Rice, City Manager SUBJECT: Grant Agreement with Illinois Arts Council for Funding under Regranting Program PURPOSE To request City Council authorization to enter into a grant agreement with the Illinois Arts Council . BACKGROUND The Illinois Arts Council has awarded a grant of $5,925 . 00 for a local regranting program. With a match of cash from the Cultural Arts Commission, funds will be used to fund art programs meeting eligibility criteria established by the Commission. FINANCIAL IMPACT The grant requires a cash match of 25% of the Illinois Arts Council grant. The original grant application committed $2 ,500 . 00 to the program. Considering the $5, 925 . 00 award, $1,481 .25 would be required as the local match. RECOMMENDATION It is requested that the City Council authorize the Mayor to enter into a grant agreement with the Illinois Arts Council . Larr . Failure to meet this deadline will result in unconditional forfeiture of these funds. In addition , the following conditions apply: 1 . Grant funds awarded in the current year will be held for payment until all final reports from the previous year are filed . 2. Any final report that is filed late will cause the grantee to be penalized as follows: A. There will be a 25% reduction of all current fiscal year awards for a grantee who is late filing any reports from the previous year. B. If the grantee has no current fiscal year grant awards, the grantee will be prohibited from applying for any grants for the following fiscal year. Terms of the grant are fully described in the enclosed grant agreement. After carefully reviewing the grant agreement, please sign all six copies and return them with the completed cash request form and four copies to our grants office. If a revised budget form is included , this must be completed and returned at the same time. Receipt of these documents and final reports due from previous grants is required before funds can be released . Illinois Arts Council asks to be informed of any activity relating to this proposal . Grantees should credit Illinois Arts Council in all promotional material and public notices in the following manner: "This program is partially supported by a grant from the Illinois Arts Council , a state agency" . Additionally: (a)GRANTEE may expend grant monies for PROJECT expenses incurred between the beginning date above and the ending date of this AGREEMENT,as described in its application to the COUNCIL. (b)If,for any reason,GRANTEE needs to extend the term of this AGREEMENT,application must be made in writing to the COUNCIL at least thirty days prior to the above ending date of PROJECT.If no extension has been requested of,and improved by,the COUNCIL,any monies payable hereunder remaining after the completion of the PROJECT, or after the date set forth above,must be returned to the COUNCIL within 45 days. 3.The monies payable hereunder shall be paid to GRANTEE no sooner than forty-five days before the beginning date of PROJECT and no later than the ending date of PROJECT or June 1 of the fiscal year in which this grant is awarded,whichever comes first,unless otherwise stipulated in the SPECIAL CONDITIONS section of this AGREEMENT. 4.No funds will be paid to GRANTEE unless COUNCIL receives from GRANTEE a completed cash request form in the proper amount. 5.GRANTEE agrees that all funds issued by COUNCIL pursuant to this AGREEMENT shall be expended only for the specific project described herein. 8/89 • • 6.GRANTEE agrees that credit shall be given COUNCIL on all public notices,publicity;printed programs.public media, and other applicable material.The following language shall be used.in such-notices: "This program is partially supported by a grant from the Illinois Arts Council.a state agency,and by the National Endowment for the Arts:' 7.(.GRANTEE agrees to the following with respect to reports on this grant: (a)'h)submit to C:Ot"NClL within thirty days after the ending date of PROJECT a"Financial Report"on horns provided and a"Narrative Report-on forms provided or prepared according to instructions provided.
