RESOLUTION
AUTHORIZING EXECUTION OF A PURCHASE OF SERVICE AGREEMENT WITH
THE CENTER .CITY DEVELOPMENT CORPORATION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that George VanDeVoorde, Mayor, and Dolonna Mecum,
City Clerk, be and are hereby authorized and directed to
execute a Purchase of Service Agreement on behalf of the City
of Elgin with the Center City Development Corporation for the
promotion and marketing of the center city, a copy of which is
attached hereto and made a part hereof by reference.

PURCHASE OF SERVICE AGREEMENT
CITY OF ELGIN, ILLINOIS/CENTER CITY DEVELOPMENT
CORPORATION
WHEREAS, ON THIS /St day of KAIIIL
1992, the City of Elgin, Illinois, a municipal corporation
(hereinafter referred to as CITY) , and the Center City
Development Corporation an Illinois not-for-profit
corporation (hereinafter referred to as DEVELOPMENT
CORPORATION) , do hereby enter into an agreement for the
purchase of certain services;
NOW, THEREFORE, in consideration of the mutual promises
contained herein, and other good and valuable consideration,
the receipt and sufficiency of which is hereby acknowledged,
the parties hereto agree as follows :
CITY OBLIGATION
The City does hereby agree to pay the Development
Corpora- tion the sum of $8,000, upon submission by
Development Corpora- tion of invoices for work completed to
the Purchasing and Finance Departments of the City. Work
completed shall be in relation to the activities spelled out
under the Development Corporation By-Laws and the 1992 goals
of the organization.
DEVELOPMENT CORPORATION OBLIGATIONS
Development Corporation shall promote and market City' s
Center City area through the 1992-1993 publication of a
business newsletter, radio, television and newspaper
advertising, programs for special events and activities, and
real estate appraisals for the development of a real estate
projects in City's Center City in 1992/1993 . Such services
and activities shall include: 1) The promotion and marketing
of Center City events during the summer of 1992; 2 ) The
development and printing of posters, flyers and newspaper
advertising for these summer events. Marketing kits,
addressing Center City issues, will be prepared for printing
in August 1992 . These are to be used as a business to
business newsletter, as well as a community marketing tool .
3) The purchasing of services from local appraisers to
appraise properties selected by the City through the Center
City Development Corporation Board of Directors as
investigative work for the development of real estate
projects for the summer and fall of 1992 . Also included in
these services may or may not be the use of local contracting
agencies for investigative work, HVAC systems, plumbing,
roofing, brick work, exterior repair or interior repair of
properties; 4 ) Support of a facade cleaning program
implemented by the Development Corporation. The program
provides rebates to the participants for the cleaning of the
building, exterior services and updating signage on Center
City properties .
The Development Corporation shall provide, at the
request of the City, a description of the service or activity
provided by the Development Corporation, the date such
services or activities were rendered and, if applicable, the
names of the principal persons involved with the projects .
APPROVAL
This Purchase of Service Agreement and the services and
compensation described herein is hereby approved by the City
and the Development Corporation. This Purchase of Service
Agreement as executed for 1992 , shall in no way obligate
either party for any such agreements in the future.

SUBJECT: Purchase Of Service Agreement with the
Center City Development Corporation
PURPOSE: To review the Purchase of Service Agreement with
the Center City Development Corporation (CCDC) for monies
approved by the Council in May of 1992 .
BACKGROUND: The CCDC received approval from the Council in
May for $8,000 to be used for the following service: 1)
promotion and marketing; 2) development of advertising media
for the Center City events, business and events marketing
kits and newsletter; 3) services to be acquired from local
appraisers with regard to the properties selected by City and
the CCDC as a joint effort; and 4) support of the CCDC
sponsored exterior cleaning program.
RECOMMENDATION: That the Council authorize the City Clerk
and the Mayor to execute the attached Purchase of Service
Agreement.
