Helwig, City Manager, be and is hereby authorized and directed to submit a grant application to the Illinois Department of Transportation for construction of a bike path in the Elgin Sports Complex and through Elgin Community College. Grant Request for Bike Path PURPOSE The purpose of this memorandum is to request Council author- ization to apply for a 1994 Intermodal Surface Transportation Enhancement Act ( I .S.T.E.A. ) Grant. BACKGROUND In order to leverage additional grant funding for the bike path through the Sports Complex, the City of Elgin Department of Parks and Recreation proposes to submit a grant applica- tion for funds available through the Intermodal Surface Trans- portation Enhancement Act. The I .S .T.E .A. program focuses on non-vehicular transporta- tion programs . The City received a grant under this program for Historic District decorative lighting last year. A bike path through a park qualifies if it is part of a comprehen- sive trail system or links a variety of destination points . In order to make the application competitive, it is proposed that the path be extended beyond what is currently under construction at the Elgin Sports Complex. The logical exten- sion would be west across McLean Boulevard to Elgin Community College (with future connections east across the river and west to the Otter Creek Greenbelt) . The current projected bike path cost within the Sports Com- plex only is $131, 800 (50% from the City and 50% from the Illinois Department of Conservation) . The total cost of the new proposed bike path is $192,000 which includes extending the path to Elgin Community College (and increase the costs for the existing trail) . Funding from the proposed I . S.T.E.A. grant would cover 80% of the cost or $153,600 . The remaining 20% would be borne evenly by the City and the Illinois Department of Conservation. 1994 I .S .T.E .A. Grant Request May 19, 1994 Page 2 FINANCIAL IMPACT The matching funds up to $19,200 will be coming from the existing bike path budget item ($131 , 800) of the Soccer Com- plex Development project (a $920, 460 improvement already funded 20% by State grant) . If the I .S .T.E .A. grant is ap- proved, funding for the bike path within the Sports Complex and in ECC will be: I . S.T.E.A. Grant ( 80%) $153, 600 Dept. of Conservation Grant ( 10%) 19, 200 City of Elgin ( 10% ) 19 ,200 $192 , 000 Again, the City' s portion is already funded from the 1992 bond issue for Sports Complex Development . LEGAL IMPACT None. RECOMMENDATION It is recommended that staff be authorized to apply for the I . S.T.E .A. Grant for the bike path at the Sports Complex to Elgin Community College and that the City Manager be author- ized to sign appropriate documents . Respectfully submitted, Richard B.
