RESOLUTION
ACCEPTING THE PROPOSAL OF BN AUSTIN FOR
UPGRADING COMPUTER SOFTWARE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Larry L. Rice, City Manager, be and is hereby
authorized and directed to accept the proposal on behalf of
the City of Elgin of BN Austin for upgrading computer
software, a copy of which is attached hereto and made a part
hereof by reference.

Dear Carol:
Please accept this letter as BNAustin's offer to assist the City of Elgin with it's
Client/Server Integration Project wherein end users access distributed data residing on
both the AS400 and a network database server via a local area network. The user interface
to the variety of data is accomplished via AUSTINVUE, a client/server application set
developed in a Microsoft Windows environment utilizing Gupta's SQLWindows
application development tools. Implemented for municipal governments, the customer
specific applications are open ended but typically include a master address/customer
application, document imaging (display and file management) and geographic information
system (not available in Illinois until Sept. 1993). AUSTINVUE applications (front ends)
can utilize most SQL RDBMS's including Oracle, SQLBase, SQLServer, Informix,
AS400, and DB2 in networked environments. Elgin's implementation will also incorporate
a Code Enforcement Application previously developed.
As part of this project, certain network changes are required not only to support this
software environment but to provide for projected future network expansion in the most
cost effective manner. A future conversion to Ethernet maybe warranted to lower
additional node costs but can be deferred. The proposed Novell network provides the
most widely used and best supported network environment on the market today.
An AUSTINVUE license for a single workstation is $8,000 including the database engine
or $25,000 plus $500 per workstation for a site license and includes the SQLBase network
RDBMS. For customers who have already acquired an alternate RDBMS, BNAustin will
substitute the appropriate router/gateway at no charge. Maintenance is $500 per
workstation per year (not to exceed $25,000 per year) and covers all AUSTINVUE
applications, imaging engines, BNAustin provided RDBMS, and router/gateways thereby
combining a well integrated technical solution with a straightforward, single vendor
relationship. Our proposal includes a $5,000 credit against the AUSTINVUE license for
the single user software purchased earlier this year by Elgin.

BNAustin is an authorized developer and reseller for both GUPTA (SQLBase and
SQLWindows) and Oracle. By the very nature of this project, it is anticipated that
additional application development and other services will be requested by the City of
Elgin. The network is designed to accommodate on going and remote support. Customer
specific applications can be developed on either a fixed price or time and materials basis.
Standard billing rates are attached.

SUBJECT: Upgrading of computer software
PURPOSE: The purpose of this memorandum is to provide the Mayor and
Council with information to consider the upgrading of our computer
software to allow for easier access to various types of information
such as images and maps as well as text.
BACKGROUND: As the City grows, so does the volume of information
required to keep the City running smoothly. This information is in
many different forms, including text, images, maps, etc. In
addition, the information resides not only on the City's main
computer system, but also on various personal computers throughout
the City. To receive the maximum benefit from a computer system, the
information must be easily accessible by users regardless of the type
or location of information. The environment which provides for this
type of operations is known as a 'client/server' environment.
In February of this year, the Council had the opportunity to see a
demonstration of a client/server application. This particular
application involved the integration of code enforcement data
residing on the AS/400 computer with images pertaining to that
particular code enforcement case. It further provided for access to
our geographic information system (GIS) for the purpose of
identifying where this case occurred. This is just one example of a
functional client/server application.
The attached proposal from BN Austin includes all costs required to
put this client/server environment on ten workstations. The cost to
include additional workstations is $500 per workstation. As
applications are developed for this environment, there will be a
development charge per application - not per workstation.

Financial Impact: The 1993 budget includes a total of $134 , 135 in
account 601-4800-796.92-50 (projects 209801 & 209803) for the
upgrading of the City computer system. In May, $75, 522 was used for
upgrading of the AS/400 computer system leaving a balance of $58, 612
for the client/server environment.
Recommendation: The recommendation is to enter into a contract
with BN Austin for an estimated cost of $35, 350 to implement a
client/server environment.
