SCHRADER & ASSOCIATES FOR GRANT ASSISTANCE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Larry L. Rice, City Manager, be and is hereby authorized and directed to accept the proposal on behalf of the City of Elgin of Charles H. It is our understanding that we are to research potential grant . sources, consult with you and your Board on these programs, and prepare and present grant -applications as directed by the Department. -The general area of the grant research will be in, but not limited to, state and federal funding programs. In addition, we will perform agency contact work in Springfield for completion -as directed by you. We understand that your staff will provide as required, the necessary background information, statistics, materials, and reproductions for the grant application completion. This is generally limited to development plans and cost estimates. For these services, we understand that we are to receive a fee of $9,000 for the year, and that fee will be paid quarterly as mutually agreed. Further, that we will be reimbursed for out of pocket expenses when out of this area. These expenses will receive your prior approval. We hope that this fairly represents our discussion, and look forward to our continued association. Rice, City Manager SUBJECT: Grant Writing Services PURPOSE The purpose of this memorandum is to forward to the Mayor and City Council a letter of understanding from Charles H. Schrader and Associates . BACKGROUND 111Since 1982 the City has utilized the services of Charles H. Schrader and Associates to assist with researching poten- tial grant sources and to prepare grant applications . A letter from Charles H. Schrader highlighting recent grant activity performed on behalf of the City is attached. Also attached is a letter of understanding which, if accepted, will continue the City's relationship with the firm. The annual fee for grant research and application preparation is $9,000 . There has been no change in this fee for the last ten years . FINANCIAL IMPACT There is $9,000 budgeted in the Non-Departmental section of the 1992 budget for grant writing services . RECOMMENDATION It is recommended the City Council direct the staff to prepare a resolution accepting the letter of understanding from Charles H.� r er and Associates . Larry . The third phase ($50,000) of the Downtown Riverfront Re-development/Foundry. Park was completed. This was a three cycle grant from the Kane County Community Development Assistance Program for $150,000. Debra Nier and I submitted the final billing in late December. We should have the reimbursement by mid-January. As you are well aware, Clay Pearson, Debra, and I worked on a new K.C.C.D.A.P. Grant Application for Walton's Island. A grant for $60,000 for the first phase was approved in October. We should begin to prepare the second phase application in mid-April. We also worked closely with the Department of Conservation on grants in 1991 and continue to do so. Using Dave Osborn's expertise we were able to getone of the first and largest Urban Forestry Grants in the State ($49,950) . This is a new grant program which D.O.C. anticipates will, have an annual summer due date. 1 The bike path through downtown . Elgin should be finished this • spring. We were able to negotiate a project extension to June 30 , 1992 . Upon finalization of the decking we will submit reimbursement billing for $150,000. There are several upcoming grant cycles. I worked with Ross to submit a grant to D.O.C. for the development of soccer fields at the Sports Complex. The hearing will be in late February in Springfield. March 1 is the deadline for D.O.C. Bike Trail Grants. I have been working with Ross on the Comprehensive Greenway Plan. There is great potential in this area, but we will need to select a project in the next three weeks. D.O.C. has moved the deadline for. Acquisition and Development • Grants. We should begin work on the application in February or March and try to submit it on June 1. Applications for boat launch facilities are due September 1. • It has been another successful year and as always a pleasure working with the City's staff. • • CHARLES H.
