FOR THE LORD'S PARK PAVILION WHEREAS, the City of Elgin has heretofore entered into a contract with Elgin Builders, Inc. for the Lord's Park Pavilion; and WHEREAS, it is necessary and desirable to modify the terms of the contract as is described in Change Order No. 1, attached hereto. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Larry L. Rice, City Manager, be and is hereby authorized and directed to execute Change Order No. 1, a copy of which is attached hereto and made a part hereof by reference. s/ George VanDeVoorde George VanDeVoorde, Mayor Presented: February 12, 1992 Adopted: February 12, 1992 Omnibus Vote: Yeas 7 Nays 0 Recorded: Attest: s/ Dolonna Mecum Dolonna Mecum, City Clerk ELGIN, ILLINOIS RENOVATION OF THE LORD'S PARK PAVILION CHANGE ORDER NO. 1 SCOPE: This Change Order No . 1 covers additional work required to complete construction changes for the renovation of the Lord's Park Pavilion. The Contractor for this project is Elgin Builders , Inc. , of Elgin, Illinois . REASONS FOR CHANGE: This Change Order is required for the costs associated with the items requested by the staff to complete the following work. The extra work contemplated in this change order was unforeseen but brought about by the conditions uncovered as the design work continued: 1 . Remove the entire lower level masonry wall and foundation. Replace with a new 8" masonry wall of 4" face brick, 4" concrete block back-up, new steel lintels , and an 8" concrete foundation with 16" wide concrete footing. Remove and install existing wood stairs , windows and doors as required. Install furring and 5/8" gypsum board and 1-1/2" rigid insulation as originally specified. Delete 2" block wall facing on bathroom exterior walls only. The circumstances necessitating the change were unforeseeable, since it wasn't determined until demolition of the existing floor slab and subsequent excavation had taken place that there were no footings under the masonry wall . The foundation wall rested directly on the soil , approximately 4 '-0" below grade . This allowed for movement in the wall , causing damage to the existing masonry. This change is in the best interest of the City of Elgin, since it will provide long term structural integrity to the masonry wall and foundation 2. Remove and replace existing porch columns and bases with new matching wood columns and new appropriate wood bases . The circumstances necessitating the change were unforeseeable since it wasn't determined until the demolition process had begun that the columns and bases were decaying from the inside . The decay was not evident from the outside. This change is in the best interest of the City of Elgin, since it will provide for long-term structural integrity of the porch and roof system. 3 . Remove existing plaster and lath in the north and south wings of the first floor, insulate the exterior walls with 3-1/2" (R-11 ) batt insulation and install a 4 mil vapor barrier and 5/8" gypsum board on existing studs . • The circumstances necessitating the change were unforeseeable since it wasn ' t determined until removal of the existing wall covering that the existing plaster was in poor condition. This change is in the best interest of the City of Elgin since it is necessary to have a stable surface with which to paint. Also, since the walls are open, there is the opportunity to provide for wall insulation which does not exist. This will help reduce long term energy consumption. 4. Install 8 extra porch beams under the east porch to replace existing rotten beams . The circumstances necessitating the change were unforeseeable since it wasn' t determined until demolition that the existing First Floor supporting structure under the east porch was decayed. This change is in the best interest of the City of Elgin since it will provide for long-term structural integrity of the porch and First Floor framing system. 5 . Remove and replace the pair of wood doors #39 from the central hall to the east deck. Reuse the existing frames . This change is in the best interests of the City of Elgin since it will provide new doors which are an important design element in lieu of patching and repairing the existing doors . It will also decrease the opportunity for air infiltration between the door and frame, hence conserving energy. This change was requested by the City of Elgin. 6 . Omit the specified storm windows for existing windows. This item was an Owner requested alternate in the original bid documents . Therefore this change was germane to the original contract. It is in the best interest of the City of Elgin to accept this alternate to control the overall construction cost of this project. In addition, this work could be done at anytime in the future without affecting the existing construction. SUMMARY OF CHANGES IN CONTRACT AMOUNT: The amount of the contract will be revised as follows : ITEM COST CHANGE Item #1 ADD $47 , 155 .00 Item #2 ADD $47 , 520. 00 Item #3 ADD $ 4 , 149 .00 Item #4 ADD $ 2 , 016 .00 Item #5 ADD $ 2 , 320.00 Item #6 DELETE $17 , 519 .00 TOTAL NET ADDITIONAL COST: $85 ,641 . 00 The present contract with Elgin Builders , Inc . is for $845 ,432 .00 . By reason of the Change Order No. 1 , the contract for the Renovation of the Lord' s Park Pavilion will be increased in the amount of Eighty-five Thousand Six Hundred Forty-one Dollars ($85 , 641 .00) , the total contract value being Nine Hundred Thirty-one Thousand Seventy-three Dollars ($931 , 073 . 00) . OTHER CONTRACT PROVISIONS : All other contract provisions shall remain the same . Agreed to this /7/4 day of 4:1 , 1992 .
