RESOLUTION
ACCEPTING THE PROPOSAL OF ENVIRONETICS FOR ASBESTOS ABATEMENT
AT THE HEMMENS AUDITORIUM
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Larry L. Rice, City Manager, be and is hereby
authorized and directed to accept the proposal on behalf of
the City of Elgin of Environetics for asbestos abatement
testing and consulting services at the Hemmens Auditorium, a
copy of which is attached hereto and made a part hereof by
reference.

Dear Frank:
Pursuant to our recent discussion, regarding the need to do
extensive work on the Auditorium roof, ENVIRONETICS proposes to
precede this work with the abatement (ie. removal of the asbestos
spray-on insulation over the auditorium's stage. To facilitate the
bidding, project supervision, airborne fiber monitoring, and
project record keeping, we propose the following services:

SUPPLEMENTS
Our fee for technical specification and bid package preparation
will be $850 and includes one bound package and one copy ready for
reproduction. Additional packages will be shipped at a fee of $50
each, either to the City or directly to prospective bidders as may
be specified.
ITEM #2 CONDUCT PRE-BID SITE INSPECTION
Conduct a pre-bid site inspection for all participating Abatement
Contractors. This tour must be mandatory for further
partici nation. Amendments arising . as a result. of a question and
answer session at the site will be prepared and FAXed or mailed to
each bidder. Our fee for a site tour and communication of
associated changes will be $325.
ITEM #3 CONDUCT PRE-AWARD MEETING
Attend a pre-award meeting with the owner and apparent low bidder.
Discuss the bidders strategy and schedule for completion of the
project. Discuss release criteria. Our fee for attending a pre-
award meeting will be $325.
ITEM #4 PROJECT MANAGEMENT/AIRBORNE FIBER SAMPLING/LAB ANALYSIS
ENVIRONETICS, proposes to provide the following asbestos related
supervisory and analytical services:
On-Site Laboratory Services N/C
(ie. no additional charge with APM service described below. )
Asbestos Project Manager (APM) $500/8hr containment-shift*
(State-Certified APM; rates pertain to any shift on any day; a
Certificate of Insurance including Professional, General, Worker's
Compensation and Auto will be submitted) .
APM Overtime up to 4 hrs/shift @ $50/hr
When overtime exceeds 4 hrs, a fiat rate of $500 will be charged.
Our experience is that we are not likely to exceed 4 hours, unless
a full second shift was already scheduled.
Air Sampling Professional (ASP) $432/8hr shift*
(State-Certified ASP; rates pertain to any shift on any day)
ASP Overtime up to 4 hrs/shift @ $45/hr
When overtime exceeds 4 hrs, a flat rate of $432 will be charged.
Our experience is that we are not likely to exceed 4 hours, unless
a full second shift was already scheduled.
*Needless to say, occupant health & safety, USEPA and OSHA
compliance inspections must all be factored into the level and
quality of service that you select for project oversight. In most
cases, by limiting the containment size to under 6, 500 SF, we have

been able to successfully accomplish our work with one on-site
person serving as Asbestos Project Manager, Air Sampling
Professional and Laboratory Analyst. If, however, a containment is
to be larger than 6, 500 SF, it will be necessary to add a separate
Air Sampling Professional, so that the Project Manager will have
ample opportunity to observe the work. In either configuration,
the work of our on-site personnel is under continuous review by a
Senior Consultant and our Laboratory Director.
In these recessionary times, the vast majority of our competitors
have elected to cut costs either by not carrying professional
liability insurance and/or dropping quality assurance programs
(viz. NIOSH-PAT, AIHA-AAR, NIST-NVLAP) . Despite the considerable
overhead that insurance and QA add to our operating expense, they
are an essential part of environmental testing and consulting.
Licensing, insurance and QA programs clearly demonstrate to our
clients that outside entities are monitoring the services we
provide.
Based on our long-term relationship with the City of Elgin, we
have discounted the APM rate by $50 per shift. Considering the
overall package we are offering (viz. anytime, any day, licensing,
insurance and QA) , we believe that we are highly competitive. We
would hope that you might refer us to local businesses and other
municipalities, as the opportunity arises.
The following narrative is submitted to further describe the
services included in the fees stated above:
I. ASBESTOS PROJECT MANAGER---In order to certify contractor
compliance, the Asbestos Project Manager (APM) will be on-site
whenever the Abatement Contractor's men are present. He will
observe and document daily activity and conditions throughout the
project. His work will be completed when the work area is
pronounced ready for reoccupancy and the containment has been
taken down. The PM will provide a written record of his
observations, air sampling and daily laboratory work, Contractor's
submittals, and reoccupancy certification upon receipt of all
bills of lading for the waste disposal (generally about 30 days
after - - project_ completion) . An _ interim report . certify;i ng
reoccupancy readiness will be sent within 24 hours of project
completion. Specifically, in his capacity as the APM he will:
1. Provide daily supervision at the work area enforcing adherence
to the project specifications.
2. Maintain a daily work-in-progress log.
3 . Provide a Reoccupancy Readiness Certification of the work
areas. This certification includes a statement regarding
compliance with the project specifications and all applicable
Federal, State, and Local laws and regulations. The statement
is given as merited and with the understanding that where
conflicts arise between the wording of applicable directives,
the most stringent directive applies.

4 . Submit a final report to the Owner to include the following
topics:

PERMITS & MANIFESTS DAILY W-I-P JOURNAL
SPECIFICATIONS CONTRACTOR SUBMITTALS
LABORATORY REPORTS
II. AIRBORNE FIBER MONITORING
Specifically, in his capacity as a State-Certified Air Sampling
Professional, the APM will provide the following services:
1. Conduct background testing representative of each proposed
work area.
2 . Conduct daily airborne fiber monitoring of each abatement work
area. This will include personal samples for 25% of the
abatement crew on a given shift, or as otherwise specified.
3 . Conduct static air clearance testing in glove bag areas.
4 . Conduct aggressive air clearance testing in the full
containment work areas. Final clearances will be accomplished
by a thorough visual inspection of the work area and the use
of Phase Contrast Microscopy for analysis of the air samples
by NIOSH Method 7400.
Ten samples and two blanks are included in the per-shift rate,
more than ten samples collected per shift will begin to seriously
effect the APM/ASP's ability to oversee the work of others. It is
not within the scope of ENVIRONETICS' operations policy to permit
one staff member to serve as an APM and an ASP when extensive air
sampling is indicated. Extensive air sampling will require the
addition of a separate ASP to collect and analyze samples as well
as make interim reports for the APM.
(NOTE: Extensive air sampling correlates directly with increased
demands on- the APM's role as well. ) An on-site lab is preferred to
provide rapid assessment of airborne fiber concentrations and
effectiveness of engineering controls, we will require an
individual room with a lockable door. One key must be furnished
to the APM. The room should be, well-lighted, have at least two
available electrical outlets, have a desk or equivalent-sized
table and at least two chairs.
Any Transmission Electron Microscopy (TEM) requested by the Owner
or other authority will incur an additional charge of Cost plus
handling plus 15% mark-up per sample (including TEM field and lab
blanks when counting of the blanks is required) . If TEM clearance
samples are to be taken, it would be prudent to also take some TEM
background samples just prior to project start.

ALL RATES QUOTED FOR ALL SERVICES DESCRIBED ASSUME PROJECTS
GREATER THAN 5 DAYS IN DURATION AND ONLY INTERRUPTED BY WEEKEND OR
HOLIDAY BREAKS (IF ANY) .
Consultative meetings requested by the Owner and requiring an
ENVIRONETICS representative (other than the on-site APM/ASP during
the abatement project) will be charged at a rate of $170 plus
$85/hr after the first hour.
ENVIRONETICS will strive to contain the cost of our services,
however we cannot provide a "not to exceed figure" that would
approximate the extent of the Abatement Contractor's estimated
work schedule. To do so, would imply a bias "to get the job done
no' matter what by a certain date. " While such an objective may
have its place, neither ENVIRONETICS nor its insurers believe it
to be appropriate, when a firm is contracting to be the client' s
fiduciary for health and safety related surveillance. To estimate
or . charges for APM/ASP/LAB (assuming only one person per shift) ,
multiply $500 times the number of shifts that the contractor
estimates and add $1, 000 to cover 1 background and 1 clearance
shift. Additional charges for TEM samples, including control
blanks, should be estimated at $250 each. We would probably only
take one background sample along with our included PCM samples.
Clearance by TEM would probably be a total of 5 samples.
This proposal is firm for 120 days. Our terms are net 20 days.
All past due balances are subject to a 1. 5% monthly service
charge. We thank you for the opportunity to make this proposal and

SUBJECT: Hemmens Asbestos Abatement and Reroof Projects
PURPOSE
The purpose of this memorandum is to request approval to
pursue a contract for the preparation of specifications need-
ed for the bid process, oversight and coordination of the bid
process, and project supervision with Burnidge Cassell Associ-
ates for the reroofing project and Environetics for the asbes-
tos abatement project.
SBACKGROUND.
During the summer of 1991 it was discovered that the
Hemmens Auditorium was in need of a new roof. Burnidge
Cassell Associates were hired to provide preliminary testing
and survey the roof for preparation of a report with recommen-
dations and cost estimates for the City of Elgin.
Environetics was hired to provide the same services for the
asbestos . The asbestos, which is scheduled for abatement, is
sprayed on the bottom of the roof deck. Due to the extensive
work to be done on the roof, the asbestos must be removed
before the roof work •is done to insure the prevention of
asbestos contamination throughout the building. Scheduling
is of great concern as the auditorium must be 'closed during
the asbestos abatement.
FINANCIAL IMPACT
The fees for Burnidge Cassell Associates would be $7,560
(Phase 2 and 3 of attached proposal) and Environetics fees
would be $1,300 for pre-job services ( Items 1, 2 and 3 of
attached proposal) . Project management service would be
based on a per shift charge and would be dependent. upon the
duration of the asbestos project. The estimated cost of the
• project management service is $14 ,250 . Asbestos removal was
budgeted at $135, 000 in account 392-983-9902 and roof replace-
ment at $125,000 in account 392-983-9901 .

RECOMMENDATION
Both companies have provided services for the City of
Elgin in the past, and since they have already completed the
preliminary stages it is the recommendation of the staff to
proceed with contracts for the remainder of the work to avoid
any delays in this project.

1. Conduct background testing representative of each proposed
work area.
2. Conduct daily airborne fiber monitoring of each abatement work
area. This will include personal samples for 25% of the
abatement crew on a given shift, or as otherwise specified.
3. Conduct static air clearance testing in glove bag areas.
4. Conduct aggressive air clearance testing in the full
containment work areas. Final clearances will be accomplished
by a thorough visual inspection of the work area and the use
of Phase Contrast Microscopy for analysis of the air samples
by NIOSH Method 7400.
Ten samples and two blanks are included in the per-shift rate,
more than ten samples collected per shift will begin to seriously
effect the APM/ASP's ability to oversee the work of others. It is
not within the scope of ENVIRONETICS' operations policy to permit
one staff member to serve as an APM and an ASP when extensive air
sampling is indicated. Extensive air sampling will require the
addition of a separate ASP to collect and analyze samples as well
as make interim reports for the APM.
(NOTE: Extensive air , sampling correlates directly with increased
demands on the APM's role as well. ) An on-site. lab is preferred to
provide rapid assessment of airborne . fiber concentrations and
effectiveness of engineering. controls, we will require an
individual room with a lockable door. One key must be furnished
to . the APM.. The room should be, well-lighted, . have at least two
' available electrical outlets, have a desk or equivalent-sized
table and at least two chairs.
Any Transmission Electron Microscopy (TEM) requested by the Owner
or other authority will incur an additional charge of Cost plus
handling plus 15% mark-up per sample (including TEM field and lab
blanks when counting of the blanks is required) . If TEM clearance
samples are to be taken, it would be prudent to also take some TEM
background samples just prior to project start.

GREATER THAN 5 DAYS IN DURATION AND ONLY INTERRUPTED BY WEEKEND OR
HOLIDAY BREAKS (IF ANY) .
Consultative meetings requested by the Owner and requiring an
ENVIRONETICS representative (other than the on-site APM/ASP during
the abatement project) will be charged at a rate of $170 plus
$85/hr after the first hour.
ENVIRONETICS will strive to contain the cost of our services,
however we cannot provide a "not to exceed figure" that would
approximate the extent of the Abatement Contractor's estimated
work schedule. To do so, would imply a bias "to get the job done
no matter what by a certain date. " While such an objective may
have its place, neither ENVIRONETICS nor its insurers believe it
to be appropriate, when a firm is contracting to be the client's
fiduciary for health and safety related surveillance. To estimate
or charges for APM/ASP/LAB (assuming only one person per shift) ,
multiply $500 times the number of • shifts that the contractor
estimates and add $1,000 to cover 1 background and 1 clearance
shift. Additional charges for TEM samples, including control
blanks, should be estimated at $250 each. We would probably only
take one background sample along with our included PCM samples.
Clearance by TEM would probably be a total of 5 samples.
iThis proposal is firm for 120 days. Our terms are net 20 days.
All past due balances are subject to a 1.5% monthly service
