APPOINTING MARTIN GREGORY AS CITY TREASURER
OF THE CITY OF ELGIN
WHEREAS, the Mayor and members of the City Council concur
in the appointment of Martin Gregory as City Treasurer.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that Martin Gregory be and is hereby
appointed to the office of City Treasurer of the City of Elgin
with all power, authority and duty of the office of City
Treasurer, as established by the statutes of the State of
Illinois and ordinances of the City of Elgin.

SUBJECT: Treasurer - Acting Finance Director
The appointment of the finance director is made by the city
manager. See Elgin Municipal Code, 1976, ch. 2 . 36 . The
treasurer is appointed by the mayor with city council
approval . See Elgin Municipal Code, 1976, ch. 2 . 16 . 010 . A
resolution is attached.

SUBJECT: Retirement of Jim Bolerjack
Yesterday Jim Bolerjack told me that he would be retir-
ing effective December 26th, as the City' s Finance Director
and City Treasurer. His decision came as a surprise, and he
will certainly be missed.
Jim has been with the City for more than 36 years, join-
ing the staff as Chief Accountant in October of 1956 - and
becoming the City' s Finance Director/Treasurer in 1959 . His
33 years as Finance Director have been marked by a number of
improvements in our accounting, automation, and financial
control operations . In particular, Jim has coordinated the
annual issuance of the City' s revolving bonds while maintain-
ing our AA bond rating in close coordination with our Bond
Counsel and consultants . This is no small accomplishment
given restrictions imposed by the 1986 Tax Act as the City
has moved aggressively in its capital development program.
I first met Jim at a golf outing in Highland Park in the
;l.id-1970 ' s and have enjoyed his pleasant disposition and
appreciated his thoughtful comments during our past three
years of working together. Jim will be missed.
As I recruit for a new Finance Director, Assistant Fi-
nance Director Martin Gregory will serve as the Interim Direc-
tor. The City Council may wish to appoint Marty also as
Interim City Treasurer to handle the check issuing responsi-
bilities .

It has been my privilege serving the citizens of Elgin and the
many city councils and city managers over the past 36 years . As
the current senior finance officer in the State of Illinois (time
of service - not age) and the longest time served as the City
Treasurer in Elgin ' s history, I feel the need to redirect my
goals and activities by retiring from the City of Elgin effective
December 26, 1992 .
This does not change my affection for the City nor the citizens
of Elgin. The City' s ethnic, religious, economic and age mix
along with the variety of services provided by the City has made
my time with the City personally gratifying.
Much has happened during my years with the City. The debt rating
was upgraded to AA by the rating agencies, national awards for
financial reporting, the boundaries have tripled, the population
has almost doubled, almost all infrastructure has been replaced
or improved, civic center development, water system rebuilt, all
new fire stations and the park system vastly improved.
Computerization was introduced in the early 1960 ' s with state and
national recognition in the 1970 ' s and 1980 ' s for systems
developed in-house as a comprehensive integrated financial system
on computers less sophisticated than today' s technology. Many
times ideas that we suggested to IBM and other computer companies
were deemed impossible, we accomplished them anyway. Investment
programs were developed for the first time in 1960 and improved
as staff was available earning over $68, 000, 000 for the City
during these many years to reduce property taxes and lower fees .
These services and improvements were assisted by excellent
Finance Department personnel over the years . Until recently, we
were able to increase staff when necessary or in times of reduced
activity also reduce staff, which was done in the early 1980 ' s .
My concern for the City when accounting activities exceed staff
capabilities can not be measured in dollars alone but by
reputation. Possibly by my leaving at this time, staff will be
provided to meet the needs of the City. Arbitrage, IRS
regulations, tracking bond proceeds to assure debt service
compliance, conversion to HTE software in a way that controls are
established front-end, investment program enhancements and
general activity are all good reasons to reorganize the
department. However, it accomplishes very little when each
staff member is required to wear many hats, especially hats
unrelated to finance operations .
The City has gained the respect of municipalities throughout the
State of Illinois and nationally from financial reports to
computerization. My hope is that Elgin will retain this
reputation.
I will complete as many of the legal requirements as possible for
this year end, so that an orderly transition can take place when
I leave. It will be necessary for the City Council to replace
the City Treasurer ' s position and select an auditor to verify
cash and investments . Upon your selection of the City Treasurer,
I will assist in getting a new signature plate to avoid hand
signing the hundreds of checks that will be issued after I leave.
It takes approximately two weeks for delivery according to the
company servicing the check signer.
I am requesting to take my three personal days as well as payment
for the balance of accrued vacation days and twenty of the
approximate 350 unused sick days . I also wish to take my free
early retirement hospitalization for the next two years .
If there are any questions regarding these matters, I will be
happy to respond. I wish to thank the many city councils for the
nine appointments as City Treasurer and I particularly wish to
thank this Mayor and City Council for your many years of
friendship and support.
