Warzyn Inc. (Warzyn) welcomes the opportunity to submit this proposal to the City of Elgin for the performance of a Phase II Environmental Assessment of the following six properties: • 216 Brook Street • • 115-119 Kimball Street • 200-232 Douglas Avenue .• 205 Kimball Street • 207 Kimball Street • • 225.North Grove Avenue The objective of the Phase II Investigation is to identify whether environmental concerns exist with regard to various identified features or potential issues at each of the sites. It is not the intent of the scope of work to define the extent or magnitude of environmental issues, or to develop cost estimates for remediation. Additional investigative activities, beyond those within the work scope provided in this proposal, would be required to provide this information. The exception to this is that Warzyn will provide cost estimates for asbestos removal with regard to demolition of site buildings. SCOPE OF WORK Warzyn has completed it's Phase I site assessments and discussed the findings of this work with the City of Elgin. Additionally, we have reviewed the October 21, 1992 memorandum from Ray Moller to Larry Rice. On the basis of this information, Warzyn has recommended investigative activities to define possible surface and subsurface soil contamination, or other potential environmental concerns, at the properties. For the purpose of this proposal, Warzyn has assumed that a certain number of soil samples will be collected in some identified investigation areas. If contamination is detected during performance of the soil borings, additional borings may be required to define the extent of contamination. This will be discussed with the City of Elgin, and additional borings will only be performed upon the City's authorization. Additional drilling and sampling is not included within this work scope. This sampling scope of work is based upon existing site information. It is assumed that all tasks will be performed consecutively, and/or concurrently, that exterior soil borings will not be performed through concrete, and that no patching or repairing of the surface will be required. Borings will be backfilled with bentonite cement (refer to the attached Protocol for Split-Spoon Sampling of Subsurface_Soils). If unexpected conditions are encountered during the field investigation program, some modifications may be made to the sampling program or analyses. If a notable increase in the project budget would result from these modifications, this will be discussed with you prior to initiation. The drilling program assumes that encountered soils will not be unusual in characteristic, such as containing large pieces of concrete, numerous rocks or metal objects. • DATA ASSESSMENT Upon receipt of analytical results, this data will be reviewed in association with previous site information, and an evaluation made of identified contaminant and ACM distribution. This will document the type, location, and concentrations of - contaminants, the amount of ACM, and provide an interpretation of this information with regard to overall site issues and conditions. PROJECT REPORT A project report will be provided to the client for each of the investigation sites. - These will document the performance of the sampling program and the ACM survey, and provide field and analytical results. Analytical results will be summarized in tables and discussed with regard to potential environmental • concerns. Soil boring logs for locations investigated will describe subsurface. conditions at the property. The conclusions of the Data Assessment effort will be included, and recommendations provided regarding the need for additional work. if appropriate. • SCHEDULE AND COST ESTIMATE Warzyn proposes to conduct this Phase II Assessment on a lump sum basis in accordance with the enclosed Warzyn Inc.Work Order. Cost estimates' • for this project are provided assuming standard lab turnaround time (3 to 5 weeks). If a quick turnaround of 1 to 2 weeks is requested, analytical costs may be 2 to 3 times normal costs. For budgeting purposes it has been assumed that Warzyn will perform investigations of all the identified sites, and that this work will be performed concurrently at all sites. Effective scheduling of this project will be important in controlling the budget. It is assumed.the City of Elgin will formally notify all occupants of the investigative activities, and obtain permission for access. Upon authorization to proceed, Warzyn will provide a general schedule for all work to the City of Elgin. It is assumed the City of Elgin will coordinate this schedule with all occupants, and ensure that tenants provide necessary access to all areas. It must be understood that because of the nature of field work, an exact schedule will not be possible. Tenant-related delays experienced by Warzyn could impact the project budget and will not be the responsibility of Warzyn. CLIENT RESPONSIBILITIES • Right-of-access to the properties will be provided by the City of Elgin. Portions of several properties were inaccessible during Warzyn's Phase 1. It is assumed • that areas in which Phase II activities are to occur, the City of Elgin will ensure • that adequate accessibility is provided in which to conduct the activities. A. representative of the owner or current tenant should be available onsite at the time of each site visit, unless other arrangements have been made. Information collected during the assessment will be maintained as confidential- unless Warzyn is required to disclose such information by law. S PROTOCOL FOR HAND AUGER SAMPLING OF SHALLOW SURFACE SOILS Surface soil sampling is performed using a stainless-steel soil auger with stainless-steel extension handles. As samples are collected, they are visually observed for soil type according to American Society of Testing and Materials (ASTM) standards (ASTM:D 2488-84) and the presence of unusual characteristics or staining potentially indicative of.contamination. Similarly, soils are screened for the presence of volatile organic compounds (VOCs) using a photoionization detector (PID). VOCs are common components of a variety of environmental contaminants, including industrial solvents, petroleum products and a wide range of other industrial compounds. The PID is also used to monitor ambient air concentrations at the borehole and within the work zone during the hand auger sampling, in accordance with •Warzyn's Site Safety Plan. Personal protective equipment is utilized by sampling personnel, as specified in the Site Safety Plan. To avoid cross contamination, the auger bucket and handles are decontaminated prior to initial use at the site and between sampling locations. This procedure includes a soap and water or trisodium phosphate (TSP) wash, followed by a triple distilled or deionized water rinse. Samples are transferred from the bucket auger to laboratory-clean, glass sample jars and labelled with the sample designation, location, date and sampler. Collected samples are preserved on ice and shipped to Warzyn's Analytical Laboratory in Madison, Wisconsin. Warzyn standard chain-of-custody procedures are followed regarding the shipment and receipt of samples. . Displaced soils generated during the sampling procedure are returned to the borehole to avoid distribution to other surface areas. • PROTOCOL FOR SPLIT-SPOON SAMPLING OF SUBSURFACE SOILS • Subsurface soil samples are collected by performing soil borings at selected locations at the site. Soil borings are performed using hollow stem auger (HSA) and split-spoon sampling techniques. Soil samples are collected at 2.5 foot intervals from 0 to 10 ft, and at 5 ft intervals thereafter to the borehole bottom, in accordance with American Society of Testing and Materials (ASTM) standards (ASTM:D 1586-84). A standard 2-inch OD split-spoon sampler is used for collection of soil samples. The drilling is directed by Warzyn's Site Geologist,' who logs geologic materials encountered during drilling, field screens auger cuttings and soil samples, and observes the drilling activities and supervises sample collection. As samples are obtained in the field, they are visually classified by Warzyn's Site Geologist in accordance with ASTM:D 2488-84. Sample lithology is recorded using the Unified Soil Classification System. Soil boring logs, documenting soil types and subsurface conditions, are completed by Warzyn's site representative. Actual borehole depth and selection of soil samples for analysis are based upon • instrument screening,visual observation and odor. Drill cuttings and liquids generated are left at the borehole. When required by site conditions, these spoils are contained in 55-gallon, steel drums. When completed, borings are backfilled with bentonite cement. The split-spoon sampler is cleaned between samples to minimize cross contamination. The cleaning.procedure consists of a soap and water or trisodium phosphate (TSP) wash, followed by a triple rinse with deionized or distilled water. To avoid cross_contamination between soil borings, drilling augers are steam cleaned between holes. In accordance with Warzyn's Site Safety Plan, a photoionization detector (PID) and explosimeter are used to monitor ambient air concentrations at the borehole - and within the work zone during drilling. The PID is also used for field screening soil samples for the presence of volatile organic compounds. Personal protective equipment is utilized by site personnel during performance of sampling activities, as specified in the Site•Safety Plan. Soil samples are placed in laboratory-cleaned glass jars and labelled, identifying sample number, location and date, and sampling personnel. Samples submitted for analysis are preserved on ice and shipped in a cooler overnight to Warzyn's analytical laboratory in Madison,Wisconsin. Rice, City Manager SUBJECT: Phase II Environmental Assessment for Six Sites Located on Kimball Street PURPOSE: The purpose of this memorandum is to advise the City Council that staff has received a proposal from Warzyn, Inc. for Phase II Environmental Testing at six properties along Kimball Street that the City intends to purchase as part of Othe Kimball Street widening and improvement project. BACKGROUND: The proposal submitted by Warzyn deals with the follow- ing properties : . 216 Brook Street . 115-119 Kimball Street . 200-232 Douglas Avenue . 205 Kimball Street . 207 Kimball Street . 225 North Grove Avenue The objective of the Phase II investigation is to identi- fy whether environmental concerns exist with regard to vari- ous identified features or potential issues at each of the sites. It is not the intent of the scope of work to define the extent or magnitude of environmental issues, or to devel- op cost estimates for remediation. Additional investigative activities, beyond those within the work scope provided in this proposal, would be required to provide this informa- tion. The exception to this is that Warzyn will provide cost estimates for asbestos removal with regard to demolition of site buildings. 411 Warzyn has completed its Phase I site assessment and discussed the findings of this work with the City of Elgin. Additionally, Warzyn has reviewed the October 21, 1992 memo- randum from Ray Moller to Larry Rice. This will be discussed with the City of Elgin, and additional borings will only be performed upon the City's authorization. Additional drilling and sam- pling is not included within this work scope. A project report will be provided to the City for each of the investigation sites . These will document the perfor- mance of the sampling program and the ACM survey, and provide field and analytical results. Analytical results will be summarized in tables and discussed with regard to potential environmental concerns . Soil boring logs for locations inves- tigated will describe subsurface conditions at the property. The conclusions of the Data Assessment effort will be includ- ed, and recommendations provided regarding the need for addi- tional work, if appropriate. Warzyn is the only firm that the City solicited a quote from for this work. Council may recall the problems encoun- tered with another contractor when quotes were obtained for the Phase I assessments for these properties. Staff is currently involved in the process of screening statements of qualifications for other environmental testing firms so that quotes from other firms may be obtained for future projects . A standardized contract has been developed • and interviews with additional firms will take place soon. In order to maintain progress towards the acquisition of the Kimball right-of-way in a timely fashion, staff recom- ' •Mayor and Members of the City Council November 24, 1992 Page 5 mends that the City continue its relationship with Warzyn on the project. FINANCIAL IMPACT: Lump sum cost of $51, 882 . In addition, it is anticipat- ed that funds will be required to reimburse the owner of the six properties for the disposal of contaminated subsurface material that will be generated as a result of the testing. Estimate for the disposal costs are being prepared at this time.
