City of Elgin has applied for and received permission from this Council to stage the "Valley Fox Trot" , a ten ( 10) mile marathon race within the city limits of Elgin on Monday, May 25, 1992, from 7 : 00 a.m. until 12 : 00 noon, conditioned upon securing permission from the Illinois Department of Transportation to close portions of State Routes 19, 20,. 25 and 58 and detour traffic for such purposes . NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that immediate application be made to said Department for permission as hereinbefore specified; and BE IT FURTHER . RESOLVED that the City assume full responsibility during the time the detour is in effect, and all liabilities for damage of any kind occasioned by the closing of the state routes . February 10, 1992 TO: Mayor and Members of the City Council FROM: Larry Rice, City Manager SUBJECT: 1992 Valley Fox Trot PURPOSE To inform the Mayor and City Council of the status of the 15th Annual Valley Fox Trot. BACKGROUND The 15th Annual Valley Fox Trot will be held on Monday, May • 25. The race course and general structure will follow the format previously established. The fees will be $10 until May 8 and $12 thereafter.. . NBD Bank Elgin has once again agreed to sponsor this event and their Board of Directors has approved the amount of $10,000. We will be contacting St. Joseph Hospital, Gatorade, WRMN/WJKL, Elgin Medi-Transport, Fox Valley C. B. Sentinels and Sherman Hospital Mended Hearts Club who have previously committed their support. . Also we will be contacting several organizations and groups for volunteers and services for the race. Applications will be mailed the first week of April and a marketing and promotion plan set in place. Premiums for the runners and volunteers will be coordinated with NBD Bank Elgin. Specific staff functions have been detailed and appropriately filled, and City departments will be contacted to assure a smoothly run event. Plaques will be ordered for first, second and third place in each category plus overall fastest time for male and female Elgin residents. The breakdown of runner categories for both males and females have been expanded. The general breakdown is : 14 and under; 15 - 19, 20 - 24, 25 - 29, 30 -34 , 35 - 39, 40 - 44 , 45 - 49, 50 - 54, 55- 59, 60 - 64 , 65 - 69, and 70 plus . Typically runners ages are 7 - 80+. 111 a �,t,�. Page 2 . � � r There will be two new events ,associated with the Fox Trot this year: A Mini Health Fair and a Two Mile Fun Walk. The Mini Health Fair will be set up in the northwest and south- west portions of the Hemmens Auditorium Lobby. Letters will will be sent out shortly to providers of various health and sports-related services offering them (at a minimal charge) , a 10 foot by 10 foot area to display their services . The Fun Walk will be started immediately following the 10 mile race but to follow .a course going down Spring Street to Grove Avenue to National Street to the bikepath, north to the Gail Borden Library parking lot, and back to Grove Avenue to a designated finish line. Participation ribbons and other premiums will be given out to each individual completing the course. In fact, the Center City Development Corporation Marketing Committee is very excited about this project and have committed their support and will be helping develop' a formal map of the route as well as an application form. NBD Bank Elgin is very supportive of these additional features and are looking at adding special items to each of these events . Based on the generous sponsorship of NBD Bank Elgin, St. Joseph Hospital, Elgin Medi-Transport, Gatorade, Sherman Hospital, and Fox Valley C. B. Sentinels, the event will break even. FINANCIAL IMPACT The financial support from NBD Bank Elgin along with the revenues received from runners fees will be used to offset expenses incurred from trophies, premiums, equipment and staffing. SUMMARY The 15th Annual Valley Fox Trot will be run on Monday, May 25, with the co-sponsorship by the NBD Bank Elgin. The two new events associated with the Fox Trot are a Mini Health Fair and a Two Mile Fun Walk. Supportive organizations include St. Joseph Hospital, Elgin Medi-Transport, Gatorade, Sherman Hospital and Fox Valley C. B. Sentinels . Rice, City Manager SUBJECT: State Route Closure for Valley Fox Trot PURPOSE: To request City Council approval to request permission from the State of Illinois Department of Transportation to close portions of five (5) state routes for the Valley Fox Trot. BACKGROUND: • The Valley Fox Trot race will be run on Memorial Day, May 25, 1992 with the start at 8 : 00 a.m. The course layout necessitates the closing of portions of State Route 19, State Route 20, State Route 25, and State Route 58 to ensure adequate safety for race participants spectators, and support workers .
