Decision on Fire Station #4 disposition Representatives from the Evangelical Covenant Church of Elgin and Larkin High School were present and both expressed interest in leasing the Fire Station #4 property. Councilman Walters made a motion, seconded by Councilwoman Moylan, to enter into a five-year lease agreement with School District U-46 to lease the subject property to the school district for $1 per year. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Amendment to the engineering agreement with Crawford, Murphy & Tilly for additional design services related to the reconstruction of Shales Parkway Councilman Walters made a motion, seconded by Councilwoman Popple, to approve the aforementioned amendment. Yeas : Councilmembers Fox, Moylan, Popple, Walters, Yearman, and Mayor VanDeVoorde. Nays : None. Agreement with the Illinois Department of Transportation and Kane County for the widening of Big Timber Road between McLean Boulevard and Randall Road Councilman Walters made a motion, seconded by Councilwoman Moylan, to approve the aforementioned agreement. Rice, City Manager SUBJECT: Decision on Fire Station 4 Disposition A number of weeks ago, the City Council reviewed the disposition of Fire Stations 4 and 5 (attached) . The staff recommended that Fire Station 4 be leased to District U-46 for its use as part of the Larkin High School complex. Part of the reason for this recommendation was the fact that the lack of parking available to the property would preclude almost any other use. Gordon Schultz and Renate Mattheus of the district were on hand to review their needs . Because representatives of the adjacent Evangelical • Covenant Church of Elgin had previously expressed an interest in possibly utilizing the fire station, the Council directed that a contact be made with the church to provide an opportu- nity for input prior to a decision on the school ' s usage of the property. Attached is a letter from Rick Thompson, Chair- man of the Evangelical Covenant Church, asking for Council consideration of the church' s purchase or usage of the fire station for a recreational facility, day-care center, study hall, etc. Representatives from both the church and the school district will be present at your meeting to discuss their interests . RECOMMENDATION It is recommended the City Council approve preparation of a lease agreement with School District U-46 for the Fire Station 4 property on Larkin Avenue for its use as part of the Larkin . h School educational program. Elgin, IL 60120 Dear Mr. Rice: Recently I spoke with you on the phone about our church's interest in the fire station located directly east of our property. This letter is to confirm our interest in the station and to request that this matter be brought to the attention of the entire city council at your meeting on October 9th. At this time we envision the building being used as a recreational facility for our midweek club program and youth group activities. We also have need of additional Sunday school classroom space and office space. Other possible uses include: a day care center (for families in our church and outside our church), study hall (with tutoring) for Larkin students, and a soup kitchen.:We would use our existing lot for parking. The ideal scenario for us would be to have the option to purchase the building in one or two years (assuming the city is able to lease it to the school district on a short- term basis). This would give us the time we need to get official approval of a purchase from the congregation, have the property appraised, determine the actual • usage of the building, get estimates for modifications, and secure necessary funding. We need to know if the city would seriously entertain an offer from us to purchase (or possibly even lease) the property as outlined above. If so, we will continue to move forward. If, however, the city decides to lease the property on a long-term basis to the school district, then we will not pursue the matter any further. I would be happy to present our request at the October 9th meeting. If so, I would appreciate a call (741-0800 x289) to confirm this. Otherwise, I will expect some type of reply as to the council's decision. We are confident that our acquisition of the fire station will benefit not only our church, but the entire community. Rice, City Manager SUBJECT: Disposition of Fire Stations #4 and #5 With the pending completion of the three new fire sta- tions this fall, the future re-use of Stations #4 and #5 need to be addressed. As part of this process, interest has been expressed by U-46 in using Station #4 and by a local group representing preservationists (Bridget Trimble) and Local 439 of the Firefighters ' Union (Rich Gross) in Fire Station #5 . STATION #4 Specifically, the School District (letter attached) • would like to use Station #4 for auto mechanics or other vocational department instruction. Also attached is a memo- randum from Roger Dahlstrom indicating that the re-use poten- tial for the building is extremely limited because of its irregular shape, lack of adequate parking, etc. In fact, usage by Larkin High School as part of its programming - and therefore part of its campus - would seem to be the only viable re-use. STATION #5 An adaptive re-use memorandum for Station #5 has also been prepared by the Planning Department for possible residen- tial, office, or museum usage. Office usage would seem to be clearly inappropriate, and while residential re-use could be accomplished fairly simply - the museum option is perhaps the most exciting if the several issues of neighborhood support, financing of restoration, ongoing financial and volunteer operational support, etc. , can be resolved. FINANCIAL IMPACT Turning Station #4 over to U-46 would involve relatively little cost to the City - and depending upon the Council ' s desires, could involve remuneration to the City either as purchase or lease payments . Restoration and ongoing opera- tion of Station #5 as a museum would involve costs which should be resolved prior to conversion. Mayor and Members of the City Council May 17 , 1991 Page 2 RECOMMENDATION 411 It is suggested that the City Council convert the usage of Station #4 to U-46 for school purposes on an appropriate long-term lease basis . In this way, the City could retain control of the property if for any reason a City use were to return. The Council would want to determine in such case what an appropriate lease would be, noting that the District has previously turned the Farm Colony site over to the City at a fraction of its real value. Relative to Fire Station #5, its reuse as a museum would be an exciting one if the issues outlined above can be re- solved. Rice , City Manager FROM: Planning Department SUBJECT : Fire Station #4 - Site At your request . we have examined the development potential of the referenced property. We have been advised that no survey of the property is available. Information regarding the site has been obtained from aerial photography, plat maps and a site visit; and therefore, may be subject to some degree of error . Our comments and observations are summarized below. • The site is an irregularly shaped parcel containing approximately 16 , 630 square feet with 100 feet of frontage on Larkin Avenue. The site is zoned R-2 Single Family Residence District . Surrounding zoning and land uses are as follows : North - A mix of B- 1 and B-3 commercial zoning with a variety of commercial uses . South - R-2 zoning and the campus of Larkin High School . East - R-2 zoning and the campus of Larkin High School . West - R-2 zoning and a church . Based on the adjoining land uses , location on a major arterial , and the size and configuration of the structure ; we do not believe the property would lend itself to an adaptive reuse as a residence. If the property was rezoned to a commercial classification (B-1 or B-3 ) , the resulting zoning boundary would be irregular and the reuse of the structure for any permitted use would appear to be impossible without significant variation of off-street parking requirements . Given the location on Larkin Avenue, the staff could not recommend such an option. Additionally, due to extraordinary • setback requirements triggered by the adjacent R-2 zoning, a commercial use of the building would appear to create a nonconforming situation with respect to side and rear yard setbacks . This too would require substantial variations of the standard requirements of the Zoning Ordinance. If the site was cleared for redevelopment (building completely or partially demolished) , these extraordinary setback requirements , again, would make the reuse of the site difficult without substantial variations (note attached site capacity analysis #1 ) . If variations of the extraordinary setbacks were granted based on the site ' s location adjacent to institutional uses , the site would have a limited development potential of approximately 4 , 955 square feet of building area due to its size and shape (note attached site capacity analysis #2 ) . In summary, the size, shape, and location of the site all conspire to limit greatly the development potential of the site. It would appear that total redevelopment of the site could yield adequate space for only a small general commercial user.
