
It is recommended that the City Council approve an agreement
with Alfred Benesch & Co. for a feasibility study for a
bridge on Tyler Creek crossing the METRA and CNWRR
rights-of-way.

SUBJECT: Lyle Ave. Grade Crossing
Please reference your request for a cost estimate to provide a
grade separation of Lyle Ave. over the METRA tracks.
I am unable to provide an estimate of cost as requested without
a feasibility investigation. A cursory review of the grade
separation elevations required, the close proximity of Tyler
Creek and Big Timber Rd. , would indicate that a substantial
structure, not unlike the Randall Road bridge over Tyler Creek
and the two railroad rights-of-way, would be required.
Again, from a cursory observation, I do not believe a grade
separation structure would be feasible. I believe a more
detailed feasibility investigation would cost less than $5,000
from which an order-of-magnitude cost could be obtained.
We have currently selected Alfred Benesch & Assoc. , as our
bridge inspection engineers for this year. I will request of
them a proposal to accomplish the above feasibility
investigation and cost estimate.

Dear Mr. Jentsch:
We have completed our review of your request to extend Lyle Avenue
across Metra tracks and find that with the increase of train
service to Big Timber this would have the potential of creating a
hazardous and dangerous situation. It would add additional
liability for accidents and added yearly maintenance costs of
approximately $500,000.
For these reasons we must decline your request for an at grade
crossing and strongly suggest you consider a grade separation. •

RE: Bridge Feasibility Study for North Lyle Avenue
Dear Mr. Kristiansen:
Alfred Benesch& Company is pleased to submit this proposal to explore the feasibility of
constructing a bridge and approach road connecting North Lyle Avenue over the Chicago and
North Western and Metra Milwaukee District West Line railroad tracks. This new bridge will
accommodate North Lyle Road's future role as a main collector in the city's street system.
Our understanding of the project is as follows:
• the limits of the project are from Big Timber Road on the north to just south of
Tyler Creek on the south;
• this new connection will consist of approach roadways on the north and south,new
structure over the two tracks of the Metra Milwaukee District West Line and the
single Chicago&North Western track and possibly replacing the existing bridge
over Tyler Creek.
• a 23 foot vertical clearance is required over the railroad tracks; and
• no major intersection work(i.e. no signals at Big Timber Road) is required.
The feasibility study will investigate the following:
• profile that satisfies the clearance requirements;
• approximate span length of the structure, depth of the structure and cost of the
structure;
• estimated cost of the approach roads;
• right-of-way requirements;
• construction limits; and
• any constraints on construction observed in our field visit, i.e. houses, crossroads,
etc.
The information and assistance we will require from the city is as follows:
• the typical road section required in the City of Elgin;
• current aerial photos with one foot contours;
• floodway map for Tyler Creek; and
• assistance with right-of-way and cost of taking right-of-way.

Alfred Benesch&Company will receive renumeration for its services on this project based upon
direct salary expense incurred plus 190% for administrative overhead,payroll burden and fee.
Also, all reimbursable expenses will be billed at cost. Invoices on theis project will be scheduled
every four weeks with payment due within 30 days. At this time,we estimate the total cost for this
project will be$5,000. If we find that our cost will exceed this amount, we will promptly notify
you with an estimate of the additional cost.
Services not included in this fee are:
• hydraulic analysis of Tyler Creek;
• attendance at or preparation of materials for public meetings;
• environmental inventory;
• detailed cost estimate; and
• geotechnical analysis.
If the above terms are acceptable to you,please have a copy of this letter executed by the proper
official in the space provided below and return it to us for our records.
