July 22, 1993 MEMORANDUM TO: Mayor and Members of City Council FROM: City Manager SUBJECT: 1993 Radio Equipment PURPOSE: The purpose of this memorandum is to obtain Council authorization to purchase our 1993 radio equipment from Motorola Inc. eft BACKGROUND: Included in the 1993 Budget is over $42,000 for a variety of radio equipment (mobiles, portables, remotes, etc. ) . Although much of the equipment is for our Police Department, there is equipment for Fire, Code Enforcement, and various divi- sions of Public Works and Water. Because of the City's substantial investment in our Public Safe- ty Communications System (currently valued over $1,450,000) , staff continues to believe that it is in the City's best inter- ests to continue our long standing policy of negotiating for the purchase of Motorola radio equipment in order to ensure compati- bility and to facilitate both operational use and maintenance of the system. Negotiations have been completed, and the results of our negotia- tions are detailed in Motorola's attached proposal. It is noted that: 1. For the items that are still negotiated (Items A-D) , the total negotiated amount for the equip- ment reflects a 11.4% discount from Motorola's current "'USER" Prices, which are defined as their normal list prices . 2 . Several of the items have become available through the State of Illinois Joint Purchasing Program, and those mobiles, pagers, and remotes (Items E-J) are being purchased at the current State contract prices. Memo to Mayor and Members of City Council Page 2 July 22, 1993 FINANCIAL IMPACT: There is a total of $26,890 specifically set-aside for this purchase of our 1993 radio equipment needs in the various capital budgets of the Police, Fire, Code Enforce- ment, Public Works, and Water Departments as well as another $15, 115 available in the Drug Asset Forefeiture Fund for the balance of the Police Department radios . The following summary compares Motorola's "USER" List Prices, the 1993 available funds, and the final negotiated amount includ- ing installation costs . Motorola's "USER" List Prices $43, 397 . 00 1993 Total Available Funds $42,005. 00 Final Negotiated Amount including installation $39, 959 . 00 RECOMMENDATION: The recommendation is to award a contract to Motorola Inc. for the negotiated amount of $39,959 . 00 for the radio equipment.
