Agenda Item No.
August 5, 1993
TO: Mayor and Members of the City Council
FROM: Larry L. Rice, City Manager
SUBJECT: Request to Donate Metal Shed at Rear of South Grove
Commonwealth Edison Substation to the Illinois
Railway Museum
PURPOSE
A request was received from the Illinois Railway Museum
to donate the metal shed at the rear of the former Common-
wealth Edison substation on South Grove Avenue to the Illinois
Railway Museum.
BACKGROUND
The City purchased 190 South Grove Avenue as part of the
South Grove Avenue TIF District project. The building will be
demolished unless an adaptive reuse is established for the
site. Even if a reuse is identified for the existing build-
ing, it is doubtful that the shed would be incorporated into
the reuse. The museum has agreed to be responsible for the
removal of the shed and to indemnify the City while their
representatives are working on City property.
FINANCIAL IMPACT
There is no cost to the City if the shed is removed by
the Illinois Railway Museum.
RECOMMENDATION
Donate the metal shed at the rear of the building located
at 190 South Grove Avenue to the Illinois Railway Museum.

Dear Mr. Malm:
IRM would like to obtain, from the city of Elgin, the historic former Chicago
Aurora and Elgin substation building located on S. Grove. The portion we
want is the steel building attached to the rear of the brick former Commonwealth
Edison building. We do not want the brick substation.
The steel building housed the rotary converter for the C.A. & E. , necessary
to make the 600V D.C. used to propel the cars. It was of a special design
and size to fit all the apparatus, and was used at several similar installations.
It was made to be taken apart and moved. IRM personnel would disassemble
it and move it to Union.
As a matter of interest, the brick structure was an earlier building to
house the 600 V conversion equipment for the Elgin streetcar lines.
I trust that you will act favorably on our request to save this historic
building and place it in a proper environment. Feel free to call me at
my office for further discussion - (708) 665-3333.
Sincerely,
ILLINOIS RAIL MUSEUM
