BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Larry L. BACKGROUND Since 1984, the City has worked with the Jayne Shover Easter Seals Rehabilitation Center to provide quality recrea- tion programs open to individuals of all ages with all types of disabilities. Jayne Shover offers activities year around with each session eight weeks in length. Over the years, the programs have been well accepted and successful. Specific details of program offerings are outlined in the attached correspondence. The cost of the programs included in the attached agreement is $18,000, a $2,000 increase from a year ago. FINANCIAL IMPACT There is $18,000 in the 1992 Recreation Division budget for special recreation programs . RECOMMENDATION The Parks and Recreation Board recommends the City Council approval of the Jayne Shover Easter Seal Center contract agree- ment for he piod January 1, 1992 through December 31, 1992 . AND THE CITY OF ELGIN Agreement between the Jayne Shover Easter Seal Rehabilitation Center , Inc . , hereinafter referred to as Center , and the City of Elgin , hereinafter referred to as City , Witnesseth : 1 . The Center agrees to provide special recreation programs for handicapped residents of the City of Elgin who have a disability under the direction of qualified recreation specialists . The special recreation programs offered by the Center are open to individuals of all ages with all types of disabilities . 2 . The Center offers the following recreation programs during the Winter , Spring , Summer , and Fall 1992 sessions . Transportation is provided for some of the following programs . The Center agrees to voucher the City of Elgin for a selection of the above named programs at a total cost not to exceed $18 ,000 and agrees to voucher the City of Elgin for only participants who are residents of the City of Elgin . 4 . The Center agrees to appropriately name the City of Elgin as the funding source for the above mentioned programs in all materials distributed in the area , i . e . , brochures , radio spots , news releases , etc . 5 . The Center will voucher the City of Elgin per program, per session at the end of each session based on the costs shown on each program worksheet . However , the billing will be adjusted based on actual enrollment , variable facility rental cost , and actual percentage of Elgin residents in each program. 6. The agreement may be cancelled by either party hereto at any time with sixty ( 60) days written notice by delivering personally or by U . S . Mail said notice to the Center at 799 South McLean Blvd . , Elgin , Illinois , or to the City , 150 Dexter Court , Elgin , Illinois . 7 . The Center does hereby , for itself , its heirs , personal repre- sentatives , and assigns , covenant and agrees with the City of Elgin to forever fully protect , defend , and save harmless the City of Elgin , Illinois , from any and all lawsuits , costs , damages , attorney ' s fees and expenses of every kind and nature which it may suffer , expend , or incur under or by reason , or in consequence of the Center providing special recreation programs for the City of Elgin and to defend , at its own costs and charges on behalf of and for the proteciton of the said City of Elgin , Elgin , Illinois , any legal action which may be instituted as a consequence of the Center providing special recreation programs . COMMENTS: The total registration is the number of non-duplicated registrants over the year in that particular program. If program was only offered one time, no average number of registrants is applicable (N/A). Emphasis continues to be placed on a more diversified program, with attempts to use a more integrated setting to provide services, i.e. day camp; gym & swim; inclusion of non-disabled siblings. Fitness training is incorporated into sports programs, in preparation for Special Olympic competition. The Ray Graham Association has returned to the program. Bowling, basketball, swimming, softball, soccer, volleyball, nordic skiing, tennis, and track and field are offered as Special Olympic sports. This program is experiencing steady growth, and an increase in referrals from other agencies. Current records indicate that 279 (duplicated registration) with 100 clients are involved with the program, 53 of those from Elgin. In 1991, 1 participant has died, 2 have been placed or moved out of our service area. In 1991, 21 clients (17 Elgin) are new to the program or have returned after an absence of 1 year or more.
