RESOLUTION
ESTABLISHING FEES FOR THE USE OF THE HEMMENS MEMORIAL BUILDING
WHEREAS, the Hemmens Building Advisory Committee of the
City of Elgin has recommended that the fees and charges
heretofore established for the use of the Hemmens Memorial
Building be revised; and
WHEREAS, the City Council of the City of Elgin concurs in
the recommendations of the Hemmens Building Advisory Committee
for the year 1995 .
NOW, THEREFORE, BE 'IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS :
Section 1 . That from and after January 1, 1995 fees and
charges for the use of the Hemmens Memorial Building shall be
in accordance with the following schedule:
I . Auditorium
Base rental for actual performance shall be as follows :
1995
Show. Time (Mon. -Thurs . ) $390
Show Time (Fri . -Sun. ) $445
( 3-Hour Block of Time)
Additional time shall be prorated.
Second Performance Same Day (Mon. -Thurs . ) $145
Second Performance Same Day (Fri . -Sun. ) $182
Performance time shall include set changes,
intermission(s) and curtain calls . The Building
Operations Manager shall make the final determination
as to the time of a performance in the case of a
disagreement. Included in base rental charge shall
be: Lobby, ticket booths, coat rooms, rest rooms, two
dressing rooms, two meeting rooms, and custodial
services after the event.
II . Exhibition Hall
Base rental shall be as follows :
1995
Show Time (Mon. -Thurs . ) $390
Show Time (Fri . -Sun. ) $495
(6-Hour Block of Time)
Additional time shall be prorated.

One/Half of Exhibition Hall
Show Time One/Half Full Hall Rate
Personnel working the event shall be additional . Base
rental shall include lower coat rooms, rest rooms, and
sound system and also includes custodial services
after the event.
III . Rehearsal Room
Base rental shall be as follows :
1995
Rehearsal Room (Mon. -Thurs . ) $ 17 . 50 Hr.
Rehearsal Room (Fri . -Sun. ) $ 29 . 75 Hr.
Base rental shall include custodial services after the
event. There shall be a minimum of three hours .
IV. Entire Building
Rates for the rental of the entire building shall be
as follows :
1995
Show Time (Mon. -Thurs . ) $705
Show Time (Fri . -Sun. ) $830
(6-Hour Block of Time)
Each additional hour of time shall be prorated.
V. Rehearsal and Move-In/Out Charge
Non-performance use of the Auditorium and/or
Exhibition Hall such as moving-in/out, set-ups, or
rehearsals shall be as follows :

NOTE: The above equipment rates do not include the cost of
the operation. Except where otherwise indicated,
the rates are on a per show basis .
Under normal use, clean up service is included in
the base rental . However, at the discretion of the
building manager, sponsoring organizations will be
assessed for clean up service when the building is
left unusually messy or dirty.

SUBJECT: Building Rates for 1995
PURPOSE
The Hemmens Advisory Board requests City Council approval of
Hemmens rental rates for 1995 .
BACKGROUND
As we approach the time designated for booking 1995, Hemmens
• staff would like to propose building rates for that year so lessees
are aware of the potential cost of rental when they book the facility.
Attached are the rates already set for 1993 and 1994 , as well as
the proposed 1995 rates . The increase for 1995 is approximately 4%
over the 1994 rates, with the exception of labor, which is tradition-
ally 5% to keep up with the cost of wage increases.
Also included are 1993, 1994, and 1995 rates for the portable
sound system. We have never charged for this system, but it is being
requested more frequently, and lessees should be charged accordingly.
FINANCIAL IMPACT
Hemmens rental 1995 revenue should increase approximately 4%
over 1994 revenue with the implementation of the proposed rates .
RECOMMENDATION
Hemmens Advisory Board recommends City Council approval of the
proposed 19 emmens rental rates.

SUBJECT: Amended Agreement for Nevada Landing
The City Council is aware that Elgin Riverboat Resort
(Nevada Landing) has entered into an agreement with Hyatt
Development Corporation to work together on the development
of the riverboat gaming facility in Elgin. This action re-
quires the consent of the City Council under the terms of our
development agreement.
Attached is a' resolution approving the sale of 50% inter-
est under the development agreement to the Hyatt Development
Corporation.
FINANCIAL IMPACT
There is no cost to the City for this action. Potential-
ly the size and scope of the operation will be larger due to
the involvement of the Hyatt Development Corporation.
RECOMMENDATION
The City Council is asked to approve the attached resolu-
tion consenting to Elgin Riverboat Resort assigning 50% of
its interest to the Hyatt Development Corporation.
