FOR THE ELGIN BIKE PATH PHASE II WHEREAS, the City of Elgin has heretofore entered into a contract with JEM Morris Construction Inc . for the Elgin Bike Path Phase II ; and WHEREAS, it is necessary and desirable to modify the terms of the contract as is described in Change Order No. 3, attached hereto . NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Larry L. The contractor for this phase of the project is JEM Morris, Construction, Inc . , of Big Rock, Illinois . REASONS FOR CHANGE: This change order is required for the costs associated with winterization, lighting under the Chicago Street and Highland Avenue bridges and the final link with Phase I of the Bike Path. The above changes were not reasonably expected at the time of the award of this contract and were not included as part of the original bid for the work. SUMMARY OF CHANGES IN CONTRACT AMOUNT: The amount of the contract will be revised as follows : ITEM ADD Winterization - Labor and Equipment Costs $ 10, 106 . 00 Bike Path Lighting $ 5, 750 . 00 Bituminous Paving and Aggregate Base $ 7, 010 . 00 TOTAL NET ADDITIONAL COST $ 22,866 .00 The present contract with JEM Morris, Construction, Inc . , is for $256 ,587 . 65 . By reason of this Change Order No. 3, the contract for construction of the Elgin Bike Path Phase II will be increased in the amount of Twenty two thousand eight hundred and sixty-six dollars ( $22 , 866 . 00) , the total contract value being Two hundred seventy-nine thousand four hundred thirty-six and 65/100 dollars ( $279 ,453 . 65) . Agenda Item No .z, „„ ,.. 0,x v_2:w May 22, 1992 MEMORANDUM TO: Mayor and Members of the City Council FROM: City Manager SUBJECT: Elgin Bike Path, Phase II Change Order No. 3 PURPOSE: This memorandum will provide the Mayor and City Council with information to consider the Change Order No. 3, for the Elgin Bike Path Phase II , Urban Trail Link. BACKGROUND: The City Council awarded the contract for the subject work to JEM Morris Construction on March 27 , 1991 . Construction did not commence until September, 1991 because the Division of Water Resources did not issue the permit for construction in a floodway until that time. Based on that delay, it forced the contractor to provide winter protection for concrete work both last fall and this spring. In addition to the above, Phase I of the bike path was partially completed by Pyramid Concrete and Blacktop. The final link between Phase I & II was to be done by Pyramid. That contract has been closed, therefore, Morris has been directed to prepare cost estimate the linkage between Phases I & II . The original contract with Pyramid was reduced by approximately $5, 000 . 00 because of the elimination of this work from their scope of work. The final item in this change order is lighting for under the Chicago and Highland bridges . The staff has visited the bike path at night and found that the area under the bridges is not adequately lit. The contractor was asked to prepare a quote for the installation of lighting to be suspended from the bridges to light the area at night. Copies of the change order and the winterization, bituminous paving and lighting proposals are attached for your consideration. FINANCIAL IMPACT: The original contract for this work was in the amount of $232, 879 .55 . Change order numbers 1 and 2 increased the cost to 256,587 . 65 . Change order number 3 proposes to increase the contract cost to $279 ,453 . 65 . Sufficient funds have been established in the 1988 General Obligation Bond Project Fund (Appropriation #388-991-9907) .
